“INFLATION REDUCTION ACT A MOMENTOUS VICTORY FOR WORKING FAMILIES,” AFL-CIO SAYS

Unions are hailing passage of the Inflation Reduction Act, which was signed into law today by President Biden.

“This historic investment in our climate, health care system and tax system will improve the lives of millions of Americans, while paving a path forward for future generations,” said AFL-CIO President Liz Shuler in a statement.

She called the legislation “a testament to this administration’s commitment to drive down costs for America’s working families,” noting that it will also hold corporations accountable for paying their fair share of taxes.

The law will create new union jobs through investments in American manufacturing, in particular in green energy, without raising taxes on small business or families making less than $400,000 a year.

It also aims to help families save by lowering prescription drug costs and utility bills.

“This bill supports job creation for so many of our members, and because we fought for it to include labor standards and domestic content requirements, these conditions are going to help us make sure the new jobs are good-paying, family-supporting jobs,” Shuler said.

“This bill, plus the CHIPS Act and the bipartisan infrastructure law, is the kind of victory that is possible when we fight for leaders who will fight for us.”

Specifically, the act will:

— allow Medicare to negotiate for lower drug prices for seniors;

— create inflation caps for Medicare prescription drugs;

— improve Medicare prescription benefits;

— impose a 15 percent minimum corporate tax on corporations with profits exceeding $1 billion;

— provide tens of billions of dollars in energy investment and production tax credits, as well as manufacturing tax credits;

— create nearly 1.5 million new jobs and spur economic growth concentrated in clean energy.

“The Inflation Reduction Act will bring down costs and create a fairer economy for working people across the country,” Shuler said.

“This is all worth celebrating.”

MARINERS CAN NOW RENEW THEIR TWIC CARDS ONLINE

The Transportation Security Administration has introduced a new online renewal option for those who hold a Transportation Worker Identification Credential.

As of Aug. 11, the agency has enabled TWIC holders to renew their credentials online, eliminating the need to go to an enrollment center.

The Maritime Transportation Security Act requires that mariners and other workers who need access to vessels and secure areas of the nation’s maritime facilities hold a TWIC card.

The TWIC program is administered jointly by TSA and the Coast Guard.

TSA conducts a background check to determine a person’s eligibility and issues the credential.

The Coast Guard regulates the use of the credential in the maritime environment.

U.S. citizens, lawful permanent residents, naturalized citizens, asylum seekers, refugees and nonimmigrants in lawful status may apply for a TWIC.

TSA says that nearly 60 percent of TWIC holders renew their card every five years.

It says that renewing online eliminates the need to go to an enrollment center, supports U.S. critical infrastructure and supply chain workers, and saves travel time and expenses associated with being away from work.

The agency says that most eligible applicants receive their TWIC card in less than 10 days. (In complex cases, it says, it may take 60 days or more.)

Applicants can check the status of their applications online at any time.

Most applicants, including U.S. citizens, nationals, and lawful permanent residents, will be able to renew online without the need to visit an enrollment center, the agency says.

USCG RECOGNIZES CREW OF CGA CGM HERODOTE FOR RESCUE OF FISHERMEN OFF JAPAN

The U.S. Coast Guard has honored the captain and crew of CGA CGM HERODOTE for saving three people off the coast of Japan earlier this year.

While underway on a voyage from Saipan to Japan on March 21, the crew of the HERODOTE saw smoke billowing in the air about eight nautical miles away.

HERODOTE diverted towards the fire and discovered a Japanese fishing vessel, the YUUJIN MARU 51, engulfed in flames.

The fire had completely destroyed it, burning from the superstructure to the waterline. There was no sign of survivors and there was no name visible on what was left of the boat.

The crew of the HERODOTE began a search for survivors, put out a call to other merchant ships in the area and contacted both the U.S. Coast Guard Command Center Honolulu and Japan’s Coast Guard.

The HERODOTE eventually located three survivors in the water. The fishermen were later rescued by the crew of a Greek-flagged tanker which had joined the effort.

HERODOTE crewmembers continued their search for a total of seven hours, until being relieved by Japan’s Coast Guard.

Out of the fishing vessel’s crew of eight, the three people that HERODOTE located were the only survivors.

For their actions, U.S. Coast Guard Sector Guam Captain Nick Simmons presented Captain Donald Moore and the crew of the HERODOTE with a Coast Guard Certificate of Merit on Aug. 13.

“The CMA CGM HERODOTE crew are most heartily commended for exemplary preparedness, excellent communication and coordination skills, and meritorious public service to the maritime community,” Simmons wrote in the letter of commendation.

“The efforts of Captain Moore and his crew honor the nautical tradition of assisting fellow mariners,” he added.

“Merchant mariners are an integral part of the global search and rescue enterprise, and especially in the vast Pacific, they are essential to saving lives.”

WOMEN MAKE UP LESS THAN 2 PERCENT OF SEAFARING WORKFORCE, IMO SURVEY FINDS

An industry survey conducted in 2021 by the International Maritime Organization has found that women make up less than 2 percent of the seafaring workforce.

“At less than 2 percent, the proportion of women employed as seafarers is small,” the IMO said.

“Within the survey,” it added, “most female seafarers are employed by the cruise industry.”

For this survey, the first of several that the IMO plans to conduct, data from companies within the maritime industry, and, separately, from IMO Member States’ maritime authorities, were gathered during the course of 2021.

Within the industry survey, 500 completed responses were recorded. Most of these responses were from ship-owning companies, followed by maritime associations.

The survey found that women made up about 34 percent of the workforces of ship-owning companies and 16 percent of the workforces of maritime associations.

“As well as shipowners of all merchant segments, respondents span a vast array of other frontline operational sectors: port operators; cruise; bunkering; and the workboat industries including fishing, offshore, towage, and dredging,” the IMO said.

“Overall, the share of women employees by sub-sector was 29 percent.”

COAST GUARD COMMANDANT SEES CONNECTIVITY AS CENTRAL TO SHIPBOARD QUALITY OF LIFE

Adm. Linda Fagan, the Coast Guard commandant, has told members of Congress that the branch is seeking to improve shipboard internet access, not only to streamline operations but also to make a Coast Guard career more appealing to a new generation of recruits.

Increased connectivity will serve a “critical need to communicate with the ships at sea as more applications and systems go online,” Fagan testified on July 27 before the House Committee on Transportation and Infrastructure Subcommittee on Coast Guard and Maritime Transportation.

At the same time, she added, it’s “a quality-of-life issue for our members, and we remain committed to improving that experience so that the folks that go to sea have [an] enjoyable experience and are able to continue to communicate with their families.”

Better connectivity may also help the agency’s recruitment efforts, writes Lauren C. Williams, senior editor of Defense One.

Fagan told members of the subcommittee that the agency is about 25 percent short of its goal of adding over 4,000 enlisted personnel in 2022.

Internet connectivity is central to recruitment and retention, agreed Subcommittee Chair Salud Carbajal (D-Calif.).

“In the Coast Guard, the life of a cutterman can be difficult,” he said.

“They can feel incredibly distant and isolated from their loved ones while out at sea.”

“Being able to connect via video calls like FaceTime or Zoom with family and friends can be a huge morale booster and lead to improved productivity.”

“Access to reliable internet so that a member can take an online course or attend to personal affairs can improve retention in the service overall, but especially in the afloat community,” he added.

Fagan said that more advanced human resources management systems could also help the branch make better personnel decisions and provide new professional development opportunities for USCG personnel.

NAVY TAKES DELIVERY OF USNS JOHN LEWIS, LEAD SHIP IN NEW CLASS OF MSC FLEET OILERS

The U.S. Navy has taken delivery of the USNS JOHN LEWIS (T-AO 205), the first ship in the new class of Military Sealift Command fleet replenishment oilers.

Vessels in the class will furnish diesel fuel, lubricating oil, jet fuel for aircraft, small quantities of fresh and frozen provisions, stores, and potable water to Navy ships at sea.

The ships have the capacity to carry 157,000 barrels of oil and travel at a top speed of 20 knots.

Each will be crewed by 99 Civil Service mariners.

The licensed deck officers serving aboard the USNS JOHN LEWIS will be represented by the MM&P Federal Employees Membership Group.

All the T-AOs will be named after civil rights leaders.

NASSCO is currently building three more: USNS HARVEY MILK, USNS EARL WARREN and USNS ROBERT F. KENNEDY.

The USNS LUCY STONE and the USNS SOJOURNER TRUTH will be the next to be constructed in what will ultimately be a 20-ship fleet of replenishment oilers.

MATSON REPORTS EXCEPTIONAL SECOND QUARTER RESULTS, DRIVEN BY STRENGTH OF CHINA SERVICE

For the financial quarter ended June 30, 2022, shipping and navigation services company Matson Inc. reported net income of $380.7 million.

Consolidated revenue for the second quarter was $1,261.1 million, compared with $874.9 million for the second quarter of 2021.

“Matson performed well in the second quarter 2022 with higher year-over-year operating income in both Ocean Transportation and Logistics,” said Chairman and Chief Executive Officer Matt Cox in a statement.

He said that the increase in consolidated operating income year-over-year was driven by the continued strength of the China service.

In recent weeks, he said, Matson has seen a gradual decline in Transpacific freight rates off the highs reported earlier this year, which indicates that rates have peaked for now.

The company said that for the rest of 2022, it expects Matson vessels will continue to operate at or near capacity.

MITAGS CONTINUES SEARCH FOR NEW DIRECTOR

MITAGS is seeking a director for its maritime training centers, which are among the world’s leading providers of maritime ship simulation training and operational research.

The director will be responsible for daily administration and operation, budget and quality control, and the supervision of instructors, academic staff, and department chairs.

The director will act as primary MITAGS representative to regulatory bodies and outside stakeholders—including the USCG, MARAD, SOCP, and MM&P—and assist the business development and sales team in the solicitation, analysis, pricing and writing of contracts.

The ideal candidate will hold an advanced degree in business or management, education or instructional design and have at least four years’ management-level experience in an academic and/or financial management environment.

First-hand knowledge of the maritime industry is required.

Desired experience includes curriculum development, classroom delivery, personnel development, and experience as chief mate or master, or the military equivalent.

The director will be based at MITAGS East in Linthicum Heights, Md., and will have the support of an assistant director based at MITAGS West in Seattle.
