MICHIGAN CONGRESSWOMAN LISA MCCLAIN NAMED GREAT LAKES LEGISLATOR OF THE YEAR
The Great Lakes Maritime Task Force has recognized Michigan Congresswoman Lisa McClain for her efforts advocating for the Great Lakes Navigation System and the people who live and work on or near the Fourth Sea Coast.
“It’s an incredible honor to be recognized as Legislator of the Year by the Great Lakes Maritime Task Force,” McClain said.
“I’m proud to advance legislation in Congress that strengthens maritime commerce, modernizes our water infrastructure, and protects the long-term sustainability of the Great Lakes.
“I will always fight to ensure our Michigan ports, waterways, and maritime workers have the support they need to thrive.”
McClain’s efforts on behalf of the Great Lakes have included supporting construction of the new Soo Lock, working to fund a new Coast Guard heavy icebreaker and ensuring the lakes are mapped to the highest modern standards.
The construction of the new lock in Sault Ste Marie, Mich., remains on track for completion in 2030, the GLMTF said in a statement, thanks in large part to McClain’s “tenacious pursuit of US Army Corps of Engineers funding….”
McClain has also sponsored the Great Lakes Mapping Act, which directs the National Oceanic and Atmospheric Administration to conduct high-resolution mapping of the Great Lakes.
Today, just 13 percent of the Great Lakes are mapped to modern hydrographic standards.
“It is a privilege to award Representative McClain a well-deserved ‘thank you’ on behalf of the entire US Great Lakes maritime industry,” said GLMTF Vice President Jim Weakley.
“Legislators like Congresswoman McClain get things done and the Great Lakes are fortunate to have such a powerful voice on Capitol Hill.”
The Great Lakes Maritime Task Force, which counts 80 members, including MM&P, is the largest coalition representing the Great Lakes Navigation System.

MM&P-CONTRACTED COMPANIES WIN RRF MANAGEMENT AWARDS FOR NINE SHIPS
Two MM&P-contracted companies, Patriot and Pasha/Sunrise, have been awarded Maritime Administration contracts to operate, crew and maintain nine of the 51 ships in the Ready Reserve Force (RRF).
The RRF ships are part of the Maritime Administration’s National Defense Reserve Fleet (NDRF), a key element of the Department of Defense strategic sealift capability.
They are berthed at strategic locations around the country to help enable the rapid movement of DOD equipment and supplies in times of national and humanitarian emergencies.
Each ship in the RRF fleet remains in a state of readiness so that an activation with complete crews aboard can be achieved quickly.
Pasha/Sunrise Operations was the winning bidder for the two Cape W’s—CAPE WASHINGTON and CAPE WRATH—which are berthed in Baltimore.
Patriot will manage the CAPE VICTORY and the CAPE VINCENT; the CAPE HENRY, the CAPE HORN and the CAPE HUDSON; and the ADMIRAL CALLAGHAN and the CAPE ORLANDO.
MM&P members have already been dispatched to the CAPE WASHINGTON and the CAPE WRATH.

JERSEY SHORE COMMUNITIES ASK CONGRESS TO RESTORE FUNDS FOR BEACH REPLENISHMENT
New Jersey officials are calling on lawmakers to restore funds for beach replenishment that will be eliminated under appropriations bills now moving through the House of Representatives.
The federal government typically funds US Army Corps of Engineers beach replenishment projects with assistance from states and local jurisdictions.
But the administration’s wide-ranging budget cuts have called into doubt the future of such programs.
Federal funding covers the majority of the costs of beach replenishment, according to Scott Wahl, the business manager of the town of Avalon, who was interviewed by DredgeWire, a publication for professionals in the dredging industry.
“A typical joint project between Avalon and Stone Harbor requires Avalon to contribute a million dollars for the project,” Wahl said, adding that one recent project totaled $28 million.
“In recent years, the most expensive part of the beach project is not actually pumping sand, but to get all the equipment and manpower to your community to do the job.”
Jersey Shore leaders say the budget cuts are a source of “great concern” because they will reduce protection for coastal properties and compromise the flow of tourist dollars coming into the region.
“The direct benefits include the recreational and tourism attractions that well-maintained beaches provide,” Ocean City Mayor Jay Gillian told Dredgewire.com.
“The flow of funds helps produce federal tax revenues that far outweigh the cost of the program,” he wrote in a letter to Congressman Jeff Van Drew and Senators Andy Kim and Cory Booker.
Gillian added that the replenishment program also helps prevent floods that could damage homes that are insured by the federal government.
“Towns in my district depend on beach replenishment to protect homes, businesses, and local economies,” said North Jersey Congressman Frank Pallone, who said he intends to
fight the cuts “every step of the way.”

CAPTAIN OF LIBERIA-FLAG SHIP ARRESTED FOR OPERATING VESSEL WHILE DRUNK
The captain of a Liberia-flag containership, MSC JUBILEE IX, was arrested by Coast Guard Investigative Services agents on Aug. 20 for operating a vessel while drunk.
The Coast Guard reported in a press release that it had been alerted to the captain’s condition by the Puget Sound pilot who boarded the vessel in the approach to the Port of Seattle.
After contacting the Coast Guard, the pilot assumed control of the vessel along with the first mate.
When the vessel was moored at the terminal, Coast Guard Investigative Service agents administered a breathalyzer and field sobriety test to the captain, with the result that he was found to be “impaired more than six times the legal limit for commercial mariners.”
Under federal law, a person operating a ship other than a recreational vessel with a blood alcohol concentration of 0.04 percent or more is considered intoxicated.
The captain was arrested on a charge of “boating under the influence” and moved to the King County Jail.
The Coast Guard cleared the ship to resume operations after a relief captain was assigned.
“The Pilot’s immediate intervention mitigated significant risks and ensured the safe passage of the vessel,” said Paul Shultz, special agent in charge of the CGIS Northwest Field Office.

LOBBYISTS AT CATO INSTITUTE STEP UP ANTI-JONES ACT CAMPAIGN
With the 2026 Congressional elections little more than a year away, a corporate lobbying group that has been fighting for years to get Congress to repeal the Jones Act is at it again.
The Jones Act requires that cargo moving between two US points be carried on American-built, -owned and -crewed vessels.
Long supported by broad bipartisan majorities in Congress, it promotes the maintenance of America’s maritime industrial base and helps ensure that US maritime jobs are not shipped overseas.
Now, with the 2026 Congressional elections fast approaching, lobbyists at the Cato Institute have renewed their attacks on the Jones Act and the legislators who work to uphold it.
Please consider helping MM&P and the legislators who advocate for the merchant marine in Congress by donating to the MM&P Political Contribution Fund.
New legislation that would weaken the Jones Act is pending in Congress and must be defeated.
The cargoes that the US-flag fleet depends on are under threat as never before and must be restored.
For the first time in decades, legislation to significantly grow the US-flag fleet—the SHIPS for America Act—has been introduced and must be enacted.
The MM&P Political Contribution Fund needs resources to support the campaigns of candidates in both parties who will work to ensure that our laws, policies, and regulations promote the use of US-flag vessels and the employment of US-citizen mariners.

NATIONAL MARITIME CENTER NEW FAX NUMBERS
The National Maritime Center has new fax numbers.
The old fax numbers will be disconnected on Sept. 1. Users will receive a transmission failure or error if attempting to fax to the old numbers.
Effective immediately, the following NEW fax numbers are operational:
• 540-317-4551 – Submission of NMC course approvals, designated examiner, and qualified assessor requests and additional information (AI) when email is not an option.
• 540-317-4552 – Submission of open-book renewal exercise answer sheets when email is not an option.
• 540-317-4553 – General inquiries/records requests not related to credential applications, such as request for copies of mariner service records and verifying World War II merchant mariner service toward veteran status, when email is not an option.
• 540-317-4554 – Submission of merchant mariner credential (MMC) applications and
requested AI when e-mail is not an option.
• 540-317-4556 – Submission of medical applications and requested AI when email is not an option.
It is important to note this transition does not impact the NMC’s Customer Contact Center telephone number.
