SANDY HOOK PILOTS RESPOND TO BOATING ACCIDENT
Crewmembers aboard the Sandy Hook Pilots launch AMERICA pulled five people from the water Sunday after their small boat capsized in the Ambrose Channel, about five miles southeast of Breezy Point, N.Y.
When the AMERICA and Sandy Hook Pilots station boat NEW YORK arrived on scene around noon, they found the 30-foot-long Grady White fishing boat capsized in the channel.
Of the six passengers aboard the small boat, two remained hospitalized Tuesday, three died and the Coast Guard called off the search for the sixth on Tuesday afternoon.
“We want to thank the crew and pilots involved for their speed and professionalism in responding to this tragedy,” said New York Sandy Hook Pilots Association President James Mahlmann.
“The apprentice mate and captain oversaw this rescue and continued to manage the pilot station with the assistance of three senior pilots.”
“The union crew responded quickly to get the rescue boat and RHIB in the water and, along with the inside boat crew, assisted in the search for the final missing person.”
“From our junior apprentice to our senior pilot, everyone who was offshore [Sunday] responded bravely and dealt with a dangerous and ultimately tragic situation.”
He said that he and New Jersey Sandy Hook Pilots President Tim Ferrie expressed their “pride and appreciation for the actions, professionalism, and good seamanship shown by everyone involved in the response.”
The Coast Guard said it was working with New York City’s police and fire departments to determine what had caused the boat to capsize.

US PROPOSES STEEP NEW PORT FEES ON CHINESE SHIPS
The US plans to levy massive new fees on Chinese shipping companies and on ships built in China that enter US ports.
Under the proposed rules, operators of vessels built in Chinese shipyards could be charged up to $1.5 million for each US port call, based on the size of their China-built fleet.
There would be a second fee of up to $1 million based on how much of a company’s
future ship orders come from Chinese shipyards.
In addition to the port charges, the proposed rules include a mandate that a percentage of US exports, starting at 1 percent each calendar year, be carried on vessels that are built in the US.
The percentage increases incrementally to 15 percent from the seventh year following enactment of the measures.
The fees would affect Chinese companies and non-Chinese companies that have purchased vessels from China’s shipyards.
The proposed measures are detailed in this Federal Register notice.
Details on how to comment on the proposed measures are posted in the Federal Register.
The deadline for submitting comments is March 24.
President Trump is expected to make a decision on the proposals in about a month.
The regulations were proposed by then US Trade Representative (USTR) Ambassador Katherine Tai in response to a petition filed in March 2024 by American shipbuilding unions.
Tai concluded that China had targeted the maritime, logistics, and shipbuilding sectors for dominance, a move she found actionable under Section 301 of the Trade Act of 1974.
Among the accusations made against China in the USTR report are artificially suppressed labor costs, forced technology transfer and intellectual property theft.
“China has targeted the maritime, logistics, and shipbuilding sectors for dominance and has employed increasingly aggressive and specific targets in pursuing dominance,” the USTR found.
“China has largely achieved its dominance goals, severely disadvantaging US companies, workers, and the US economy generally through lessened competition and commercial opportunities and through the creation of economic security risks from dependencies and vulnerabilities.”
China’s shipbuilding market share has risen from less than 5 percent of global tonnage in 1999 to over 50 percent in 2023, according to the USTR, which also found that China controls production of 95 percent of the world’s shipping containers.

UNIONS ASK CONGRESS TO RESTORE MARITIME SAFETY COMMITTEES ELIMINATED BY ADMINISTRATION
MM&P and five other maritime labor organizations have asked lawmakers to take immediate action to reactivate nine maritime safety committees.
Acting Secretary of the Department of Homeland Security Benjamin C. Huffman issued a memo removing the private industry and maritime labor members of the committees effective the end of January.
“This decision raises profound concerns, especially in light of incidents such as the allision of the MV DALI with the Francis Scott Key Bridge,” the unions wrote in a Feb. 18 letter to the chairman and ranking member of the House Subcommittee on Coast Guard and Maritime Transportation.
“To ensure the continued safety of US and global waterways, the voices of those who work in the industry must be heard.”
Maritime safety—a core USCG mission—depends in large part on input from the federal advisory committees that the administration has eliminated, the unions wrote.
“These committees, composed of individuals with decades of direct, hands-on experience, are essential to safeguarding the future of maritime safety.”
“We urge you to take immediate action to reconvene them and restore the expertise they represent.”
The committees that have been eliminated are:
— the National Maritime Security Advisory Committee (NMSAC), which advises the Department of Homeland Security and the Coast Guard on maritime security;
— the National Offshore Safety Advisory Committee (NOSAC), which advises DHS and the Coast Guard on safety and environmental issues related to offshore mineral and energy operations;
— the National Merchant Marine Personnel Advisory Committee (NMERPAC), which advises on matters related to the training, qualification, licensing, certification, and fitness of mariners;
— the National Merchant Mariner Medical Advisory Committee (NMEDMAC), which advises on medical certification and medical standards for merchant mariners;
— the National Towing Safety Advisory Committee (NTSAC), which provides advice on shallow-draft inland and coastal waterway navigation and towing safety;
— the Chemical Transportation Advisory Committee (CTAC), which offers recommendations on the safe transportation and handling of hazardous materials in bulk on US waterways and in related facilities;
— the Commercial Fishing Safety Advisory Committee, which advises on matters related to the safety of commercial fishing industry vessels;
— the Great Lakes Pilotage Advisory Committee (GLPAC), which advises on matters related to Great Lakes pilotage, including reviewing proposed regulations and policies; and
— the Maritime Advisory Committee for Occupational Safety and Health (MACOSH), which advises the Secretary of Labor and the Assistant Secretary of Labor for Occupational Safety and Health on issues relating to occupational safety and health in the maritime industry.
The unions sent the letter to Rep. Mike Ezell, chair of the House Subcommittee on Coast Guard and Maritime Transportation and Rep. Salud Carbajal, the subcommittee’s ranking member.

US DEFENSE SECRETARY FIRES CHIEF OF NAVAL OPERATIONS
Defense Secretary Pete Hegseth announced Friday that he would fire Adm. Lisa Franchetti, the Navy’s top officer, and would be seeking a replacement.
He made the announcement shortly after President Trump said he was firing Gen. Charles Q. Brown Jr., the chairman of the Joint Chiefs of Staff.
Hegseth said in his statement that he was also firing the Air Force’s vice chief of staff, and the top uniformed lawyers for the Army, Navy and Air Force.
Franchetti had spent roughly half of her 40-year naval career at sea, rising to command the destroyer USS ROSS, and later a destroyer squadron, two aircraft carrier strike groups, all the naval forces in Korea and the Sixth Fleet in the Mediterranean Sea.
She had served as chief of naval operations since November 2023.

CHINA’S DELAY IN WARNING OF LIVE-FIRE EXERCISE CONCERNS US ALLIES IN SOUTH PACIFIC
Officials in Australia and New Zealand said Monday that China should have notified them sooner that its warships would carry out a live-fire exercise in the Tasman Sea, according to reports from Reuters and the Associated Press.
Both countries have stressed that the three Chinese ships—the destroyer CNS ZUNYI, the frigate CNS HENGYANG and the replenishment vessel CNS WEISHANHU—did not break any law.
But giving only “a couple of hours’ notice,” rather than the expected 12 to 24 hours, forced commercial airlines flying between Australia and New Zealand to divert with little warning, Defense Minister Judith Collins told Radio New Zealand.
She said officials in New Zealand and Australia were “seeking assurance from the Chinese embassy” that there would be more lead time in warning about future exercises.
On Feb. 20, previous to Sunday’s live-fire exercise, officials in Australia had said that the three Chinese warships were sailing “unusually close” to its shores.
Analysts say these episodes highlight escalating tensions in the South Pacific over China’s influence and are meant to demonstrate the Chinese navy’s growing size and capabilities in the region.
China’s military has more than 370 ships and submarines, making it the world’s largest navy by hull count.

MM&P MEMBERS AT STATEN ISLAND FERRY RATIFY NEW CONTRACT
MM&P members who work at Staten Island Ferry have ratified a new contract.
The MM&P Atlantic Maritime Group (AMG) represents deckhands, marine oilers and ferry terminal supervisors who work for the ferry system and the Parks Department.
Besides a significant wage increase, the new contract calls for a substantial increase in supplemental benefits, including longevity pay.
“With this contract, we substantially increased the city’s contribution to our supplemental benefits,” said MM&P City Representative Anthony Turzio.
“We did it by exploring a number of ways to increase benefits rather than following the pattern of previous negotiations.”
The new contract was ratified at the end of last year, replacing the previous contract which had expired in August 2021.
“This has been one of the most demanding negotiations we have engaged in,” Turzio said.
“The Wage Committee was extremely dedicated and detail oriented.”
“They sacrificed many hours with their families to negotiate a contract that benefits all the AMG brothers and sisters who work at Staten Island Ferry and the Parks Department.”
The New York Department of Transportation operates the Staten Island Ferry, which provides free service between Staten Island and Lower Manhattan, every day of the week, year-round.

VINIK NO. 6 IS ON THE MOVE WITH THE SS UNITED STATES IN TOW!
MM&P members who work at Vinik Marine set out from Philadelphia on Feb. 19 with the historic ocean liner SS UNITED STATES in tow.
The crew aboard the twin-screw tug VINIK No. 6 is towing the SS UNITED STATES to Mobile, Alabama, where it will undergo remediation before being sunk as the world’s largest artificial reef.
The 1,000-foot ship had been moored at Pier 82 in Philadelphia since 1996.
A video of the departure is posted on YouTube.
SS UNITED STATES was built in the early 1950s as an Atlantic liner under the direction of one of America’s foremost naval architects.
It was mothballed in 1969, when jet airplanes ended the dominance of ocean liners.
Operating the 5,700 horsepower rated VINIK No. 6 for the storied liner’s final journey are Mike Vinik, Charles Corso, Gordon Hubley and Mike Benson.
The voyage is expected to take a total of 14 days.

The National Maritime Center seeks a Marine Transportation Specialist, GS-2101-13.
Applicant must hold or have held a US Merchant Mariner credential in the grade of 1st Assistant Engineer, Unlimited or higher or the equivalent military experience as Assistant Engineer Officer/Chief Engineer or higher and as a qualified Engineer of the Watch (EOW) on vessels of greater than 4000HP.
The incumbent will serve as a Marine Transportation Specialist in the Mariner Examination Branch (NMC-22). Typical work assignments include:
— serving as a subject matter expert in all manner of knowledge, skills, and abilities related to shipboard operations and maintenance in the US Merchant Marine;
— responsible for the development of specific subject matter questions pertaining to practical skills of the marine engineering profession, used to create comprehensive knowledge-based assessments suitable for a wide range of mariner credentialing endorsements;
— providing direction to 17 Regional Examination Centers on all aspects of mariner credentialing program examinations;
— creation, maintenance, use and disposition of examinations;
— serving as an expert on the exam processes for all applications for professional credentials.
