UNIONS PUSH TO MAKE TRANSPORTATION WORKERS ELIGIBLE FOR NEW OVERTIME TAX DEDUCTION
MM&P has joined other labor organizations in calling on Congress to swiftly correct a technical error in the tax code that has the effect of excluding transportation workers from qualifying for a financial benefit in the budget reconciliation bill passed earlier this month.
The One Big Beautiful Bill Act amended the tax code in such a way as to allow most hourly workers to deduct up to $25,000 of overtime pay from their annual income for tax purposes (26 USC § 225).
The change could represent as much as $6,000 in annual tax savings for a working family.
But the tax code uses a limited, outdated definition of overtime contained in the Fair Labor Standards Act (FLSA), which excludes nearly all transportation workers—maritime, airline, rail and trucking—based on their employers and job duties.
The definition uses arbitrary formulas that start overtime at 55 hours of work or more each week.
“Some states and localities have addressed this disparity by setting much more reasonable thresholds through state law or collective bargaining agreements,” the unions wrote Congressional leaders in a July 21 letter.
“The overtime tax deduction ignores this reality and excludes these workers from accessing overtime tax benefits until they exceed the arbitrarily high FLSA minimums which are unrelated to their actual work schedules.
“As constructed, the overtime tax exemption unintentionally prevents millions of hourly workers from benefitting from this new provision.
“Our unions have supported legislation offered by both Republicans and Democrats to correct this oversight and honor the long hours our members put into the essential jobs that keep our economy running.
“We urge you to swiftly pass legislation that ensures all hourly workers are eligible for this important tax benefit.”
The letter was addressed to House Speaker Mike Johnson, House Minority Leader Hakeem Jeffries, Senate Majority Leader John Thune and Senate Minority Leader Chuck Schumer.

SENATE COMMITTEE ADVANCES FUNDING FOR MARITIME SECURITY PROGRAM
The Senate Committee on Appropriations has approved full funding for the Maritime Security Program for Fiscal Year 2026.
The legislation, which now goes to the full Senate for further action, contains $390 million for MSP, an amount that would provide $6.5 million per vessel.
In contrast, the legislation reported by the House Committee on Appropriations contains $380 million for MSP for Fiscal Year 2026, $10 million less than Congress had authorized.
The Maritime Security Program is a vital component of America’s military strategic sealift and global response capability.
It is designed to ensure that the nation has the US-flag commercial sealift capacity and trained US-citizen merchant mariners necessary in times of war or national emergencies.

MM&P LICENSED DECK OFFICERS PROFILED IN US OCEAN PUBLICATION
Interviews with two MM&P members, Captain Kevin L. Franssen and Chief Mate Monique Watanabe, have been published in Voyages, the magazine of MM&P-contracted US Ocean.
Franssen is sailing as master of the MV GREEN OCEAN and Watanabe is sailing as chief mate of the MV OCEAN GIANT.
The two describe the factors that led them to choose a career in the maritime industry.
Watanabe credits Charlie Reidmuller, a professional mariner who mentored her when she was a sea scout.
“He was always there, encouraging me to push forward,” she says.
“To this day, when I have a problem at work, I still ask myself what Charlie would do if he were in my shoes.”
Her advice to women considering a job in maritime is straight-forward: “Always believe that you can, stand your ground and never give up or let others drag you down.”
Franssen started sailing at camp as a child.
At the age of 16, he got a job at Doane’s Pharmacy in Centerbrook, Conn., which was owned by the father of MM&P member Deborah Doane Dempsey.
Dempsey was the first female graduate of a US maritime academy, and later the first woman to captain a merchant ship in international waters and the first to become a Columbia River Bar Pilot.
After having conversations with her and several other people in the industry, Franssen said he knew that he wanted to pursue a career at sea.
“The maritime industry is a great career,” he said.
“Different companies offer different types of vessels, cargoes, schedules, and destinations; seek out what suits you best and make your job less like work and more like your dream.”

NATIONAL MARITIME CENTER ANNOUNCES NEW WEB-BASED APPLICATION STATUS AND CREDENTIAL VERIFICATION TOOLS
The National Maritime Center has announced the launch of two new self-service tools, available via the NMC website, that are designed to assist mariners and industry stakeholders with obtaining Mariner Credential Application Status and Mariner Credential Verification.
— Mariner Credential Application Status: This tool allows users to receive application status updates via email.
To use this service, users must provide Mariner’s Last Name, Mariner’s Reference Number, and a valid email address to which results will be sent.
Note: Application status data is updated Monday through Friday by 8:00 a.m. EST.
— Mariner Credential Verification: This tool provides credential verification results via email for merchant mariner credentials and medical certificates.
To use this service, users must provide Mariner’s Last Name, Mariner’s Reference Number, and a valid email address to which results will be sent.
Once a submission is complete, users may click the “Submit another response” link to carry out additional verifications.
Note: Credential verification data is updated Monday through Friday by 8:00 a.m. EST.

NEW APP CELEBRATES ACHIEVEMENTS OF MSC HOSPITAL SHIP PERSONNEL
An app that was launched last year by Military Sealift Command tracks the critical contributions made by the men and women who deploy aboard USNS COMFORT and USNS MERCY.
The software engineers who developed the app—Lucy Siwko and Gabrielle Messmer—put the project together while they were deployed alongside the crews of COMFORT and MERCY.
Their goal is “to support the leadership and sailors aboard the hospital ships by pushing out their stories,” the two wrote in an op-ed published by The Center for Maritime Strategy.
“The US would benefit greatly if these stories did not end with the first telling but were rather consumed and shared with enthusiasm, leading to recognition for the crew, pride for their families, and a living legacy for the next generations of Navy Medicine,” they write.
“The narratives of COMFORT and MERCY’s missions are not legends or myths; they are true stories of real heroes and saints who impacted hundreds of thousands of lives every time they deployed.
“They matter because each member of the crews that deploy on these missions merits recognition for the communities they reach.
“Their friends and families deserve to hear the stories and feel a deep sense of pride in their loved ones who serve.
“As the Navy’s Saints of the Sea raise anchor and set sail for their next port, tune in, pay attention, pass the story along, and play a part in sharing hope and partnership.”

PLEASE RESPOND TO THE UNIVERSITY OF WASHINGTON SURVEY ON MENTAL HEALTH & WELL-BEING
US citizens or permanent residents who sail aboard US-flag vessels are asked to participate in the University of Washington’s 2025 Mariner Mental Health and Well-Being Survey.
The survey is designed to gather information about the mental health, well-being and work experiences of US mariners.
It is open to sailing, credentialed, mariners who work on US-flag vessels, including licensed and unlicensed mariners, cadets, and pilots.
The survey will take only 10-15 minutes to complete.
Participants are asked a variety of questions about their well-being, health, job satisfaction, experiences and feelings when they are on a vessel.
The survey is anonymous. You will not be asked to provide uniquely identifying information such as name, employer or vessel.
You can skip questions that you do not want to answer (except some of the screening/eligibility questions).
Your survey results will be kept confidential and securely housed at the University of Washington in Seattle.
Data will only be presented or shared as group summaries. Individual survey results will not be shared with unions, government, or industry agencies.
Results from the survey can be used by vessel owners/operators, unions, maritime training institutions, seafarer welfare organizations and partners in the maritime transportation system to develop effective solutions that benefit mariners.
The survey is being conducted by Dr. Marissa Baker, Associate Professor & Industrial Hygiene Program Director, University of Washington.
In 2021, Dr. Baker conducted a survey with mariners about their experiences during Covid-19.

The survey has been reviewed by representatives of: MARAD, SOCP, CMTS, NOAA, the maritime academies and the American Waterways Operators.

PLAN OFFICE CHANGE OF BANK FOR THE VACATION PLAN AND PRO PAYMENTS
Effective Monday, July 21, staff in the MM&P Port Offices and the MM&P Plan Office were required to begin issuing all Vacation and Port Relief Officer (PRO) checks from the Plan Office bank Northern Trust.
The following notice of the change in the Vacation Plan Checking Accounts was mailed in May and again on July 16 to all Vacation Plan participants who filed a Vacation Application in 2024 and/or 2025.
“The Vacation Plan has had an account for Vacation Payments and PRO Payments for many years with the Bank of America.
“Earlier this year, Bank of America informed the Plan that they will no longer support (keep open) ERISA Accounts like the Vacation Plan.
“It is important for you to make sure you cash all of your Vacation or PRO checks in a timely manner.
“Once the checking accounts are closed at the Bank of America, you will not be able to cash checks issued on these accounts.
“The bank has advised that they will give us a few more days to cash your checks.
“Please make sure that you cash your checks issued under Bank of America before July 31, 2025; otherwise, the bank will not honor the checks.
“At their last Board of Trustee Meetings in June 2025, the Board of Trustees were advised that we would be changing the Vacation Plan accounts to Northern Trust.
“This is the same bank we use for the other MM&P Benefit Plans. Northern Trust does not have any brick-and-mortar locations.
“When we start issuing checks under Northern Trust, the Plan will not be able to have a place where you can cash these checks without fees.
“Participants should consider having their Vacation and PRO payments made by Direct Deposit.
“We strongly encourage you to have a Direct Deposit Form on file with the Vacation Plan.
“If you already have a Direct Deposit Form on file with the Plan, you do not have to file a new form unless you want to change your bank or account.
“If you have this form on file with the Vacation Plan you can still elect, at the time you file for your Vacation, to receive your Vacation pay in the form of a check.
“The Vacation ACH form is posted on the MM&P Members’ Only site.
“Just click on Documents, then on Plan Documents, and then look under the heading labeled Vacation.
“The form is titled Vacation Plan – Application for Electronic Funds Transfer/Direct Deposit.
“The document is five pages long and the form itself appears on page 3.
“Please do not delay.
“It could take a few days/weeks to process new direct deposit forms through the banking system, and if you wait, we may not be able to send your next Vacation payment by Direct Deposit before Bank of America closes our account.
“If, after you review this information, you have any questions regarding these payments, please contact the Vacation Benefit Advisor at 410-850-8625.”

All students will now be required to have a scheduled appointment and a letter of approval to test.
