MARITIME LABOR CALLS FOR US-FLAG SHIPPING REQUIREMENT ON VENEZUELAN OIL IMPORTS

Maritime labor unions are calling on the administration and Congress to require that any crude oil imported from Venezuela be transported exclusively on US-flag vessels crewed by American mariners.

“A cornerstone of an effective national maritime policy is gaining access to private, commercial cargoes that create steady demand for US-flag vessels, American mariners, and the shipbuilding industrial base,” the unions wrote in a Jan. 8 letter to senior administration officials.

Aligning America’s foreign and energy policy with “Ship American” principles would strengthen the US maritime workforce, the unions noted.

It would also reduce reliance on foreign-controlled shipping and counter the growth of shadow fleet tanker transport which moves sanctioned oil outside the reach of US oversight.

They warned that current restrictions on Venezuelan oil have shifted global trade toward foreign-controlled shipping networks, including “shadow fleet” tankers operating outside US labor and safety standards.

Requiring US-flag transportation for Venezuelan crude entering the country would provide a reliable source of commercial cargo for US carriers, enhance sanctions compliance, and reduce reliance on foreign vessels tied to the interests of geopolitical adversaries.

The policy could also benefit US refiners with the capacity to process heavy crude by increasing supply options and helping to stabilize domestic energy markets.

The unions underlined the fact that American mariners are always prepared to support lawful, transparent energy trade that advances US strategic interests.

The letter was signed by MM&P, MEBA, AMO and the SIU, which together represent the majority of American merchant mariners sailing in the US-flag fleet.

MAERSK DENVER MAKES FIRST US-FLAG TRANSIT OF BAB EL-MANDEB STRAITS IN TWO YEARS

The crew of MAERSK DENVER has safely and successfully made the first US-flag transit of the straits of Bab el-Mandeb in over two years.

The vessel is crewed by members of MM&P, MEBA and SIU.

Aboard MAERSK DENVER for the transit were Captain Chris Kalinowski, Chief Officer Josh Leonardi, Second Officer John Matichak, Third Officer Bill Crawford and Deck Cadet Faith Sammons (Kings Point).

“I’m glad your transit was uneventful, and that you and the crew are safe,” MM&P Atlantic Ports Vice President Tom Larkin told them.

“I am very proud of our MM&P members,” said MM&P President Don Josberger. “This shows once again that the US Merchant Marine will continue to deliver when called upon.”

NMC WILL LAUNCH NEW APPLICATION SUBMISSION PORTAL ON JAN. 26

The National Maritime Center will launch a new online portal to allow mariners to quickly and easily submit merchant mariner applications, medical certificates and supporting documents.

The new portal will launch on Monday, Jan. 26, along with a newly designed website.

The transition to the new website begins on Friday, Jan. 23. Users will experience a period of system unavailability during the transition.

The new portal is called Application Submission and Additional Information Portal, or ASAP.

Here is a link to a tutorial on how to use the new portal. The agency advises everyone to review the tutorial in advance of the Jan. 26 launch.

After Jan. 26, ASAP will be the primary method for submitting applications and uploading additional documents for new and existing applications.

Submission options such as email or fax will be significantly limited and eventually discontinued as part of the transition.

The new website is intended to offer “clear, customer-first navigation,” the agency says, including easier navigation, better layout, better “how to apply” guidance and easier access to credentialing information and customer support tools.

The agency said the improvements are designed to simplify the application process, reduce waiting times, and give mariners more control over their documents.

NEW DOCUMENTARY SHORT FOCUSES ON THE SAN FRANCISCO BAR PILOTS

Two members of the MM&P Pilots Membership Group, captains Lilly Gallo and Paul Ruff of the San Francisco Bar Pilots Association, are interviewed in a new documentary short produced by Sam Eckholm.

Eckholm is a US air force veteran and content creator who specializes in sharing with his thousands of followers a “behind-the-scenes look” at jobs that are critically important to the nation but of which the public is generally unaware.

“The bar pilot is responsible for bringing the ship in safely,” Gallo tells him, “because the bar pilot knows the wind, the current, all the hazards to navigation, the shallow areas.”

“A captain is not qualified to come into San Francisco and dock the ship because they don’t have that local knowledge that a pilot has.”

It took Gallo 10 years of training in the maritime industry to get to this point in her career, she explains.

Ruff, a hawsepiper, recounts the trajectory that he followed to become a pilot and describes the unique demands of the job.

“There’s really no other profession that requires so many different things to be perfected in order to succeed,” he says.

Eckholm films the two as they board a containership 11 miles out.

“The most dangerous part of being a San Francisco Bar pilot is the ship-to-ship transfer,” Ruff says.

The San Francisco Bar Pilots are responsible for guiding about 8,000 entries and exits in the Bay every year, which amounts to more than $40 billion in annual trade.

INTERNATIONAL MARITIME ORGANIZATION TO REVIEW STCW

The International Maritime Organization is undertaking a comprehensive review of STCW.

The HTW 12 Subcommittee will begin the review at its meeting of Feb. 23-7.

The current scope of the review is outlined in a document posted on bridgedeck.org under Latest News, in which over 400 STCW “gaps” have already been agreed.

At this point, the review is limited to these gaps.

The focus of the work at HTW 12 is specified in Paragraph 5 of the document.

Other gaps will be reviewed later in the process.

The International Federation of Shipmasters’ Associations will inform MM&P as the IMO moves through the review process.

If you have specific views or recommendations related to the gaps outlined in the document, please send them to communications@bridgedeck.org so MM&P can share them with IFSMA.

This will allow IFSMA to better represent our members’ views and concerns during the sessions.

As background, note that the IMO HTW 11 Subcommittee developed Phase 1 of identifying gaps back in 2023.

The gaps were then formalized into Phase 2, as listed in the document posted on bridgedeck.org. They can be loosely categorized as follows:

— placing language in the code to address harassment, bullying, and mental health issues;

— digitalization of ship certificates, registers, licenses and medical certificates;

— approvals for distance learning and e-learning, particularly during worldwide events such as the pandemic;

— tighten up definitions and clarity on whether simulator time can count as sea time in some cases;

— create flexibility for license revalidation and medical certificate validity rules;

— harmonize definitions across chapters of the STCW code;

— clear up guidelines for qualified person (this may strictly be an international issue as the USCG has already formalized guidelines).

NWS SEEKS COMMENTS ON POSSIBLE DISCONTINUATION OF A FORECAST

The National Weather Service is asking for public comments from mariners about possibly discontinuing the National Hurricane Center/Tropical Analysis and Forecast Branch’s once-daily 36 hr Atlantic Wind/Waves graphical forecast:

UNION PLUS SCHOLARSHIP APPLICATION DEADLINE IS JAN. 31

Union members and their families seeking help in paying for college should apply to the 2026 Union Plus Scholarship Program.

Union Plus scholarships are reserved exclusively for current and retired union members, their spouses and dependent children.

(Grandchildren are not eligible unless they are legal dependents as defined by IRS regulations.)

Union Plus Scholarships help union families with the cost of college by providing awards ranging from $500 to $4,000 for study beginning in Fall 2026.

The deadline to submit an application is Jan. 31, 2026.

The scholarships can be granted to students attending a two-year college, a four-year college, graduate school or a recognized technical or trade school.

Recipients are selected based on their academic ability, social awareness, financial need and appreciation of labor.

Applications can be submitted until Saturday, Jan. 31, 2026, at noon (EST). Applications that arrive after the deadline will not be considered.

The award date is May 31, 2026. Award recipients will be notified during the first week of June 2026.

One year of continuous union membership by the applicant, applicant’s spouse or parent (if the applicant is a dependent) is required. The one-year membership minimum must have been satisfied by May 31, 2025.

Members of participating unions in the US, Puerto Rico, Guam, US Virgin Islands and Canada are eligible.

The applicant must be accepted into a US accredited college, university, community college, technical or trade school at the time awards are issued.

Awards must be used for the 2026–27 school year.

The Pilot Commissioners for District One Boston invite applications for the selection of Harbor Pilot candidates to fill Harbor Pilot vacancies that are expected to occur over the next three years.

The first successful candidate will commence training on or about Nov. 1, 2026.

Further training dates will be determined by the Boston Harbor Pilots and Commissioners as the need arises.

Candidates must prove they are in compliance with the requirements in 995 CMR 2.00. (Rules and Regulations – Pilotage within District One, Boston) Sections 2.06. 2.09 & 2.12.

MARITIME INDUSTRY-SPECIFIC SASH CRISIS HOTLINE DISCUSSION ON FEB. 6

A webinar offered by The Ship Operations Cooperative Program on Friday, Feb. 6 from 1:00 to 1:30 EST will address the topic of a maritime-industry specific crisis hotline on sexual assault and sexual harassment (SASH).

The webinar is being offered in the context of SOCP’s February General Meeting.

The meeting begins at 1:00. At 1:05, there will be a presentation by Jessica St. Germaine, JD, Senior Director of Consulting Services at RAINN.

Her work at RAINN includes overseeing and executing a range of projects aimed at strengthening companies’ prevention and response policies and procedures related to sexual misconduct.

She has focused much of her work on maritime and military environments.

The presentation will be followed by five minutes of Q&A. The meeting will end at 1:30.
