LANDMARK LEGISLATION TO REVITALIZE US MARITIME IS REINTRODUCED IN CONGRESS
The SHIPS for America Act, a sweeping piece of legislation that would revitalize America’s maritime and shipbuilding industries, has been reintroduced in Congress.
The bipartisan measure, which has overwhelming support in the maritime industry, is sweeping in scope.
It is being spearheaded by Sen. Mark Kelly (D-Ariz.), a Navy veteran and the first member of Congress to have attended the US Merchant Marine Academy at Kings Point.
In the Senate, the cosponsors of the bill are Sen. Todd Young (R-Ind.), Sen. Lisa Murkowski (R-Alaska) and Sen. John Fetterman (D-Pa.).
In the House of Representatives, the cosponsors are Rep. John Garamendi (D-Calif.) and Rep. Trent Kelly (R-Miss.).
MM&P and MIRAID are among the more than 75 maritime organizations that have endorsed the legislation.
MM&P Chief Mate Elizabeth Livi spoke in support of the SHIPS Act at a press conference at the US Capitol on April 30.
“Professional mariners like myself are sailing 24/7, globally on every ocean and waterway, performing work that is critical to our nation’s security, defense and economic needs,” Livi said.
“The American Merchant Marine has been essential since the birth of our nation, and through every conflict…
“This is why I am happy to be here today to endorse the SHIPS Act, both as a professional mariner and on behalf of my union, Masters, Mates & Pilots.
“This law will revitalize the US maritime industry.”
A video of the press conference has been posted by Marine Log. Livi’s remarks begin shortly after the 16-minute mark.
The SHIPS for America Act will:
— establish within the White House a new position, that of National Maritime Security Advisor;
— stand up an interagency Maritime Security Board, headed by the Maritime Security Advisor and tasked with making whole-of-government strategic decisions on implementation of a National Maritime Strategy;
— establish a Maritime Security Trust Fund to reinvest duties and fees paid by the maritime industry into maritime security programs and infrastructure to support maritime commerce;
— establish the national goal of expanding the US-flag international fleet by 250 ships in 10 years;
— require that government-funded cargo move aboard US-flag vessels, and that a portion of commercial goods imported from China move aboard US-flag vessels starting in 2029;
— expand the US shipyard industrial base for both military and commercial oceangoing vessels;
— make historic investments in the maritime workforce.
“The SHIPS for America Act is without a doubt the most ambitious effort in a generation to revitalize the US shipbuilding and commercial maritime industries and counter China’s dominance over the oceans,” Sen. Kelly said.
“Building and staffing more US-flagged ships will create good-paying American jobs, make our supply chains more resilient, lower costs, and strengthen our ability to resupply our military at times of war.”
“The SHIPS for America Act will give our shipyards and merchant mariners the tools they need to rebuild America’s maritime industry and create good-paying American jobs,” said Rep. Garamendi.
“I’m proud to lead this effort… to strengthen America’s national security, economic strength, and global leadership on the high seas.”
MM&P President Don Josberger has endorsed the measure, saying “it will create and support jobs for American mariners, ensuring that our country has the maritime manpower needed to protect and enhance our nation’s economic and military security.”
“This legislation, the most comprehensive and far-reaching maritime policy initiative to be considered by Congress in decades, will revitalize America’s maritime industry, thereby enhancing its role as our nation’s fourth arm of defense,” said MIRAID President C. James Patti.
The SHIPS for America Act was introduced in the previous Congress.
It has been reintroduced now on the heels of President Trump’s Executive Order “Restoring America’s Maritime Dominance.”

HOUSE REPUBLICANS DRAFT CUTS TO FEDERAL EMPLOYEE PENSION SYSTEM
The pension benefits of federal employees will be cut in Republicans’ massive tax and spending package, Bloomberg has reported.
The plan to cut federal employees’ pension benefits was recently announced by House Oversight Committee and Government Reform Committee Chair James Comer.
It would make many government civilian employees pay higher premiums for retirement benefits and reduce the pension benefits they eventually receive.
The Oversight Committee is expected to vote on the plan in the coming days.
If approved, it would be included in a massive package of budget legislation that reflects President Trump’s agenda.
Republicans expect to enact the package by August without any votes from Democrats.
The biggest change to the pension system would be to raise the premium that many federal and postal employees pay out of their salaries.
Under the Federal Employee Retirement System as currently structured, contribution rates are calculated by the year an employee started: 0.8 percent in 2012 and earlier; 3.1 percent if hired in 2013; and 4.4 percent if hired in 2014 or afterward.
The goal of the change is to raise $30.7 billion over a decade, Comer said in a statement.
The proposal also aims to save $4.75 billion by basing retiree pension benefits on the highest five years of salary rather than the current three highest years.
Those benefits are calculated based on top salary received and number of years in the workforce.
Other proposed changes include eliminating supplemental retirement benefits for those who retire before age 62 and can’t yet collect Social Security, and auditing family members of federal employees to see if they are eligible for health benefits.
Republicans in the House are planning a floor vote on these and other cuts in May.
The bill will then be sent to the Senate, where it could pass without the help of Democrats so long as it follows the targets in the budget resolution that the chambers have already adopted.
House Republicans have a goal of generating at least $2 trillion in savings to partially offset the cost of extending President Trump’s 2017 tax cuts.

BUDGET RECONCILIATION BILL CALLS FOR NEW NAVY WARSHIPS AND MSC SUPPORT VESSELS
The House and Senate Armed Services Committees have advanced a plan to invest more than $33.7 billion in the construction of new Navy warships and Military Sealift Command support vessels as part of the pending budget reconciliation process.
The bill includes $4.6 billion to build a second Virginia-class nuclear submarine in fiscal 2027 and $5.4 billion for two additional Arleigh Burke-class guided missile destroyers.
Also included is $2.1 billion for a San Antonio-class amphibious warship and $3.7 billion for America-class amphibious assault ships.
The legislation calls for investing $2.7 billion in three John Lewis-Class oilers and $600 million to lease or purchase new vessels through the National Defense Sealift Fund.
The shipbuilding portion of the plan includes $1.8 billion for the Navy’s medium unmanned surface vessel, $1.53 billion for small, unmanned surface vehicles and $1.3 billion for unmanned underwater vessels.
The bill also includes a number of line items in infrastructure development, including $500 million for additional drydock capacity in the US.

MULTIPLE SOURCES CONFIRM HOUTHIS DETAINING FOREIGN VESSELS IN RAS ISA, YEMEN
UK Maritime Trade Operations has confirmed that for more than two weeks, Houthi rebels have been detaining vessels in Ras Isa port complex in Yemen.
AIS tracking data shows that at least a dozen tankers and several bulk carriers are now apparently blocked in the Ras Isa port anchorage.
The Russian Embassy in Yemen told news outlets on April 30 that among the vessels anchored there is the product tanker SEVEN PEARLS, registered in St. Kitts and Nevis, with 19 Russian mariners on board.
Turkey’s Foreign Ministry has reported that the Panama-flagged LPG carrier ST. OSLO, with 17 Turkish sailors on board, is being detained at the port, awaiting permission to depart.
A fuel tanker with 26 crewmembers—four Turkish officers and 22 Indian sailors—has also been detained.
Local authorities are said to be demanding that even vessels with clearance from the United Nations Verification and Inspection Mechanism move from the anchorage into the port itself and remain at berth there until allowed to leave.
UKMTO has confirmed that warning shots have been fired in the port complex on at least one occasion over the past two weeks, and that armed personnel have boarded several vessels.
Ships that visit Houthi-controlled ports are “likely to be held or restricted from safely departing,” UKMTO has warned the industry.
The Houthis have also been conducting patrols using fast craft in the waters surrounding the port.
An international security consultant, Martin Kelly of EOS Risk Group, told news outlets that the Houthis may be attempting to use the presence of international commercial vessels to deter strikes on the port by US, UK and Israeli forces.

MSC SPOTLIGHTS IMPORTANT ROLE OF MM&P CONMARS AND CIVMARS
Military Sealift Command has given a well-deserved shout-out to two MM&P-crewed vessels: USNS GUADALUPE, which is crewed by licensed deck officers represented by the Federal Employees Membership Group, and USNS SISLER, which is crewed by licensed deck officers who belong to the Offshore Membership Group.
In recognition of their contributions to the fleet, MSC recently named both vessels “Ships in the Spotlight.”
USNS SISLER (T-AKR 311), a large, medium-speed, roll-on/roll-off maritime pre-positioning ship, is part of Commander, Maritime Prepositioning Ship Squadron Three.
In April, SISLER was in the Philippines conducting Combined Joint Logistics Over-the-Shore in support of exercise Balikatan 2025.
Balikatan is a longstanding annual exercise between the US military and the Armed Forces of the Philippines, designed to strengthen the ironclad alliance that unites the two countries, improve their capable combined forces, and demonstrate their commitment to regional security and stability.
The crew of USNS GUADALUPE (T-AO 200), a Henry J. Kaiser-class fleet replenishment oiler, provided logistic support to US Navy ships and allied partners in the US Central Command area of operations, including the USS CARL VINSON Carrier Strike Group.
MSC posted a photo of the CIVMAR-crewed vessel conducting a replenishment-at-sea with the Arleigh Burke-class guided-missile destroyer USS STERETT (DDG 104).

After seeing the therapist, ask for a bill and submit the claim to the Plan Office.

DEPENDENT ELIGIBILITY AUDIT LETTER WILL BE MAILED TO PARTICIPANTS ON MAY 9
The Plan has been informed by Part D Advisors, Inc. (PDA), which the Board of Trustees has selected to handle the details of the dependent eligibility audit, that their letter to participants has been delayed.
The letter will now be mailed on May 9, 2025.
MM&P members will have to return the required documents to Part D Advisors by July 21, 2025.

WHAT CAN BE DONE TO REDUCE THE NUMBER OF ENCLOSED SPACE DEATHS?
The International Federation of Shipmasters’ Associations (IFSMA) has asked MM&P to encourage all working mariners who receive The Wheelhouse Weekly to respond to a survey on enclosed space fatalities.
The survey was developed by InterManager, which represents ship managers that together manage more than 7,500 ships and employ more than 330,000 seafarers.
In 2018, the first time the survey was conducted, almost 5,000 industry professionals responded. The goal this time is to gather an even higher number of responses.
To that end, you are encouraged to share this link as widely as possible with other working mariners and maritime industry professionals.
MM&P is an affiliate of The International Federation of Shipmasters’ Associations, which represents the interests of serving shipmasters in international forums, including the International Maritime Organization and the International Labor Organization.
