“ALL SIDES AND THE INTERNATIONAL COMMUNITY MUST ACT FOR PEACE”
The International Transport Workers’ Federation has expressed growing alarm at the escalation of violence in Gaza and Israel.
“We urgently call for respect for international law and a commitment from all parties to protect civilian lives,” the federation said yesterday in a statement.
“We join the international community in calling for all sides and key countries in the region to de-escalate to avoid further bloodshed.”
The ITF, a democratic federation that represents MM&P and nearly 700 other transport unions in 147 countries, noted that “indiscriminate attacks on civilians and taking of civilians by Hamas and other armed groups… amount to war crimes under international law, even in the face of the illegal occupation and a 16-year blockade of Gaza.”
It also condemned “the retaliatory attacks by Israeli forces, including the shelling of residential buildings and civilian infrastructure.”
On Monday, Israel said it will impose a complete siege on Gaza, cutting off electricity and water supplies.
“This would amount to collective punishment, a grave violation of international humanitarian law,” the ITF said.
Transport unions are calling for all sides, and the international community, “to act for peace” and to immediately and unconditionally release all civilian hostages.
“We extend our condolences and solidarity to victims’ families as the civilian death toll continues to mount, whilst recognizing the historical context and root causes that have contributed to the current crisis, including the 16-year blockade of Gaza and its devastating consequences,” said ITF President Paddy Crumlin.
“This prolonged blockade, together with increasing violence and tensions in the occupied West Bank and continued oppression of the Palestinian people, remain the fundamental issue.”
“The only viable path to lasting peace is an end to this illegal occupation and a two-state solution.”

WALLA WALLA GROUNDING CAUSED BY “FUNGAL GROWTH” IN FUEL SYSTEM
The grounding of the Washington State ferry WALLA WALLA last April was caused by “gross bacterial and fungal growth” in the fuel supply system, an investigation by the ferry system has revealed.
The WALLA WALLA lost power and ran aground near Lynwood Center, Bainbridge Island on the afternoon of April 15 as it was approaching Point Glover at a speed of about 18 knots.
The captain, who was standing watch in the pilothouse, saw multiple alarms for the propulsion control system go off, indicating that both ends of the ferry had lost power.
The oilers and chief engineer struggled to bring power back online, but the engines would not maintain steady power.
At 1635, the captain ordered the crew to drop anchor, and then sounded the general alarm and ordered passengers to brace for impact.
One minute later, WALLA WALLA slid gently onto a soft mud bottom and came to a stop with what WSF described as “an almost imperceptible” transition from afloat to aground.
The only damage to the vessel was scraped paint.
Not all passengers cooperated during the first stage of the evacuation.
The captain decided to call for a police presence to help keep order on the passenger deck, and this had the desired calming effect.
In the evening, all passengers were evacuated to two ferries operated by Kitsap Transit.
A tug towed the WALLA WALLA back to deep water at about 0030, and it was taken to a pier in Bremerton for evaluation.
The inspection revealed that the filters for both service generators were plugged with black sludge, which tested positive for heavy bacterial or fungal growth.
WSF found that the vessel’s twin day tanks had both been contaminated with water because of human error.
At some point, they determined, the oilers had primed the centrifugal separator using fresh water, which had been discharged into the day tanks.
The water in the tanks provided the medium for the microbial growth that plugged the engines.
“Priming the separator with the very contaminant it is designed to extract from the diesel fuel… would have contributed to moisture in the day tanks,” WSF concluded in the investigative report.
It said it will improve procedures and supervision for priming the centrifugal separator.

ADVISORY ON GPS INTERFERENCE AND AIS SPOOFING WORLDWIDE
The U.S. has issued a maritime advisory on instances of GPS interference resulting in lost or inaccurate GPS signals affecting bridge navigation, GPS-based timing, and communications equipment, including satellite communications equipment.
GPS interference may also be caused by planned testing or training activities.
Since automatic identification systems are open, unencrypted, and unprotected radio systems intended to operate on non-secure VHF-FM channels, they can be spoofed, resulting in incorrect or missing data.
When a GPS outage occurs, incidents should be reported in real time.
Photos or screen shots of equipment failures may facilitate analysis.
AIS devices do not always have virus or malware protection installed, so cyber security best practices against hacking should be adhered to if you connect your AIS to a network or update it using removable electronic devices, such as USB drives.

INVESTIGATORS SAY 2019 DIVE BOAT FIRE BEGAN IN TRASH CAN—NOT BATTERY CHARGER
Investigators with the Bureau of Alcohol, Tobacco and Firearms have determined that the fire aboard the dive boat CONCEPTION probably started in a plastic trash can, and not—as originally suspected—in a stack of charging lithium-ion batteries.
The ATF based its conclusion on witness statements and before and after photos.
The Rubbermaid polyethylene trash can was positioned just under the ladder to the pilothouse level.
Investigators recreated the dive boat’s main deck and tested out several different scenarios for the fire.
They concluded that the trash can melted in two minutes, caught a nearby life ring on fire in 10 minutes, and had the back half of the salon burning in under 15 minutes.
Although they have narrowed down the location, the investigators are not sure whether the fire was ignited by something inside the trash can, or by a source located nearby.
They said there was no evidence supporting the theory that charging batteries had sparked the blaze.
Polyethylene trash cans are a known fire risk, and new Subchapter T boats are required to have noncombustible waste receptacles in all compartments.
The CONCEPTION was anchored in Platts Harbor, off Santa Cruz Island, Calif., when it caught fire in the early morning of Sept. 2, 2019.
The vessel burned to the waterline and sank less than 100 feet from shore.
All 33 passengers and one crewmember died of smoke inhalation after they were trapped in the berthing area while a fire raged on the deck above.
Both exits from the berthing area led to the same fire- and smoke-filled area above.

MPORTANT INFORMATION ABOUT GETTING YOUR COVID-19 BOOSTER
Some members have advised the Plan Office that CVS retail store pharmacies are advising members and dependents that they are not eligible for the COVID-19 booster shot under the MM&P Health & Benefit Plan.
THIS IS INCORRECT!
After many conference calls, CVS has advised us they are working on this problem and hope to have it fixed soon.
If you would like to get the booster over the next few weeks, please pre-call CVS 1-888-364-8815. This is the CVS number on your ID card.
Advise the CVS operator that you need an override to get the booster shot. You will have to give them your ID number, name, and birth date, and they should put the override in place.
You then could go to a network pharmacy to get the shot.
If you are at the pharmacy and did not call in advance, you should ask them to call CVS to get the override in place.
We apologize for any inconvenience.
This was a CVS error with the NDC numbers for the COVID-19 booster.
The error was not known until members started trying to get the booster.

ACCEPTANCE OF STCW ASSESSMENTS PERFORMED BY ASSESSORS WHO ARE NOT COAST GUARD-APPROVED QUALIFIED ASSESSORS
The Office of Merchant Mariner Credentialing has published Change 4 to Navigation and Vessel Inspection Circular 19-14, Policy on Qualified Assessors.
Notable among the changes is an extension of the period during which mariners may use assessments of competence completed by a qualified mariner who is not a Coast Guard-approved Qualified Assessor.
Assessments of competence for STCW endorsements must be signed by a Coast Guard-approved QA in accordance with 46 CFR 11.301(a)(1)(i) and 12.601(b)(1)(i).
QAs must be approved by the Coast Guard either individually or as part of a Coast Guard-approved or accepted course or training program, as described in NVIC 19-14.
Current policy allows for the acceptance of STCW assessments, performed for and signed by an assessor not approved by the Coast Guard, until Dec. 31, 2023.
Such an assessor must meet the professional requirements in 46 CFR 10.405(a)(3) to determine competence for the specific endorsement.
The Coast Guard is aware of the limited number of approved QAs, resulting in hardship for mariners trying to complete STCW assessments after Dec. 31, 2023.
In consideration of this, the Coast Guard will continue to allow STCW assessments to be signed by an assessor who meets the requirements specified in NVIC 19-14 until Dec. 31, 2028.
These assessments must be submitted to the Coast Guard as part of a complete application no later than June 30, 2029.
Qualified military personnel need not be approved QAs and may continue to sign assessments after Dec. 31, 2028.
The revised NVIC is available on the Coast Guard NVIC website.

At Grand River Navigation on the Great Lakes, there are:
