MEMORIAL TO THE AMERICAN MERCHANT MARINE UNVEILED IN NORMANDY
A monument was installed last week on Utah Beach to honor the American merchant mariners who provided vital support to the military operation that turned the tide in favor of the Allies in World War II.
The monument was unveiled on June 5, as World War II veterans and their families gathered in Normandy with heads of state to honor the heroes of D-Day on the 80th anniversary of the largest amphibious assault operation in world history.
The World War II D-Day armada of about 7,000 ships included 200 U.S. merchant ships operated by American merchant mariners and U.S. Naval Armed Guard crews.
“The U.S. Merchant Mariners’ heroic dedication to supply troops, ammunition, goods,
and vehicles during D-Day enabled the Allies’ remarkable success,” said Captain Dru Di Mattia, president of the American Merchant Marine Veterans (AMMV).
“Reinforcement and resupply by U.S. merchant ships in the weeks after D-Day allowed the Allies to push forward into France, beginning the end of Nazi conquest, terror, and oppression in Europe.”
The participants in the unveiling included six American merchant marine World War II veterans who flew to France for the occasion, one of whom is 107 years old.
The new monument stands near the Lone Sailor Statue and the Higgins Boat Memorial.
It is inscribed in both French and English with words spoken by Gen. Dwight D. Eisenhower on May 8, 1945:
“Every man in this Allied command is quick to express his admiration for the loyalty, courage, and fortitude of the officers and men of the merchant marine.”
“We count upon their efficiency and their utter devotion to duty as we do our own; they have never failed us yet and in all the struggles yet to come we know that they will never be deterred by any danger, hardship, or privation.”
“When final victory is ours there is no organization that will share its credit more deservedly than the Merchant Marine.”

BALTIMORE SHIPPING CHANNEL REOPENS TO FULL OPERATION
The Unified Command overseeing the Port of Baltimore recovery operation announced yesterday that the Federal Channel has been restored to its original dimensions.
The US Army Corp of Engineers had been waiting for the final results from underwater surveys before confirming that the full 700-foot wide and 50-foot-deep channel had been restored.
MV DALI, the Singapore-flag containership that struck the bridge on March 26, was moved on May 20, allowing a limited access channel to be widened to 400 feet so that deep-draft commercial vessels could transit, but only with Coast Guard preauthorization.
Full restoration of the channel allows for two-way traffic and lifts additional safety requirements.
During the recovery operation, the Unified Command removed about 50,000 tons of wreckage from the Patapsco River.
The last major piece of wreckage, a 90-ton piece of steel, was pulled from the mud on Friday.
Reopening the channel required sweeping the area with sonar, LIDAR, and a magnetometer to ensure that there were no residual hazards to navigation protruding from the mud.
At its highest point, the Unified Command, consisting of six agencies, led the response efforts among about 56 federal, state, and local agencies, represented by 1,587 individual responders.
Additionally, about 500 specialists from around the world operated a fleet of 18 barges, 22 tugboats, 13 floating cranes, 10 excavators, and four survey boats.

TWO CARGO SHIPS CATCH FIRE IN GULF OF ADEN AFTER MISSILE STRIKES
Two ships caught fire over the weekend after being hit by projectiles off the coast of Yemen, Reuters has reported. There were no injuries in either attack.
Reuters based its reports on information from British security firm Ambrey and UKMTO (United Kingdom Maritime Trade Operations).
According to Ambrey, an Antigua- and Barbuda-flagged general cargo ship caught fire after being struck by a missile 83 nautical miles southeast of Aden.
In the second incident, the captain of a vessel, said to be the Malta-flagged ELBELLA, reported a strike.
“The ship was heading southwest along the Gulf of Aden at a speed of 8.2 knots when the forward station was struck by a missile,” Ambrey said.
“A fire started but was neutralized. A second missile was sighted but did not hit the ship. Persons on board small boats in the vicinity opened fire on the ship during the incident.”
It added that no casualties were reported, and that the vessel was proceeding to its next port of call.
The Houthi militia, which is aligned with Iran, has been attacking ships off the coast of Yemen for months.
The Houthis have aimed drone and missile strikes at the Bab al-Mandab Strait and Gulf of Aden, forcing shippers since November to take longer and more costly journeys around southern Africa.

NLRB UNDER BIDEN “CONSISTENTLY SUPPORTS THE RIGHT TO FORM UNIONS”
The National Labor Relations Board under the Biden administration has consistently supported workers’ rights to form unions and collectively bargain for wages and benefits, according to a report issued last month by the Economic Policy Institute.
The NLRB is an independent federal agency that protects employees from unfair labor practices and protects the right of private sector employees to join together, with or without a union, to improve wages, benefits, and working conditions.
EPI is an independent, nonprofit think tank that researches the impact of economic trends and policies on working people in the United States.
“President Biden’s appointees have advanced the NLRB’s mission by addressing issues such as employee status under the law, the scope of concerted activity protected by the law, the representation process, and remedies for violations of the law,” EPI says.
In its report, EPI also noted that President Biden has secured increased funding for the NLRB to support its critical role at a time when support for unions is hitting record highs and petitions for union representation elections are up.
The NLRB says union election petitions increased by 35 percent in the first half of fiscal year 2024.
“This increase in filings continues the surge in NLRB caseload in recent years,” the agency said in a statement.
Last year, Congress gave the NLRB a $25 million increase, which ended a hiring freeze, prevented furloughs, and allowed the NLRB to backfill some critical staff vacancies.
But the agency remains understaffed after flat funding in nine of the past 10 years.
In the past two decades, staffing in field offices has shrunk by 50 percent.
“As the NLRB’s case intake reflects a critical moment in our nation’s history, I’m proud of NLRB Field and Headquarters staff for processing cases with professionalism and care,” says NLRB General Counsel Jennifer Abruzzo.
But “Congress needs to fully fund the NLRB to effectively and efficiently comply with our Congressional mandate when providing quality service to the public in conducting hearings and elections, investigating charges, settling and litigating meritorious cases, and obtaining full and prompt remedies for workers whose rights are violated.”
In related news, President Biden has announced he will nominate Lauren McFerran for another term on the Board.
McFerran was first appointed to the NLRB in 2014 and is currently its chair.
Biden said he will nominate Joshua Dietelberg, a partner at Seyfarth Shaw LLP in Chicago, to the vacant Republican seat on the Board.

NTSB URGES COAST GUARD TO MANDATE PERSONAL LOCATOR DEVICES FOR MARINERS
During an emergency at sea, a mariner’s chance of survival decreases if search and rescue cannot quickly and accurately identify their location.
Although many commercial vessels are required to carry emergency position-indicating radio beacons, EPIRBs do not provide the precise location of individuals who may be in the water and drifting away from the vessel.
For this reason, the National Transportation Safety Board is urging vessel owners and operators to provide each crewmember with a personal locator device and encourage them to carry it aboard the vessel.
The NTSB began recommending that the Coast Guard require personal locator beacons (PLBs) for mariners in 2017 and has since reiterated the recommendation three times.
The latest NTSB call for the use of devices such as PLBs or satellite emergency notification devices (SENDs) was issued at the beginning of 2024.
NTSB investigators have found that currently available personal locator beacons—when activated—provide a location accuracy of about 300 feet and a nearly instant search and rescue notification.
The NTSB advises ship operators and owners to consider the following when selecting and implementing personal locator devices:
– determine the best type of personal locator device for your crew—some devices transmit via satellite, while others transmit on terrestrial frequencies, and not all devices notify the Coast Guard directly;
— provide each crewmember with a personal locator device and ensure they carry it; the device can be worn in a zipped clothing pocket, or a bag attached to a belt, or a personal flotation device;
— register each crewmember’s device with the appropriate organization—PLBs must be registered through the National Oceanic and Atmospheric Administration; SENDs and other similar devices should be registered through the manufacturer or operating company.
— ensure crewmembers are aware of the capabilities and limitations of their personal locator devices and understand how to operate them, as well as how each type transmits location information.

NANCY A. HANN TO BE NAMED NOAA DEPUTY UNDER-SECRETARY
NOAA Commissioned Officer Corps Rear Adm. Nancy A. Hann has been selected for promotion to the rank of vice admiral and will serve as NOAA’s deputy under-secretary for operations beginning in August 2024.
NOAA’s mission is to understand and predict the changing environment, from the deep sea to outer space, and to manage and conserve America’s coastal and marine resources.
MM&P Civil Service licensed deck officers are employed aboard NOAA survey vessels.
Since 2021, Hann has served as director of the NOAA Corps and the NOAA Office of Marine and Aviation Operations.
In her new role as deputy under-secretary for operations, she will be responsible for the day-to-day management of the agency’s national and international operations for oceanic and atmospheric services, research and coastal and marine stewardship.
Throughout her 25-year career as a NOAA Corps officer, she has served aboard NOAA aircraft as both a pilot and a flight meteorologist and has supported a variety of scientific missions and multiple uncrewed aircraft as a pilot and project manager.
She has also served aboard NOAA Ships MILLER FREEMAN and TOWNSEND CROMWELL in support of fisheries surveys and oceanographic research in the Pacific.
Hann has also previously served as executive officer at the NOAA Marine Operations Center-Atlantic, associate director at the NOAA Atlantic Oceanographic and Meteorological Laboratory and NOAA liaison to the U.S. Pacific Command.
Rear Adm. Chad Cary has been nominated to succeed Hann as the next director of the NOAA Corps and NOAA Office of Marine and Aviation Operations, pending U.S. Senate confirmation.

This is a CBA position with MM&P benefits. Starting salary is $20.49/hour.
The job entails managing the admissions process and providing administrative support for daily operations, registration, courses, classrooms, and materials.
Duties and responsibilities include, but are not limited to:
— coordinating all phases of the admissions process including advising potential candidates, companies and organizations of admissions procedures as outlined in the Academic Division Operations Manual;
