COAST GUARD ANNOUNCES NEW POLICY FOR SERVICE ON ATB COMBINATIONS

The Coast Guard has changed its policy on crediting sea service on articulated tug barges and integrated tug barges

Under the new policy, when a mariner is seeking a raise-of-grade for unlimited tonnage officer endorsements, the Coast Guard will recognize service on ATBs and ITBs with an aggregate tonnage above 1,600 gross register tons (GRT) day-for-day toward the required service on vessels over 1,600 GRT.

The agency outlined the reasoning behind the change in a June 26 notice that states:

“In light of the current shortage of mariners, the Coast Guard has considered the barrier to mariner career progression presented by Title 46 CFR 11.211(d), Service on Articulated Tug Barges (ATB) and Integrated Tug Barges (ITB).

“This regulation limits the crediting of sea service based on the aggregate tonnage of the ATB or ITB to a two-for-one basis up to only 50 percent of the required service.

“The inability to receive sea service credit for the aggregate tonnage of the ATB or ITB limits career progression and is unnecessarily burdensome for mariners holding unlimited tonnage endorsements.

Now “the Coast Guard will recognize service on ATBs and ITBs with an aggregate tonnage above 1,600 gross register tons day-for-day toward the required service on vessels over 1,600 GRT when seeking a raise-of-grade for unlimited tonnage officer endorsements.

“This credit will only apply to those ATBs and ITBs that operate exclusively as a composite unit.

“This should be documented by the company on the mariner’s service letter or in supplemental documentation when a certificate of discharge is used.

“Mariners with pending applications who have submitted service on ATBs may need to provide additional information to verify that service on ATBs and/or ITBs was solely as a single unit to obtain this credit on their current application.”

At a meeting of MERPAC that was held last year, Washington State Ferries Captain Cory Maxwell, a member of the MM&P Pacific Maritime Region, made the argument that the combinations of vessels should be counted as a single unit for tonnage purposes in calculating sea time.

“Captain Maxwell brought up a disparity in the calculation of Articulated Tug and Barge combinations as it applied to upgrading licenses,” said MM&P Pacific Maritime Region Vice President Dan Twohig.

“He made the argument that these combinations of vessels should be counted as a single unit for tonnage purposes, instead of limiting the tonnage to the tug only.

“The fact that the Coast Guard made the change shows that they agreed.

“This is a victory for mariners everywhere and the push coming from an MM&P member is worthy of mention.”

MM&P MEMBERS AT GREAT LAKES TOWING FREE CEMENT CARRIER LODGED IN CUYAHOGA RIVER

MM&P members at Great Lakes Towing were quick to respond when a Canadian-flagged cement carrier became lodged in the narrow mouth of the Cuyahoga River on June 20.

The news was reported by Marine Log.

The vessel, SUNNANVIK, had become wedged in the canal, temporarily disrupting traffic, at approximately 12:43 a.m.

The Great Lakes Towing Company immediately dispatched two of its tugs: the NEW YORK, operated by Captain Tim Herrle, and the WISCONSIN, operated by Captain Brad Sheppard, both of whom are members of the MM&P Great Lakes & Gulf Region.

Working with the Coast Guard, they freed the cement carrier just before 6 a.m., allowing river traffic to resume and the SUNNANVIK to continue safely to its destination.

No injuries were reported, and no pollution occurred.

A Coast Guard official told Marine Log that the operation went off without a hitch, describing the tugboats NEW YORK and WISCONSIN as “mini muscle machines.”

“This is why we’re here,” GLT’s Gregg Thauvette told the reporter.

“Our crews and vessels stand ready—even when you didn’t expect to need us.

“We’re prepared to respond at a moment’s notice to keep the waterway safe and open.”

UNIONS AND BUSINESSES URGE PRESIDENT TRUMP NOT TO SHUT DOWN JOB CORPS

A hundred labor and industry groups are asking President Trump to reverse a decision made by the Labor Department to shut down the Job Corps program.

Job Corps has provided a non-college pathway to well-paying, high-skilled careers for young Americans since 1964.

Many of the young people who have successfully completed the program and found jobs started out without a high school diploma, a job or even a place to live.

The program provides tuition-free housing at residential centers, training, meals and health care.

Job Corps offers more than 300 pre-apprenticeship programs by partnering with national training organizations, including labor unions.

DOL announced in June that it was closing 99 Job Corps centers across the country.

Unions and industry groups representing local businesses and large, nationwide employers urged President Trump in a June 16 letter to keep the centers open.

Closing Job Corps, they wrote, “would affect communities in almost every state, with the majority located in counties that voted for you.”

“This program is vital to the American economy and to rural communities nationwide.”

“Our nation’s investment in Job Corps not only expands our skilled workforce, it ensures these young Americans are less likely to be involved in the criminal justice system or rely on public assistance.”

The AFL-CIO Transportation Trades Department (TTD), of which MM&P is a member, is among the labor organizations that signed the letter.

“Termination of the Job Corps program would be detrimental not only to its students, but also to the American workforce and to the communities where Job Corps centers have become revenue generators,” Greg Regan and Shari Semelsberger, TTD president and secretary-treasurer, wrote the president.

“This program is a lifeline for at-risk youth in every community across America, from Alaska to Florida.

“It enjoys broad support among local businesses, chambers of commerce, national employers, and labor organizations.

“We urge you to keep Job Corps open.”

Last week, a federal judge granted a preliminary injunction to temporarily stop the Department of Labor from shutting down the program until a lawsuit contesting its termination is resolved.

PLEASE RESPOND TO THE UNIVERSITY OF WASHINGTON SURVEY ON MENTAL HEALTH & WELL-BEING

US citizens or permanent residents who sail aboard US-flag vessels are asked to participate in the University of Washington’s 2025 Mariner Mental Health and Well-Being Survey.

The survey is designed to gather information about the mental health, well-being and work experiences of US mariners.

It is open to sailing, credentialed, mariners who work on US-flag vessels, including licensed and unlicensed mariners, cadets, and pilots.

The survey will take only 10-15 minutes to complete.

Participants are asked a variety of questions about their well-being, health, job satisfaction, experiences and feelings when they are on a vessel.

The survey is anonymous. You will not be asked to provide uniquely identifying information such as name, employer or vessel.

You can skip questions that you do not want to answer (except some of the screening/eligibility questions).

Your survey results will be kept confidential and securely housed at the University of Washington in Seattle.

Data will only be presented or shared as group summaries. Individual survey results will not be shared with unions, government, or industry agencies.

Results from the survey can be used by vessel owners/operators, unions, maritime training institutions, seafarer welfare organizations and partners in the maritime transportation system to develop effective solutions that benefit mariners.

The survey is being conducted by Dr. Marissa Baker, Associate Professor & Industrial Hygiene Program Director, University of Washington.

In 2021, Dr. Baker conducted a survey with mariners about their experiences during Covid-19.

The survey has been reviewed by representatives of: MARAD, SOCP, CMTS, NOAA, the maritime academies and the American Waterways Operators.

In order to participate in the survey, you must be a US citizen or a permanent resident AND a merchant mariner who works on US vessels.

SEN. MARIA CANTWELL INTRODUCES AMENDMENT TO EXTEND OVERTIME TAX DEDUCTION TO TRANSPORT WORKERS

Sen. Maria Cantwell (D-Wash.) has introduced legislation that would expand the overtime tax deduction that is part of the pending budget reconciliation bill (“The Big Bill”) to seafarers, aviation workers, rail workers and truckers.

As currently written, the overtime tax deduction would be available only to workers covered under the overtime provisions of the Fair Labor Standards Act, thereby leaving out hundreds of thousands of workers.

The AFL-CIO Transportation Trades Department has reached out to every member of the Senate, urging a YES vote on Cantwell’s Amendment #2613.

“As America’s largest transportation labor federation, representing 38 unions and millions of workers across the United States, TTD urges you to support this amendment to ensure that railroaders, aviation professionals, seafarers, truckers and other workers are not excluded from the overtime tax deduction,” TTD wrote.

Sen. Cantwell is a powerful voice in Congress for the American Merchant Marine.

She received the Salute to Congress award in 2023 from the International Propeller Club of the United States in recognition of her many years of leadership and advocacy for the maritime industry.

Her amendment to the pending budget bill offers “a clear and necessary fix” to the legislation by including railroaders, pilots, flight attendants, seafarers, truckers, and other workers currently left out,” TTD President Greg Regan says.

As this edition of The Wheelhouse Weekly was being published, there was no information available on whether Cantwell’s amendment had been included in the Senate version of the bill that will be sent back to the House of Representatives for reconciliation.

MM&P is one of the 38 unions representing millions of transportation workers nationwide who belong to the AFL-CIO Transportation Trades Department.

“THEY’RE BEING BLAMED FOR EVENTS THAT ARE WHOLLY BEYOND THEIR CONTROL”

Police in India have filed criminal charges against the surviving crewmembers of the WAN HAI 503, the Singapore-flag containership that caught fire earlier this month off the country’s southwestern coast.

InterManager, the international ship managers’ association, has called the charges filed against the captain and crew “the latest example of unjust criminalization of shipboard personnel.”

“In case after case, seafarers have been criminally investigated or charged for negative outcomes, even when the events are wholly beyond their control,” InterManager said in a statement.

“The surviving crewmembers of the boxship WAN HAI 503 face negligence charges for the explosion of a containerized cargo—a cargo that they did not book, pack or load.”

The WAN HAI 503 was sailing from Colombo, Sri Lanka, to Mumbai when it suffered a series of explosions and caught fire.

Eighteen members of the crew abandoned ship and were taken to a shoreside hospital, some with serious burns. Four others disappeared in the blaze.

“Seafarers are often unfairly blamed and convicted when their vessel is involved in a maritime incident,” the International Transport Workers’ Federation said.

“The situations in which seafarers can get caught up in criminal investigations include incidences of marine pollution, accidents at sea or even in port, and when illicit cargo is found on board.

“They are sometimes convicted and imprisoned, even when there is no evidence of wrongdoing.”

The Round Table of International Shipping Organizations says its members are increasingly concerned about the rise in the criminalization of seafarers and will work to educate the public on what it means for individuals as well as the risks it poses to the supply chain and world trade.

VICE ADM. JOANNA NUNAN STEPS DOWN AS USMMA SUPERINTENDENT

Vice Adm. Joanna Nunan announced her intention to step down as superintendent of the US Merchant Marine Academy at Kings Point following the Class of 2025 commencement ceremony.

Deputy Superintendent Rear Adm. David M. Wulf has also stepped down.

Anthony J. “Tony” Ceraolo, a retired Coast Guard captain and the academy’s chief of staff, will serve as acting superintendent while the Department of Transportation conducts a search for a permanent replacement.

“I thank Vice Adm. Nunan and Rear Adm. Wulf for their service to our nation and to our midshipmen,” said Transportation Secretary Sean P. Duffy.

“The US Merchant Marine Academy, its critical mission, and its extraordinary midshipmen fully deserve the kind of dedication and commitment the superintendent and deputy superintendent brought to their roles at Kings Point.”

Nunan, a career Coast Guard officer, was the 14th USMMA superintendent and the first woman to lead the academy.

Before assuming the leadership role at USMMA, she served as the Coast Guard’s deputy for personnel readiness.

Nunan is credited with helping to forge a 10-year partnership agreement with the US Army Corps of Engineers to restore the Kings Point campus and infrastructure.
