MORE THAN 100 MARITIME LEADERS URGE CONGRESS TO LET JONES ACT WAIVER EXPIRE

The following announcement was posted by the American Maritime Partnership, a coalition of which MM&P and MIRAID are members.

More than 100 chief executive officers, union leaders, and maritime industry stakeholders have signed an open letter to Congressional leadership urging them to use their political influence to ensure the March 17 Jones Act waiver expires on May 17 without extension or renewal.

The signatories—representing American shipbuilders, carriers, maritime unions, offshore operators, shipyards, and service companies across all fifty states and Puerto Rico—argue that the waiver has failed to lower gas prices, primarily benefited foreign and Chinese-connected operators, and is actively undermining billions in private investment in American shipyards.

They call on Congressional leaders to push back against any executive action that would extend the waiver, warning that doing so would contradict the Administration’s own Maritime Action Plan and Executive Order 14269, “Restoring America’s Maritime Dominance.”

The Jones Act sustains nearly 650,000 American jobs and $154 billion in annual economic output—and must not be weakened.

JMARAD HONORS OFFICERS OF THE AMERICAN MERCHANT MARINE VETERANS ASSOCIATION

Six current and former leaders of the American Merchant Marine Veterans association received the prestigious Merchant Marine Medal for Outstanding Achievement from Maritime Administrator Stephen Carmel on National Maritime Day.

The medal is the third highest award given to American merchant mariners.

The six honorees, all of whom have spent decades in the maritime industry, served in AMMV national officer positions between 2015 and 2025.

They are: Captain Dru DiMattia; Captain Christopher Edyvean; Captain Darin Huggins; Dennis Kelly; Chief Engineer Christian G. Yuhas; and Bosun John Pitts (posthumously).

Their most notable accomplishment was the grassroots effort behind passage of the Merchant Mariners of World War II Congressional Gold Medal Act, which was signed into law on March 13, 2020.

The Congressional Gold Medal was awarded for the first time in a ceremony at the Capitol Rotunda on May 18, 2022, that was sponsored by Speaker of the House Nancy Pelosi and attended by members of Congress from both political parties.

“These honorees have demonstrated persistence and vision in pursuing a goal that was long overdue: Congressional recognition of US Merchant Mariners’ heroic dedication throughout history to supporting America’s armed forces,” said MM&P President Don Josberger.

“MARAD’s decision to award them the Merchant Marine Medal for Outstanding Achievement is a source of pride for the entire US-flag fleet.”

Before and after the legislation was passed by Congress in 2020, the six AMMV officials organized ceremonies around the country to honor the service of America’s World War II Merchant Marine veterans.

The passage of the Congressional Gold Medal Act generated public attention that allowed AMMV to showcase the proud history of the American Merchant Marine, beginning with its inception during the Revolutionary War.

“[T]he US Merchant Marine has made significant contributions during every war, conflict, and humanitarian mission,” said AMMV National Secretary Chris Edyvean, a member of MM&P and a former Western Great Lakes pilot.

“They have been present in many pivotal moments in American history, and AMMV strives to tell their story.”

SOCP RELEASES SASH DESK REFERENCE GUIDE FOR MARITIME PERSONNEL

The Ship Operations Cooperative Program has announced the release of the SASH Desk Reference Guide, a practical, easy-to-use tool designed to assist maritime industry personnel in responding to incidents of sexual assault and sexual harassment.

Developed under a cooperative agreement with the Maritime Administration, the guide supports MARAD’s EMBARC Program and underlines the US maritime industry’s commitment to eliminating incidents of sexual assault and sexual harassment.

The Desk Reference Guide, developed in partnership with NOVA, is intended for SASH contacts and key responders—including vessel leadership, supervisors, and crewmembers—who may be the first to receive or respond to a report of an incident.

It provides step-by-step checklists, trauma-informed communication practices, and guidance on reporting and documentation to ensure consistent, respectful, and effective responses.

Key features include:

— Step-by-step response checklists for immediate action following a disclosure.

— Reporting flow charts and documentation tools to help responders navigate company, Coast Guard, academy, and law enforcement requirements.

— Trauma-informed communication tips to support victims/survivors with respect and dignity.

— Prevention and culture-building resources for shipboard safety meetings, onboarding, and leadership engagement.

— Self-care tools for responders managing the emotional impacts of handling SASH incidents.

The guide complements the SOCP’s 40-hour SASH Contact Training Course and provides a quick-access reference that can be used in real time on vessels, at maritime academies, and in company operations.

While not a replacement for training or policy, the guide equips responders with actionable resources to foster a culture of fairness, dignity, and respect across the maritime industry.

The SASH Desk Reference Guide is available for free download on the SOCP website.

US FILES CRIMINAL CHARGES IN FRANCIS SCOTT KEY BRIDGE CASE

The Justice Department has indicted two corporations and a shoreside superintendent in connection with the 2024 ship strike that caused the collapse of Baltimore’s Francis Scott Key Bridge and the deaths of six construction workers.

The charges include conspiracy, willfully failing to immediately inform the Coast Guard of a known hazardous condition, obstruction of an agency proceeding and false statements

The two corporations, both affiliates of the Synergy group, are also charged with misdemeanor violations of the Clean Water Act, the Oil Pollution Act and the Refuse Act for the discharge of pollutants into the Patapsco River, including shipping containers and their contents, oil, and the bridge itself.

According to the findings of the NTSB investigation, a loose wire in a switchboard caused the containership, MV Dali, to lose power twice in a four-minute period as it left the Port of Baltimore.

Critical systems on the Dali had originally been designed with redundancies and automatic restart capabilities, but according to the indictment, the defendants modified the ship so that it relied on a flushing pump—which was not designed to restart automatically—to supply fuel to two of the Dali’s four generators.

Had the Dali used the proper fuel supply pumps, the indictment alleges, the vessel would have regained power in time to safely navigate under the bridge.

The federal indictment alleges economic loss to the US of at least $5 billion.

The State of Maryland recently reached a final settlement of $2.25 billion with the shipowner and the ship operator.

The companies had sought to cap their liability at approximately $43.7 million, the estimated post-disaster value of the Dali, by invoking the Limitation of Liability Act of 1851, which ties a shipowner’s liability to the value of the vessel after a disaster.

IRAN MOVES TO EXPAND AND FORMALIZE CONTROL OF STRAIT OF HORMUZ

Iran’s Islamic Revolutionary Guard Corps said in a statement last week that the waters under its control now cover a “vast operational area” stretching from Jask in eastern Iran to Sirri Island in the west.

To enforce its claim, it has deployed hundreds of small craft—patrol boats, speed boats, coastal vessels and dhows—inside the northern Hormuz corridor off the southeastern shore of Qeshm Island and throughout the center of the channel.

The newly created “Persian Gulf Strait Authority” posted on May 18 that navigation within the new boundaries of the strait is contingent on full coordination with Iran’s armed forces and authorities.

These include the Ministry of Economy, which will enforce a new program, “Hormuz Safe,” under which vessels seeking transit must first file a declaration specifying cargo type, origin, destination, operator identity and full route details.

While Iran has not published an official transit fee, reports indicate that the charge, which is payable in cryptocurrency, can be as high as the equivalent of $2 million.

Tehran has said it will offer insurance for vessels transiting the strait and surrounding Gulf waters, with coverage for the risks of detention and confiscation but no coverage for damage from weapon strikes.

In related news, on May 14, a ship that was anchored off the United Arab Emirates was seized and taken towards Iran, and another vessel was attacked.

There were no immediate claims of responsibility, but the incidents came as a senior Iranian official reiterated the country’s claim to the waterway and said it had a right to seize oil tankers connected to the US.

RECs RESUME SERVICE

Effective Monday, May 18, all regional examination centers (RECs) and monitoring units (MUs) except for REC New Orleans and MU San Juan, will return to routine operations, including availability to schedule examinations for all mariners.

REC New Orleans will remain temporarily closed to walk-in and counter service, but the examination room will reopen for scheduling and conducting mariner examinations.

MU San Juan remains closed temporarily but will provide examination services on a limited basis as noted in the NMC’s May 5 announcement.

Mariners are strongly encouraged to monitor the NMC website for updates regarding processing times, REC operations, and policy adjustments as operations stabilize.

CHANGE TO POLICY ON CUSTOMER-PROVIDED USPS SHIPPING LABELS FOR CREDENTIAL DELIVERY

The National Maritime Center is implementing an update to its policy regarding the use of customer-provided US Postal Service shipping labels for credential delivery.

Due to current application inventory levels and extended processing timelines, applications may not be completed for several months after submission.

In accordance with USPS shipping policy, shipping labels that are more than 30 days old cannot be used.

As a result, shipping labels may expire before they can be used.

Therefore, the NMC will apply the following procedures when processing and shipping credentials:

— USPS shipping labels older than 30 days will not be used.

— Credentials associated with expired labels will be shipped via USPS First Class Mail.

— The NMC will not request replacement labels or delay issuance pending receipt of a new label.

Mariners are strongly encouraged not to submit USPS shipping labels with their applications and to consider current processing timelines when choosing an alternate shipping method.

Mariners are also encouraged to monitor the NMC website for updates regarding processing times, REC operations, and policy adjustments as operations stabilize.

WORKERS WANT GUARDRAILS ON ARTIFICIAL INTELLIGENCE

An overwhelming majority of US workers believe protections are needed when employers introduce artificial intelligence systems in the workplace.

Ninety-five percent of those responding to a recent survey conducted by the AFL-CIO said that on any issue that affects individual workers or their employment, there should be a requirement that a person—not an AI system—be the final decision maker.

Almost as many (92 percent) said they want transparency: the right to be informed if their employer is using AI and if so, in which operations it is being introduced.

The poll surveyed 1,588 respondents across the country between April 14 and 22.

More than nine out of 10 said they are in favor of the AI protections that are now being included in more and more unions’ collective bargaining agreements.

They also agreed with unions that employers should be held accountable for decisions that are made by AI systems they have chosen to employ in the workplace.

Of the workers polled, 78 percent said it is extremely important or very important that there be policies in place to protect workers from the potential harms of AI.

“These results make it clear,” said AFL-CIO President Liz Shuler.

“Our Workers First Initiative on AI is not just a set of principles, but a mandate to deliver.”

Shuler said the vast majority of American workers trust the labor movement more than politicians, Big Tech or employers when it comes to deciding how to move forward on AI.

“We’re at the most important fork in the road our economy has faced in the last 100 years,” she said.

“From now until the 2026 midterms and beyond, we’ll be organizing to protect our rights and fight for a future that is human-made.”
