NEW GUIDELINES INCLUDE STRONGER PROTECTIONS AGAINST SEAFARER CRIMINALIZATION
The International Transport Workers’ Federation has been working for many years to ensure that when an accident occurs, seafarers are treated fairly by public authorities.
Improvements to the original guidelines on fair treatment were ratified at the end of 2024 by the International Labor Organization and the International Maritime Organization.
The ITF is now working to ensure that countries incorporate the new, more protective guidelines into their own regulations and laws.
“With the growing problem of seafarers being detained—for example, when smuggled drugs are found hidden on their ships—the guidelines are now more important than ever,” says Fabrizio Barcellona, ITF seafarers and inland navigation coordinator.
The central focus of the guidelines is to ensure that seafarers detained on suspicion of committing a crime are treated fairly and that they are held for no longer than necessary.
Seafarers merit special protection, the ITF notes, because of the important role they play in the global economy and the fact that to carry out their jobs, they are required to travel through different national jurisdictions.
The new guidelines:
— clarify, in the event of an incident, the specific roles of port states, flag states and the country of which the seafarer is a national;
— call for stronger cooperation between countries, shipowners and seafarers’ representatives;
— stipulate that seafarers be given access to consular services and legal assistance;
— urge that seafarers be made aware of the risks of incriminating themselves.
The new guidelines are posted online.
The International Chamber of Shipping and the ITF have joined forces to promote the enforcement of the guidelines.
The ITF is also encouraging maritime professionals, in particular those who travel to ports in Latin America, to view the ICS guidance on drug smuggling prevention measures.
MM&P is one of the 670 transport unions in 147 countries that belong to the ITF.

AS SUEZ TRAFFIC RESTARTS, HOUTHIS MAKE NEW THREATS
The Houthis have made new threats just as shipping companies begin to commit to sending their vessels through the Suez Canal after two years of disruption.
A Houthi spokesman warned on Jan. 15 that “Israeli and Zionist positions” on land represent a threat to Houthi oversight of the Red Sea and the Bab El-Mandeb Straits, adding that any Israeli presence in the Horn of Africa is “a military target.”
Earlier this month, the MAERSK DENVER safely and successfully made the first US-flag transit of the straits in over two years, following an earlier transit by the Singapore-flagged MAERSK SEBAROK.
Maersk has announced that while it continues to closely monitor security in the region, it is restoring the run between the US and India as the first route to sail through the Suez–Red Sea corridor.
In January, CMA CGM brought back two of its regular container line services. The French carrier had maintained some transits using naval protection during the conflict period.
The French-flagged CMA CGM JACQUES SAADE and the Marshall Islands-flagged CMA CGM ADONIS have both made transits since Christmas without incident.
The last Houthi attack against an international merchant ship took place on Sept. 29, when the Dutch-flagged general cargo vessel MV MINERVAGRACHT was struck by an explosive device, killing one member of the crew, injuring others and damaging the vessel.
The geopolitical situation has changed significantly for the Houthis over the course of the past year since their leadership ranks have been significantly depleted by targeted attacks.

CONGRESSIONAL FERRY CAUCUS MEETS IN WASHINGTON
The Congressional Ferry Caucus, a bipartisan group created last fall to advocate for additional long-term federal investment in the nation’s public ferry systems, convened its first member roundtable last week.
The roundtable was attended by ferry operators, members of Congress and representatives of maritime labor organizations, including MM&P, MEBA, IBU and the ILWU.
MM&P was represented by Secretary-Treasurer J. Lars Turner and UIG-PMR Vice President Dan Twohig.
The co-chairs of the Congressional Ferry Caucus are Reps. Emily Randall (D-Wash.) and Nick Begich (R-Alaska).
The other members of the caucus are Rep. John Garamendi (D-Calif.) and Rep. Nicole Malliotakis (R-N.Y.).
Last week’s roundtable was convened to discuss ferry-related policies that should be incorporated into the surface transportation reauthorization bill, in particular measures to support essential transportation links for coastal and island communities across the country.
“Washington State’s ferry system isn’t just transportation infrastructure—our ferries are a lifeline,” Randall says.
“From daily work commutes and medical appointments to connecting with loved ones, my constituents rely on these boats every day.”
Begich has called the caucus “an important platform to build bipartisan support and secure the resources necessary to keep our ferries running.”

NEW LEADERSHIP TEAM APPOINTED TO HEAD US MERCHANT MARINE ACADEMY
US Transportation Secretary Sean Duffy has appointed Rear Adm. Tony Ceraolo as superintendent and Johnathan Gajdos as provost of the US Merchant Marine Academy at Kings Point.
Ceraolo spent 34 years in the Coast Guard. His command experience includes service as commanding officer of two Coast Guard cutters, as well as a deployment as commander of Coast Guard Patrol Forces Southwest Asia.
He earned a master’s degree in public administration from Harvard University’s Kennedy School of Government, and a Master of Arts with Distinction in National Security and Strategic Studies from the US Naval War College.
Gajdos spent more than 15 years in administrative and teaching roles at the Defense Language Institute Foreign Language Center, the primary language education and training institution for the US military.
He is a two-time recipient of the Army Civilian Service Commendation Medal and in 2025 was awarded the Army Meritorious Civilian Service Medal.
The two have pledged to restore the USMMA, which has been beset for years by problems that include crumbling infrastructure and obsolete plumbing and electrical systems.
In 2025, Duffy entered into a partnership with the US Army Corps of Engineers to modernize campus facilities, upgrade simulators and navigation labs, and completely overhaul the IT system.
“These men bring the experience, discipline, and vision required to reverse years of decline at the academy, restore America’s maritime power, and prepare the next generation of American patriots for service to our country,” Duffy said.

NEW FEDERAL MARITIME COMMISSIONER SWORN IN
Laura DiBella has been sworn in as a commissioner of the Federal Maritime Commission after being nominated in September by President Trump.
DiBella, Florida’s first female secretary of commerce, will serve a term that expires on June 30, 2028.
Her confirmation coincided with that of Stephen Carmel as maritime administrator.
DiBella has extensive experience in the maritime industry, including as executive director of the Florida Harbor Pilots Association and port director of the Port of Fernandina Ocean Highway and Port Authority.
The FMC consists of five commissioners appointed by the President and confirmed by the Senate for staggered five-year terms, with one commissioner designated by the President to serve as chairman and act as the agency’s administrative head.
DiBella was nominated alongside Robert Harvey of Florida, who was nominated for a term expiring June 30, 2029, to replace Carl Whitney Bentzel.

MAKE SURE YOUR RENEWED OR UPGRADED MMC LISTS ALL YOUR ENDORSEMENTS
Mariners who are renewing or upgrading their merchant mariner credentials should use the blanket statement “Renew and maintain all licenses and endorsements” in the Description of Endorsements box under Section II of the Coast Guard’s 719B form.
It is also very important that upon receiving their renewed or upgraded credential, the mariner takes the time to review it for any missing items or unexpected changes.
These types of errors are not uncommon, but the Coast Guard will correct them quickly when they are noted and reported by the mariner.

MARITIME INDUSTRY-SPECIFIC SASH CRISIS HOTLINE DISCUSSION ON FEB. 6
A webinar offered by The Ship Operations Cooperative Program on Friday, Feb. 6 from 1:00 to 1:30 EST will address the topic of a maritime-industry specific crisis hotline on sexual assault and sexual harassment (SASH).
The webinar is being offered in the context of SOCP’s February General Meeting.
The meeting begins at 1:00. At 1:05, there will be a presentation by Jessica St. Germaine, JD, Senior Director of Consulting Services at RAINN.
Her work at RAINN includes overseeing and executing a range of projects aimed at strengthening companies’ prevention and response policies and procedures related to sexual misconduct.
She has focused much of her work on maritime and military environments.
The presentation will be followed by five minutes of Q&A. The meeting will end at 1:30.
The Ship Operations Cooperative Program is a 501 (c) nonprofit and nonpartisan member-driven organization of industry leaders to promote and improve the maritime industry through collaboration, facilitation, recommendation, and innovation.
