JOINT UNION STATEMENT ON PRESIDENT TRUMP’S MARCH 27 EXECUTIVE ORDER

The following message has been distributed to DOD Bargaining Unit Members of Masters, Mates & Pilots, the Marine Engineers’ Beneficial Association and the Seafarers International Union

On 27MAR25, President Donald J. Trump signed an Executive Order (EO) to end collective bargaining with Federal unions representing DOD workers due to national security concerns.

The EO directs agencies to follow an implementation process to terminate existing collective bargaining agreements (CBA).

We have NOT been notified by any of our Federal employers that they have terminated our existing CBA.

We retain recognition and will continue to represent our members well.

At no point in history have CIVMARS been excluded from the Federal Labor Relations Act or been precluded from union representation on the grounds that such representation poses a risk to national security.

MSC’s primary function is to deliver cargo, not to perform “intelligence, counterintelligence, investigative, or national security work” as set out in the EO.

We believe that the EO should not apply to CIVMARS since MSC engages in transportation and CIVMARS have never posed a risk to national security.

On the contrary, dedicated CIVMARS who make daily sacrifices in support of our great nation have always supported our nation’s sealift functions while being represented by Unions.

Therefore, we intend to take whatever action is needed to maintain our Union recognition for our CIVMAR workforce.

We will continue to keep you apprised of any status changes as we move forward.

MARINE SOCIETY HONORS C. JAMES PATTI FOR 50 YEARS OF SERVICE TO THE US-FLAG FLEET

The Marine Society of the City of New York has recognized C. James Patti, the president of MIRAID, with its Lifetime Achievement Award.

During his 50 years in the industry, Patti has played a leading role in all major legislative issues affecting the operation of US-flag vessels and the employment of American mariners.

The decision to honor him was made “in recognition of a lifetime dedicated to the advancement of the US-flag merchant marine,” said Captain Timothy Ferrie, president of the Marine Society and vice president of the MM&P Pilots Membership Group.

“Without question, there is no one who has done more for US maritime labor than Jim,” said MM&P President Don Josberger in his introductory remarks.

Patti received the award on the occasion of The Marine Society’s 255th Annual Dinner in New York.

“I’m proud to have been part of a hard-working group of maritime professionals in Washington who not only share an unwavering commitment to our industry but who never lose sight of who we have the honor to represent: the American mariner,” Patti said.

“From the time I began working in this industry in 1970, I have had the privilege of learning from and working with individuals who make sure that the mariner always comes first: the dedicated maritime industry executives and representatives of the US-flag shipping companies I have represented and the maritime union leaders I have had the privilege of working for.”

“I am extremely grateful to have had this opportunity to spend my entire working life in the maritime industry.

“I am proud to have played some small part in increasing awareness of both the importance of our industry to our nation’s economic and military security, and the selfless service of our merchant mariners who never fail to sail into harm’s way whenever and wherever needed.”

During the event, The Marine Society honored SUNY Maritime College on the occasion of its 150th anniversary and awarded more than $100,000 in grants and scholarships to cadets.

WHITE HOUSE NOMINATES NAVY VETERAN TO BE MARITIME ADMINISTRATOR

President Trump has nominated Navy veteran Brent Sadler to head MARAD, the Department of Transportation agency that oversees the Ready Reserve Fleet, the Maritime Security Program and the US Merchant Marine Academy at Kings Point, among other programs.

Sadler graduated from the US Naval Academy with a degree in systems engineering/robotics and went on to serve in the Navy for 26 years, including multiple tours of duty aboard nuclear-powered submarines in the Indo-Pacific region.

He also served as a military diplomat in Asia and on the staff of several senior Defense Department leaders.

His final Navy assignment was in the China Branch of Navy Staff at the Pentagon.

He is currently senior research fellow for naval warfare and advanced technology at the Heritage Foundation.

If confirmed to head MARAD, he will take the helm at a time when the administration is pushing to strengthen the maritime industry.

A draft executive order circulating last month showed that the White House is considering an overhaul of the nation’s commercial and military maritime industries to keep pace with China’s shipbuilding capability.

According to the draft executive order, the Maritime Administrator would work with the defense secretary and the White House national security advisor to develop legislation to create a “strategic commercial fleet.”

Sadler’s nomination has been sent to the Senate Committee on Commerce, Science and Transportation.

A timeline for his confirmation has not yet been announced.

ADMINISTRATION TO CUT ANOTHER 10 PERCENT OF NOAA WORKERS

The administration is preparing to fire hundreds more employees of the National Oceanic and Atmospheric Administration.

Probationary workers were terminated in February in phase one of the administration’s campaign to cut government spending

Federal agencies have now been instructed to fire employees whose positions are not required by statute or designated as essential.

The administration has instructed NOAA managers to submit the names of more than 1,000 people to be laid off by Sept. 30

NOAA monitors weather and climate, warns of hurricanes, manages fisheries, and provides navigation information to ships.

After the new round of cuts, NOAA will have eliminated about one out of four jobs since President Trump was inaugurated in January.

NOAA said last month that because of lack of staffing, it has already suspended release of weather balloons that gather observations for forecasts in several locations in Colorado, Nebraska, South Dakota, New York, Wisconsin, Michigan, Wyoming and Alaska.

At this point it is unclear how the diminished data will affect weather forecasts.

HAWAII CONGRESSMAN ED CASE RENEWS PUSH TO OVERTURN THE JONES ACT

Rep. Ed Case (D-Hawaii) is continuing his long-running campaign to bring about the repeal of the Jones Act.

The Jones Act requires that cargo moving between US points be carried on American-built, -owned and -crewed vessels.

It helps maintain America’s maritime industrial base, ensuring that US jobs are not shipped overseas and that the assets underlying the country’s defense capabilities are not outsourced to foreign nations.

Is it also an economic driver: In Hawaii, for example, it directly supports 13,000 jobs in maritime, logistics, and port operations.

In February, Case and Rep. James Moylan (R-Guam) introduced three bills that would rewrite the act so that it no longer applies to non-contiguous US territories.

“Case argues that the Jones Act increases the cost of living in Hawaii, but the facts tell a different story,” says the American Maritime Partnership (AMP), a coalition of Jones Act supporters, including MM&P and MIRAID.

“Independent studies have debunked the claim.”

A 2020 study concluded that the Jones Act does not have a significant impact on consumer prices in the state.

It found that 71 percent of 200 consumer goods had identical prices in Hawaii and California, indicating that shipping costs under the Jones Act do not adversely affect retail prices.

“Without the Jones Act, Hawaii would become vulnerable to foreign-controlled shipping companies with no obligation to serve the state reliably, especially in times of crisis,” AMP says.

“This can be life and death, with barge transportation between islands being essential to disaster recovery—after the Maui fires, for example.”

“The people of Hawaii deserve policies that strengthen, not weaken, their economic future,” AMP says.

“That future depends on a strong, secure, and reliable American maritime industry—one that the Jones Act continues to grow and support.”

The Jones Act has long been supported by large, bipartisan majorities in Congress.

UNIONS AND FARMERS URGE THE ADMINISTRATION TO SHIFT PL 480 TO USDA

Maritime unions and agricultural groups are working together to encourage the administration to move the PL 480 food aid program to USDA—and, in the process, to align it closely with the administration’s America First agenda.

MM&P and MIRAID are part of a coalition that has reached out to key members of the administration regarding the opportunities arising from an Executive Order (EO) issued by President Trump on Jan. 20.

The EO had the effect of shifting oversight of PL 480 from USAID, which has since been closed, to the Department of State.

From there, lawmakers from farm states proposed, it should be transitioned to the US Department of Agriculture.

The maritime unions agreed: Under cargo preference law, 50 percent of PL 480 cargo must be carried on American ships.

“USDA is purpose-built to serve the farmers that grow the food that feeds our country and the world, including through the Food for Peace program,” the coalition wrote in a March 28 letter to Secretary of State Marco Rubio and USDA Secretary Brooke Rollins.

“USDA also has a better track record of putting its cargoes on U.S.-flagged ships instead of our foreign-flag competitors.”

“Given the current opportunity to restructure the program, we believe that the best home for the program is with USDA.

“It supports substantial purchases from American farmers and millers and is shipped overseas aboard US-flagged vessels, creating value across the agricultural supply chain and strengthening our US Merchant Marine.

“Sending American food to countries around the world builds consumer preferences for the products we produce best.

“This market-building impact is especially important as President Trump seeks to reverse our record agricultural trade deficit…

“Food for Peace similarly offers critical support for the U.S.-flagged vessel fleet and American union workers that move cargo, load, and crew the ships that transport our commodities across the globe,” they added.

“It is time to bring America’s international food assistance programs back in line with their most direct domestic stakeholders: the American farmers, millers, and mariners, ensuring it advances American interests at home and abroad.”

The coalition said it welcomes a meeting with administration officials to discuss the administrative actions needed to move the Food for Peace program fully under USDA’s authority and management.

MATSON CONTINUES EXPANDING LNG-POWERED FLEET

Matson now has three liquefied natural gas-powered vessels, with more on the way.

The KAIMANA HILA was returned to service in December 2024 after undergoing a conversion to LNG. It joined its sister ship, DANIEL K. INOUYE, and the MANUKAI.

The MANUKAI underwent a complete repowering: its engine was replaced with a dual-fuel engine like those powering the DANIEL K. INOUYE and the KAIMANA HILA.

The conversions are part of Matson’s long-term strategy to reduce Scope 1 fleet greenhouse gas emissions by 40 percent by 2030 and achieve net zero emissions by 2050.

The company has ordered three new Aloha Class containerships from Hanwha Philly Shipyard.

The first, MAKUA, is under construction and scheduled for delivery next year.

The other two will be the MALAMA and the MAKENA, both scheduled for delivery in 2027.

All three of the newbuilds will incorporate features such as environmentally safe double-hull fuel tanks and freshwater ballast systems and will be delivered ready to operate on liquefied natural gas.

At 854 feet long with a capacity of 3,600 TEU, Matson’s Aloha Class ships will carry a variety of container sizes and operate at speeds exceeding 23 knots.

MM&P members who are interested in sailing aboard LNG-powered vessels in the Matson fleet must take the requisite LNG courses. The same is true for those who are interested in night-mating.

MM&P MOURNS CAPTAIN ROBERT DARLEY

Captain Robert Darley, who served as the Union’s Atlantic Ports Vice President from 1993 to 2000, died on March 25. He was 89.

A strong leader and an eloquent advocate for MM&P members, he was elected numerous times to serve as an Offshore Convention Delegate.

Before being elected Atlantic Ports Vice President, he sailed as Master of the SEALAND VALUE.

A complete obituary will be published in the next issue of The Master, Mate & Pilot.
