ALASKA-BASED BARGE OPERATOR SUSPENDS EV TRANSPORTS, CITING FIRE RISK
Alaska Marine Lines has stopped carrying electric and plug-in hybrid vehicles aboard its freight barges, citing the risk of fire.
The company, which operates a cargo barge service across Alaska and to Hawaii, said the change, which took effect on Sept. 1, will not affect the transport of hybrid vehicles that don’t plug in.
“Although we have previously shipped EVs and PHEVs, the increased complexity and fire risk associated with shipping large lithium-ion batteries on vessels at sea has caused us to reevaluate how to best keep our employees and equipment safe,” the company said in an Aug. 12 statement.
“While issues with lithium-ion batteries are infrequent, the inability to extinguish or contain this type of fire, especially while at sea, can lead to catastrophic results.”
The new policy is effective immediately for Central Alaska, Western Alaska, and Hawaii.
The decision does not apply to smaller electric recreational vehicles, e-bikes, and four-wheelers.
The company said that as standards evolve and safety procedures improve, it will continue to reevaluate the industry’s ability to safely ship such vehicles.
Alaska Marine Lines’ announcement follows a similar decision by MM&P-contracted Matson, as well as several shipping companies in Europe.

INTERNATIONAL CARRIERS REALIGN FLEETS TO AVOID NEW US PORT FEES
Shipping companies are rerouting their fleets to avoid paying the new fees that will soon start to be levied on vessels tied to China that arrive in American ports.
Beginning on Oct. 14, Customs and Border Protection will start charging the new fees to Chinese shipping companies and to operators of ships that were built in China.
The changes have already been factored into decisions on chartering transatlantic tank and dry bulk ships, writes Sam Chambers in Splash 24/7, while in the container sector, global lines are moving forward with route adjustments.
OOCL, owned by China’s COSCO, has already launched transpacific services that will dock in Mexico instead of in the US.
Several categories of vessels are exempt from payment of the new fees, including US-owned ships, small ships, short-sea services, ballast legs, and certain export carriers with specialized operations.
For shipowners whose vessels are required to pay the fees, failure to comply could result in consequences that include denial of access to American ports or denial of cargo handling.
The administration revised its original policy into a scaled, more targeted model in response to concerns over trade disruptions and complexity of implementation.
The final structure uses a tiered-fee model.
Chinese-owned or operated vessels will be charged starting at $50 per net ton, with rates increasing gradually to $140 per ton by April 2028.
Ships operated by non-Chinese entities but built in China will be assessed lower fees, beginning at $18 per ton or $120 per container, whichever is greater, and rising to $33 per ton or $250 per container over time.
The fees are assessed per vessel voyage—up to five qualifying port calls per year—and will only be applied at the ship’s first US port of entry.
The administration views the new system as a path to countering China’s influence in global maritime trade and encouraging investment in US shipbuilding.
Critics of the new fees—including the World Shipping Council and major auto manufacturers—warn they could raise consumer prices and reduce trade volumes at US ports.

CHRISTENING OF NEW TRAINING SHIP DESTINED FOR MAINE MARITIME ACADEMY
Maritime industry and government leaders celebrated the christening of STATE OF MAINE, the third of the five National Security Multi-Mission Vessels, on Aug. 26 at Hanwha Philly Shipyard.
It will serve as a state-of-the-art training ship for cadets attending Maine Maritime Academy and, like the other NSMVs, as a support vessel to respond to a disaster or other critical national need.
The NSMVs, which are owned and operated by the Maritime Administration, have classrooms and a fully equipped bridge, a modern diesel power plant, RoRo capabilities and the ability to handle containers.
The first and second NSMVs, EMPIRE STATE and PATRIOT STATE, were delivered in September 2023 and 2024.
The fourth vessel, LONE STAR STATE, was launched on Jan. 25 and is scheduled to be delivered to Texas A&M Maritime Academy in Galveston later this year.
In March, work officially began on the fifth and final vessel in the NSMV program when the “grand block” for the GOLDEN STATE was placed into dry dock.
The GOLDEN STATE is expected to be delivered in late 2026 to California State University Maritime Academy.
“As our first purpose-built training ship, the STATE OF MAINE will provide world-class learning experiences for cadets pursuing unlimited tonnage licenses,” said Maine Maritime Academy President Craig Johnson.
“It’s a game-changer for our mission and a powerful reflection of what’s possible through strong partnerships and shared vision.”

WORLD WAR II MERCHANT MARINE VETERAN ADDRESSES D-DAY COMMEMORATION IN WASHINGTON
Dave Yoho, who served as a merchant mariner during World War II, gave the keynote address at a ceremony held in commemoration of D-Day on Sept. 2 in Washington, DC.
The World War II D-Day armada of about 7,000 vessels included 200 US merchant ships operated by American merchant mariners and US Naval Armed Guard crews.
The commemoration was organized by Friends of the National World War II Memorial.
The American Merchant Marine Veterans are among the organizations that have worked to ensure merchant mariners are included in the official World War II commemorations that honor American veterans and those lost in the conflict.
In 2023, merchant mariners were invited for the first time to participate in the Presidential wreath-laying that takes place annually at Arlington National Cemetery.
MM&P was represented at the ceremony by Captain Peter (“Pete”) Kurkimilis and then-MM&P President Don Marcus.
In 2024, a monument was installed on Utah Beach to honor the American merchant mariners who provided vital support to the military operation that turned the tide in favor of the Allies in World War II.
The monument was unveiled in the presence of World War II veterans and their families who gathered in Normandy with heads of state to honor the heroes of D-Day on its 80th anniversary.
The monument is inscribed with words spoken by Gen. Dwight D. Eisenhower on May 8, 1945:
“Every man in this Allied command is quick to express his admiration for the loyalty, courage, and fortitude of the officers and men of the merchant marine.
“We count upon their efficiency and their utter devotion to duty as we do our own; they have never failed us yet and in all the struggles yet to come we know that they will never be deterred by any danger, hardship, or privation.
“When final victory is ours there is no organization that will share its credit more deservedly than the Merchant Marine.”

CAPTAIN CHARGED WITH INTOXICATION FAILS TO ATTEND COURT HEARING
A $10,000 arrest warrant has been issued for Captain Oleh Danylin, a citizen of Ukraine, after he failed to show up in court to answer to the charge of operating a ship while intoxicated.
Danilyn, the captain of the Liberia-flag containership MSC JUBILEE IX, was arrested by Coast Guard Investigative Services agents on Aug. 20 after they were alerted by a Puget Sound pilot that he appeared to be drunk.
The agents administered a breathalyzer and field sobriety test that revealed the captain was “impaired more than six times the legal limit for commercial mariners.”
They reported that he had performed so poorly during the sobriety test that they had halted it out of concern for his safety.
Under federal law, a person operating a ship other than a recreational vessel with a blood alcohol concentration of 0.04 percent or more is considered intoxicated.
Danilyn was removed from the vessel and required to surrender his passport to the Coast Guard.
The court ordered him not to consume alcohol and to remain in the state pending legal proceedings.
Court papers show he declared himself innocent of the charge and requested an interpreter.
He later told investigators that he had not consumed alcohol in two months.
He said the smell the pilot reported was “likely mouthwash” that he had used 10 minutes prior.
The King County District Court issued the arrest warrant for him on Aug. 27, after neither he nor his lawyer showed up for a scheduled pre-trial hearing.
