ADMINISTRATION ANNOUNCES SWEEPING OVERHAUL TO REINVIGORATE MARITIME INDUSTRY

The Trump administration will overhaul the commercial and military sectors of the American maritime industry in an effort to catch up with China’s significant advantage in shipbuilding capacity.

Central to the plan is an executive order comprising 18 separate measures that include:

— new fees on Chinese-built ships and cranes entering US ports;

— creation of a dedicated office within the National Security Council to oversee shipbuilding and the reinvigoration of the maritime sector;

— an increase in wages for workers in nuclear shipyards; and

— directing the Department of Government Efficiency to review Navy procurement processes.

The President announced the executive order during his March 4 address to a joint session of Congress.

“The United States has always been a maritime nation, but today China’s shipbuilding sector has established a position of dominance in the global market through unfair non-market practices, creating over 200 times the capacity of the U.S. shipbuilding industry,” the executive order reads.

“We used to make so many ships,” Trump said. “We don’t make them anymore very much, but we’re going to make them very fast, very soon.”

Multiple cabinet secretaries—including the US Trade Representative and the heads of the departments of Defense, Commerce, State, Transportation and Homeland Security—have six months to provide the President with a detailed action plan.

Among the provisions of the executive order:

— a maritime security trust fund to provide incentives for shipbuilding;

— maritime opportunity zones to promote investments in shipbuilding;

— a probe of China’s “unfair targeting of maritime logistics, and shipbuilding sectors,” including hefty new fees on shipping companies that transport goods on ships that were built in China;

— imposition of the Harbor Maintenance Tax on foreign cargo;

— certification that carriers offloading foreign cargo in Mexico or Canada pay the relevant charges and an additional 10 percent fee.

The executive order would also kick off a new 45-day shipbuilding review to assess delays and increased costs for submarine, unmanned systems and surface ship programs managed by the Navy.

BIPARTISAN LEGISLATION REQUIRING 100 PERCENT CARGO PREFERENCE FOR DOT CARGO IS INTRODUCED IN CONGRESS

Bipartisan legislation to strengthen US Cargo Preference laws and promote American economic growth was introduced today in Congress by Rep. Salud Carbajal and Rep. Mike Ezell.

Carbajal (D-Calif) is ranking member of the House Coast Guard and Maritime Transportation Subcommittee.

Ezell (R-Miss) is the subcommittee’s chair.

Their “American Cargo for American Ships Act” seeks to reduce the ongoing decline in the number of US-flag ships by strengthening Cargo Preference laws.

The drop in the number of US-flag ships has been highlighted in recent years in numerous forums.

There were 106 ships in the foreign trade flying the US flag in 2012, according to testimony from the Maritime Administration in 2022 before the House Transportation and Infrastructure Committee.

Four years later, there were just 77 vessels.

Today, from that low point, we have grown back to 87 foreign trading ships under the US flag.

“American cargo transported by American ships bolsters our economy, creates more jobs, and protects our supply chains,” Carbajal said.

“I’m proud to introduce the American Cargo for American Ships Act, which will reinforce America’s position as a global leader in trade and commerce, ensure that our maritime workforce remains strong and competitive and safeguard our national security by reducing dependence on foreign vessels.”

“Ensuring that American cargo is transported on American ships with American crew is a matter of economic strength and domestic investment,” Ezell said.

“This bill prioritizes US vessels and American jobs, reinforcing our maritime industry and reducing dependence on foreign shipping.”

“I’m proud to introduce this legislation to support our domestic fleet, protect our supply chains, and keep America strong on the seas.”

“Masters, Mates & Pilots strongly supports this much-needed and vitally important legislation,” said MM&P International President Don Josberger.

“This bill recognizes that the viability of our industry is dependent on the availability of cargo and ensures that cargo financed by the American taxpayer is carried to the fullest extent possible on American ships with American crews.”

“There are many things we should be doing to make that a reality, but one of the easiest and most obvious is to make sure cargo purchased by the US government with American taxpayer dollars moves on American ships with American crews.”

“We applaud Chairman Ezell and Ranking Member Carbajal for their leadership and look forward to working with them to get this bill signed into law.”

The act would increase cargo preference for all US Department of Transportation cargoes to 100 percent.

The Cargo Preference Act of 1954 requires that 50 percent of civilian agencies’ cargo and agricultural cargo be carried on US-flag vessels. It is the maritime industry’s “Buy America” law.

MARAD is the lead federal agency managing Cargo Preference activities and compliance.

Leading maritime unions and US shipping companies, as well as their associated trade associations, have expressed support for the legislation.

Carbajal has consistently pushed the Maritime Administration to do more to encourage compliance with US cargo preference laws.

CMA CGM TO INVEST $20 BILLION IN US OVER FOUR YEARS

CMA CGM, parent company of MM&P-contracted APL, plans to invest $20 billion to boost US shipbuilding, grow port infrastructure and expand American logistics networks.

Rodolphe Saadé, chairman and CEO of CMA CGM Group, made the announcement after a March 6 meeting with President Trump in the Oval Office.

“Over the next four years, we will significantly grow our US-flagged fleet, expand the capacity of key container ports on both coasts, develop state-of-the-art warehousing across the country, and establish a significant air cargo hub in Chicago,” Saadé said.

“This will create 10,000 new American jobs and further strengthen our partnership with American customers and public authorities.”

The meeting came on the heels of the President’s March 4 address to a joint session of Congress, in which he pledged to establish a White House office of shipbuilding.

Saadé said that as part of the investment program, CMA CGM will deploy five new Boeing 777s to expand connectivity in the US and ensure the reliable transport of time-sensitive goods.

Also in the company’s plans is a new logistics R&D hub in Boston that features advanced robotics systems.

In 2023, CMA CGM acquired two container terminals at the Port of New York and New Jersey, expanding its terminal footprint in the United States to seven facilities.

The ports now targeted by the company for expansion include New York-New Jersey, Los Angeles, Dutch Harbor, Houston and Miami.

Saadé said the group wants to grow APL’s US-flag fleet from 10 to 30 vessels, adding that complete details of the planned investments would be released in the “coming weeks.”

CMA CGM is the world’s third-largest ocean carrier, holding 12 percent of global container shipping capacity.

Today, the company said, it operates in 40 states, employs 15,000 Americans and moves over 5 million shipping containers annually to and from the US.

COURT REINSTATES NATIONAL LABOR RELATIONS BOARD MEMBER GWYNNE A. WILCOX

The US District Court for the District of Columbia has reinstated Gwynne A. Wilcox to her position on the National Labor Relations Board, declaring her termination by President Trump to be unlawful under the National Labor Relations Act.

The court ruled that Wilcox, who was appointed in 2023 to a five-year term, can only be removed for cause—specifically neglect of duty or malfeasance—after proper notice and an investigation.

The March 6 decision by Judge Beryl A. Howell grants Wilcox full reinstatement and enjoins NLRB Chair Marvin E. Kaplan and his staff from obstructing her duties or her access to resources.

The NLRB is the independent agency tasked with protecting the rights of working people.

Trump’s firing of Wilcox last month meant that the Board had been unable to rule on any cases because it no longer had a quorum.

US TRANSCOM ASKS CONGRESS FOR THE AUTHORITY TO BUY 10 USED CARGO SHIPS FOR SEALIFT

The head of US Transportation Command has asked Congress for the authority to buy 10 used cargo vessels to support American forces overseas in the event of combat.

Air Force Gen. Randall Reed said in a March 6 hearing before the Senate Armed Services Readiness and Management Subcommittee that unless newer vessels are added to the government fleet, “54 percent of the government-owned sealift ships will reach the end of their service life” by 2032.

He told members of the subcommittee that 85 percent of the nation’s combat power is in the United States and would have to be delivered by sea or air for operations overseas.

Reed said that to maintain the necessary sealift capacity, it would be necessary to purchase at least two used vessels per year, but that purchasing four would be preferable.

“[W]orking with MARAD, we purchased seven used vessels and expect to purchase two more in FY25 with over 1.5 million useful square feet of capacity,” Reed said in his prepared testimony.

“We are grateful that Congress increased the statutory limit to ten used ships in the FY25 National Defense Authorization Act.”

“The Navy and MARAD are expected to reach that ten-ship limit in FY26, yet our ability to maintain credible capacity will remain constrained because 30 ships are scheduled to retire between 2026 and 2034.”

He said that once additional used ships are purchased on the international market, it would take nine to 14 months in American shipyards to refurbish them to meet US standards.

He added in his testimony that to maintain the nation’s sealift capacity, Congress should preserve the Jones Act and cargo-preference laws and fully fund the Maritime Security Program and the Tanker Security Program.

ADMINISTRATION TO ELIMINATE UNION RIGHTS OF TRANSPORTATION SECURITY OFFICERS

The administration will move to cancel the collective bargaining agreement that covers the nation’s 47,000 transportation security officers, Homeland Security Secretary Kristi Noem said Friday.

Transportation security officers are the frontline employees responsible for screening luggage at airports to make sure passengers are not carrying weapons or explosives.

They screen an average of 2.5 million passengers each day.

In 2024, they set a record for the number of firearms confiscated before they could be brought onto flights.

The leaders of the AFL-CIO Transportation Trades Department said in a statement that taking away the union rights of screeners “will threaten aviation security and efficiency.”

“This is a reckless move by the Homeland Secretary and creates additional risk in our aviation security system,” said TTD President Greg Regan and Secretary-Treasurer Shari Semelsberger.

“It will assuredly drive away employees at a time when air travel and airport security screenings are at an all-time high, adding significant delays to an already strained system.”

The move to end the TSOs’ collective bargaining agreement was also criticized by the Association of Flight Attendants-CWA and the AFL-CIO.

Sara Nelson, the president of the flight attendants union, called the decision “terrible for aviation security and everyone who depends on safe travel.”

“This will take us back to the days of security at the lowest price with the highest costs for our country,” she said.

Union rights give TSOs the power to improve their working conditions and make air travel safer for passengers, AFL-CIO President Liz Shuler said.

“I call on all patriotic and freedom-loving Americans to contact their elected officials and demand they take action immediately to stop these attacks.”

AFGE, the union that represents the TSOs, vowed to go to court in a bid to stop the administration from canceling their collective bargaining agreement.

MM&P, AFGE and the Association of Flight Attendants-CWA are among the 37 unions representing millions of transportation workers who belong to the AFL-CIO Transportation Trades Department.

MASTER OF PORTUGAL-FLAG CARGO SHIP ARRESTED AFTER IT STRIKES US-FLAG TANKER

British police arrested the master of a Portugal-flag container ship, MV SOLONG, the day after it struck the US-flag tanker MV STENA IMMACULATE off the northeast coast of England.

The MV STENA IMMACULATE is operated by Crowley Maritime as part of the Tanker Security Program.

One member of the crew of the MV SOLONG is missing and presumed dead.

Crowley said in a statement that all the mariners aboard the STENA IMMACULATE are safe.

The police said the master, who has not been named, was taken into custody on suspicion of gross negligence manslaughter.

The collision, which took place around 9:48 a.m. Monday, triggered multiple explosions aboard both ships.

Based on AIS data, the SOLONG appeared to be traveling at approximately 16 knots when it struck the STENA IMMACULATE, which was at anchor.

Britain’s Maritime and Coastguard Agency said several lifeboats and a coast guard rescue helicopter were immediately dispatched to the scene, along with a coast guard plane and nearby vessels with firefighting capability.

Thirty-six crewmembers from both ships were brought ashore following the incident.

Oil was said to be leaking from at least one of the vessels and the potential environmental impact is under assessment.

The coast guard said Tuesday that “the SOLONG is still alight and the fire on board the STENA IMMACULATE has greatly diminished.”

The coast guard said the cargo ship was drifting south, away from the tanker, and an exclusion zone had been put in place around both ships.

The collision took place off the coast of Hull, about 155 miles north of London.

Britain’s Marine Accident Investigation Branch will gather initial evidence, but the overall responsibility for investigating the crash lies with the flag states of the vessels, the US and Portugal.

SOUTH STREET SEAPORT MUSEUM UNVEILS NEW EXHIBITION: “MARITIME CITY”

South Street Seaport Museum has announced that its inaugural exhibition, “Maritime City,” will open to the public on Wednesday, March 12. Admission tickets are now on sale.

The exhibition showcases 540 objects from the museum’s collections of 80,000 works of art, historical artifacts, and archival records, representing a wide range of time periods, themes, and materials.

Clay Maitland of New York Maritime, a member-based association of companies which have joined together to promote the benefits of New York City as a maritime business center, visited the new exhibition with Maritime TV.

There, he interviewed Jonathan Boulware, the museum’s president and CEO.

The exhibition spans the first three floors of the A.A. Thomson & Co. building—the newly renovated, historic 1868 warehouse, located at 213 Water Street (between Fulton and Beekman Streets).

Recognized for its architectural significance within the South Street Seaport Historic District, the building was restored by the South Street Seaport Museum and the preservation firm Beyer Blinder Belle.
