STATEN ISLAND FERRY CREW RESCUES PERSON IN DISTRESS FROM WATERS OFF WHITEHALL
It was 4:20 a.m. on Wednesday when the crew of the Staten Island Ferry Alice Austen spotted a man struggling in the waters off Whitehall in the early morning darkness.
The ferry was traveling northbound toward the Whitehall Terminal when crewmembers spotted the man.
They immediately slowed the vessel, threw life rings into the water and deployed the ferry’s rescue boat, which was operated by deckhands Jose Delgado and Jack Murphy, who are members of the MM&P Atlantic Maritime Group.
They were able to pull the man from the water and bring him aboard the ferry before continuing to Whitehall.
He was transported by EMS to Bellevue Hospital in stable condition, according to a spokesperson for the New York Department of Transportation.
The crew later learned that he had apparently jumped from the Brooklyn Bridge and been carried by the water to the area near Whitehall where he was rescued.
“The crew did an amazing job,” said MM&P Atlantic Maritime Group City Representative Anthony Turzio.
“Rowing through that heavy current was a task that only experienced, trained professionals could have done, and our members did it flawlessly.”
He said the rescue demonstrated the importance of the emergency drills that all Staten Island Ferry crews regularly perform.
“Upon noticing a person in distress in the water as they approached Whitehall Terminal, the Alice Austen crew responded immediately with proper emergency procedures and protocols to rescue the individual from the water and deliver him to EMS for evaluation,” a New York City Department of Transportation spokesperson said.
“We acknowledge the crew’s alertness and quick retrieval during overnight hours.”

CHICAGO FIRE BOAT RESPONDS WHEN HEAT EMERGENCY CAUSES CITY BRIDGES TO GET STUCK
The Chicago Fire Boat Christopher Wheatley, crewed by members of the MM&P Great Lakes & Gulf Region, responded to an unusual transportation emergency last week that had caused hours of traffic jams.
Wednesday was the second day of an extreme heat advisory, with temperatures that peaked at 95 degrees Tuesday and 96 degrees Wednesday at O’Hare Airport.
“Extreme heat causes the metal on bridges to expand and cause jams which prohibit bridges from opening or closing,” the Chicago Fire Department said in an X post.
Bridge crews were unable to close the DuSable Lake Shore Drive Bridge and the Torrence Avenue Bridge completely, so MM&P members aboard the fireboat deployed to the scene and sprayed water on them to cool them down.
Chicago has the most moveable bridges of any city in the US, making it potentially more vulnerable to heat-related closures.
The Christopher Wheatley, the first new fireboat to serve the city in 60 years, was delivered to the Chicago Fire Department in 2011.

ALASKA AFL-CIO REAFFIRMS SUPPORT FOR JONES ACT
MM&P thanks the delegates to the Alaska AFL-CIO Convention for adopting a resolution reaffirming their strong support for the Jones Act.
The resolution, which was submitted by MM&P Secretary-Treasurer Lars Turner, emphasized the fact that “the U.S. domestic fleet provides significant and cost-effective national security benefits in peace and in time of war.”
It also called on delegates to denounce efforts to weaken or repeal the Jones Act as detrimental to the American maritime workforce, America’s economy and America’s national security.
Washington State has also passed a pro merchant marine resolution.

HOW CAN THE INDUSTRY IMPROVE CONFINED SPACE SAFETY TRAINING?
An International Maritime Organization working group is developing new industry guidance to make onshore and onboard enclosed space training and exercises more effective.
MM&P members can have a voice in the process, because the union is a member of the International Federation of Shipmasters’ Associations (IFSMA).
Since IFSMA has consultative status at the IMO, its representatives can participate in committees, subcommittees and working groups.
Between 2019 and 2023, on average, over 50 maritime industry workers died each year in enclosed space entry accidents.
One reason that enclosed spaces are a persistent hazard is because of the difficulty of detecting dangerously low oxygen levels or the presence of poisonous gas.
Another factor in the elevated death toll is the fact that a single incident frequently results in multiple fatalities: all too often, a second or third crewmember sees an unconscious shipmate in the hold, goes in to help, and suffers the same fate.
Despite industry efforts, too many shipboard and shoreside workers are still dying in enclosed spaces.
IFSMA belongs to a working group that is developing new industry guidance to make onshore and onboard enclosed space training exercises more effective.
The work is focused on the development of guidance for onboard training, exercises and drills.
To ensure that the views and practical ideas of serving shipmasters, officers and ratings are taken into consideration, please respond to this anonymous survey with information based on your own professional knowledge and experience.
The survey should be considered as a request for information and ideas.
The working group does not wish to receive company-specific policies, processes or checklists.
The questionnaire will remain open until mid-September 2026.
IFSMA will then send all members a summary of the report.

NOAA REQUESTS YOUR COMMENTS ON THE NATIONAL HURRICANE CENTER’S TROPICAL WAVE ANALYSIS
The NOAA/NWS/NCEP/Ocean and Tsunami Center is requesting your comments about the Tropical Wave Analysis provided from Miami at the National Hurricane Center’s Tropical Analysis and Forecast Branch.
Currently, the center depicts “Tropical Waves” on its Unified Surface Analysis every six hours during the May to November time frame.
The most recent map is posted on bridgedeck.org under News and Announcements.
All Tropical Waves are currently depicted the same way, regardless of actual surface conditions. All are shown to have a trough axis on the map.
Some are strong waves with a well-defined surface wind shift, near-gale trades on the north side of the wave, a few millibar pressure drop, and numerous thunderstorms.
While others have no surface wind shift, no strong winds, negligible pressure drop, and no thunderstorms. (See visual posted on bridgedeck.org for an example of both.)
These weak Tropical Waves—which comprise about half or more of the systems depicted —are only detectable at the 700 mb level in the atmosphere (about 2 miles/3 kilometers above the ocean).
NOAA is soliciting your feedback on this analysis and how it might be improved.
Three options are being considered:
1. Continue with existing practice, or
2. Only show on Unified Surface Analysis those waves with significant surface component, or
3. Only show on Unified Surface Analysis those waves with significant surface component AND develop a new “Tropical Wave Only” graphical product.

IRAN STRIKES UNMANNED US VESSEL; TWO FILIPINO SEARFARERS KILLED ABOARD SAUDI TANKER
Iran on Sept. 5 struck an unmanned American vessel in the Strait of Hormuz, after a week in which the US and Iran exchanged a barrage of attacks.
Later that day, US Central Command reported that Iranian forces had attempted to hit a US Navy aircraft carrier with ballistic missiles, prompting an American counterstrike that disabled two Iranian tankers and destroyed a third.
Two Filipino sailors were killed on Aug. 31 when a Saudi supertanker, the Sidr, was struck as it sailed north of Oman’s Musandam Peninsula.
“It is with profound sadness that [we confirm] the loss of two of [our] Filipino seafarers as a result of the incident,” the Saudi shipping company Bahri said in a statement.
“The company extends its deepest condolences and heartfelt sympathies to their families, loved ones, and colleagues during this difficult time.”
The UK Maritime Trade Operations agency reported that the Saudi Arabian-flagged Sidr and a second tanker—the Liberian-flagged Senegal Prosperity—had been struck by unknown projectiles as they transited outbound through the Strait of Hormuz.
Iran released a statement saying instead that the tankers had caught fire after “striking mines and exploding.”
US CENTCOM did not comment specifically on the strikes but said that it was continuing to respond to Iranian attacks “against commercial shipping in the Strait of Hormuz and against American service members.”
Iran has given no indication that it is ready to give up control over the waterway, targeting vessels using the southern route that avoids its preferred route through Iranian waters.
The most recent casualties brought the known death toll from attacks on commercial shipping in the region to at least 18 since the conflict escalated earlier this year.
