“DECLINE OF MERCHANT NAVIES POSES SEVERE RISKS”
Union leaders voiced grave concern over the poor condition of NATO member countries’ merchant navies during a meeting of the NATO Transport Group in Brussels last week.
MM&P President Don Marcus and Nautilus International General Secretary Mark Dickinson, who had been invited to address the NATO Transport Group, called for substantial investments in allied nations’ merchant fleets.
“With rising geopolitical tensions threatening Europe, war in Ukraine, escalating violence in the Middle East, and efforts by other nations to dominate the high seas, NATO must confront the alarming decline in the number of qualified national merchant seafarers and national-flagged merchant vessels,” Marcus said.
“It is critical that NATO recognize the vital role of our mariners and the merchant marine in national resilience, security and defense.”
Today in the US, Marcus said, there are only 12,000 deep sea-qualified mariners, and their average age is 46.
There are only about 180 ocean-going merchant vessels in the US fleet, he added.
If their number is combined with US-flag military charters, government-owned and operated auxiliary vessels and Ready Reserve ships, that means a total of at most 320-340 vessels.
Dickinson said he had warned the UK government as early as 2002 over its declining capacity to support military operations because of the lack of investment in the Royal Fleet Auxiliary, the British equivalent of Military Sealift Command.
At the time, the UK had 55,000 seafarers and 5.3 percent of the world fleet by gross tonnage.
Today Britain has fewer than 5,000 seafarers and just 0.5 percent of the global fleet.
“A diminished merchant marine and a shortage of qualified officers and ratings impair our ability to support military logistics and secure essential supply chains for energy, food, and medical supplies,” Dickinson said.
“This exposes our nations to severe risks, with potentially disastrous consequences.”
The unions are calling for continued dialogue with NATO nations on reversing the decline of merchant fleets and the number of merchant mariners.
MM&P and Nautilus International are among the 22 maritime unions in 12 countries that belong to the Nautilus Federation.

His Project 2025 agenda promises to dismantle labor unions because we are a pillar of democracy and a check on power.
We’ve seen assaults on our fundamental rights before.
In the days, months, and years ahead, labor’s task will be to defend working people when it happens again.
Every workplace we organize is a victory for democracy. Every contract we bargain for is a step toward a fairer economy.
Keep your head up, take some time to heal, and then let’s do what the labor movement has always done—fight.

MERCHANT MARINERS HONORED ON VETERANS DAY
Merchant Marine veterans laid a wreath at the Tomb of the Unknown Soldier in Arlington National Cemetery yesterday to honor America’s merchant mariners, who serve our nation in peace and war.
It was only the second time in history that merchant mariners were honored during the Veterans Day commemoration at Arlington National Cemetery, which until 2023 was reserved for military veterans who had served in the Navy, the Army, the Marine Corps, and the Air Force.
“America honors all U.S. Merchant Mariners who served our Nation, including military sealift support during World War II, the Korean War, the Vietnam War, and six Expeditionary Operations in the Middle East and Northeast Africa,” says Dru DiMattia, president of the American Merchant Marine Veterans (AMMV), a non-profit established in 1984 to gain public and government recognition for the service of America’s mariners.
Merchant mariners were indispensable to the Allied victory in World War II and they paid a heavy price, suffering a casualty rate second only to that of the marines.
At yesterday’s ceremony, a Merchant Marine color guard composed of midshipmen from Maine Maritime Academy presented the American flag and the U.S. Merchant Marine flag.
“Maine Maritime Academy is honored to serve as the color guard during the wreath-laying ceremony at Arlington National Cemetery on Veterans Day this year,” said Captain Mark Winter, Maine Maritime’s commandant of midshipmen.
“It is important that today’s young mariners respect and recognize the sacrifices that merchant mariners have made, putting themselves in harm’s way to defend our nation’s freedoms.”

MM&P MEMBERS AT MCALLISTER IN SAN JUAN RATIFY NEW CONTRACT
Members of the MM&P United Inland Group–Great Lakes & Gulf Region who work at McAllister Towing in San Juan are celebrating a big victory: a two-year contract that includes a 20 percent wage increase spread over the contract duration.
The contract, which was signed at the end of October, also includes a 1 percent increase in the company’s IRAP contributions and additional bonuses and incentives.
Additionally, the Parties agreed to negotiate further for extra bonuses and incentives if expected work assisting LNG vessels over 1,000 feet long materializes.
Twenty members of the MM&P United Inland Group–Great Lakes & Gulf Region work at McAllister, which provides tug and towing services in San Juan Harbor.
The contract took just two days to negotiate, their MM&P Representative said.
He thanked the rank-and-file members of the union bargaining committee: Captain José Colón, Amaury Rivas, and Ángel Gómez.
He also noted that the contract took just two days to negotiate.
“This agreement marks a new era of cooperation and mutual respect from the Parties,” he said.
“We look forward to many years of collaborative work with McAllister.”

SF BAY FERRY WINS $55.3 MILLION GRANT TO BUILD COUNTRY’S FIRST ZERO-EMISSION NETWORK
San Francisco Bay Ferry will use a multimillion dollar grant issued under the federal government’s $3 billion Clean Ports Program to build the first zero-emission fast-ferry network in the U.S.
SF Bay Ferry is operated by the San Francisco Bay Area Water Emergency Transportation Authority, which employs members of the MM&P United Inland Group–Pacific Maritime Region through its contract with Blue and Gold Fleet.
“This funding will benefit our regional infrastructure immensely while setting a new standard for ferry services in the United States,” said SF Bay Ferry General Counsel Steven Miller.
“Its impact on the health of our community will be enormous.”
Most of the funding will be used to connect downtown San Francisco, Mission Bay, and the Treasure Island neighborhood, through projects such as building a terminal at Mission Bay, installing electric infrastructure, and acquiring an all-electric, 400-passenger ferry.
“These funds will allow us to complete the Mission Bay Ferry Landing and to achieve an electric fleet with zero emissions,” said Elaine Forbes, executive director of the Port of San Francisco.
“They will also allow us to support access to critical, well-paying jobs in the maritime trades” since the grant includes $2 million for a maritime workforce development program.
The Clean Ports grant is in addition to the more than $100 million in local, state, and federal funds that the ferry network has raised to create its rapid electric emission-free ferry program, which will transition the SF Bay Ferry fleet to zero emissions propulsion technology.

CANADA ORDERS BINDING ARBITRATION AND AN END TO LOCKOUTS IN PORT DISPUTE
Canada’s labor minister said today that he had ordered an end to lockouts at the ports of Vancouver and Montreal.
He also called for binding arbitration to force striking longshore workers and employers back to the bargaining table.
About 700 dock foremen at British Columbia ports who are represented by the ILWU Canada have been locked out since Nov. 4.
Another 320 longshore workers who are represented by a public employees’ union, CUPE, were locked out on Nov. 10.
CUPE had warned the government not to get involved, saying that the issues at the center of the current dispute had all been left unresolved when the government imposed binding arbitration during another job action that took place in 2021.
Both CUPE and ILWU Canada have said they are striking primarily over manning, scheduling, automation and the impact of current work rules on employees’ work-life balance.
Patrick Gloutney, a representative of the Montreal longshore workers’ union, called the day when the government announced it would intervene, a “dark day for workers’ rights.”
“We must collectively wake up and denounce this step back for the rights of the middle class,” he said in a statement.

The Oregon Board of Maritime Pilots and the Columbia River Bar Pilots are accepting applicants to fill expected vacancies in the next few years.
Applicants must have at least one year of sea time as Master on commercial ships over 5,000 GT to apply and two years of sea time to be accepted.
