PENDING LEGISLATION INCLUDES PROVISIONS IMPORTANT TO THE MERCHANT MARINE

The bipartisan conference agreement on the National Defense Authorization Act includes the following provisions of importance to America’s merchant mariners:

— extension of the authorization for the Maritime Security Program from 2035 to 2040;

— authorization of an increase in the MSP stipend from $5.3 million per ship in FY’25 and FY’26 to $6.5 million per ship in each of those fiscal years;

— authorization of incremental increases in the MSP stipend to $7.832 million in FY’40;

— extension of the authorization for the Tanker Security Program to 2040;

— authorization of an increase in the TSP stipend from $6 million per ship in FY’25 and FY’26 to $8.160 million per ship in FY’25 and FY’26; and

— authorization of incremental increases in the TSP stipend to $9.833 million in FY’40.

The legislation also establishes an armed forces merchant marine expedited preparation program as follows:

— A state maritime academy may offer a program under which an eligible individual may complete a merchant marine officer preparation program and the requirements for the issuance of a license in less than three years without a requirement to earn a baccalaureate or other degree from the state maritime academy.

An eligible individual is defined as:

— one who has served in the armed forces and was discharged or released under honorable conditions;

— a member of the National Guard or Reserves who has performed at least six years of service; and

— who has earned a baccalaureate degree from an institution of higher education.

The legislation also requires that an assessment of sealift capability be delivered to Congress no later than March 1, 2026.

The assessment is required to report on the readiness and sufficiency of the following to meet strategic sealift requirements in peace, crisis, war, and contested environments:

— maritime infrastructure;

— shipping;

— shipbuilding; and

— the US-flagged, -owned, and -operated fleets.

The House of Representatives is expected to vote on the final NDAA early this week, with the Senate to follow soon after.

NAVY’S AFLOAT ACCIDENT RATE RISES

Naval Safety Command has released statistics that show a rising rate of Class A accidents in the fleet during FY’24.

The Navy defines Class A accidents as those that result in death, permanent disability, or property damage totaling more than $2.5 million.

There were eight such accidents in 2022 and in 2023. The new report shows that during FY’24, the number of Class A accidents rose to 10, the highest number in a decade.

The Navy’s major accidents during the fiscal year include the deaths of two Navy SEALs off Yemen in January; two other man-overboard accidents; an electrocution on a submarine in May; a collision involving a landing craft air cushion; and four material casualties aboard Military Sealift Command vessels which were serious but did not result in injury.

In seven of the past nine years, MSC had not reported any Class A accidents.

The four that took place in FY’24 include an underway-replenishment accident on Nov. 15, the grounding involving USNS BIG HORN on Sept. 23, an underway equipment casualty off San Diego on Aug. 1, and a flooding casualty on Jan. 21.

There has been conjecture that the rate of accidents at MSC may drop in FY’25 because it plans to stop crewing 17 vessels due to its shortage of manpower.

The plan would result in fewer vessels at sea and a 95-percent billet fill rate because MSC has said it will reassign crewmembers from the idled ships to fill gaps in the rest of the fleet.

“While MSC’s planned ‘Reset’ intends to sideline 17 vessels due to a crew shortage, unfortunately the potential for afloat accidents may not be reduced if a mishap is caused by errors in nautical charts, lack of crew training, etc.,” said MM&P Government Fleet Representative Randi Ciszewski.

“Some maritime incidents may have been attributed to ‘other than human’ factors like mechanical failure, inclement weather, navigational hazards, or other factors such as uncharted underwater obstructions which are obviously beyond the crew’s control.”

“In my experience, the outcome of many mishaps could have been significantly worse if not for the immediate and proper response of trained, experienced, CIVMARS mitigating the impact.”

UK’S CIVIL SERVICE MARINERS VOTE TO STRIKE FOR SECOND TIME THIS YEAR

For the second time this year, Britain’s Civil Service mariners have voted in favor of a strike.

The civilian mariners and their ships—supply vessels, support vessels, and tankers—are operated by the Royal Fleet Auxiliary, the logistics arm of the Royal Navy and the Royal Marines.

The unions that represent the Civil Service mariners, Nautilus International and the National Union of Rail, Maritime and Transport Workers, struck earlier this year for the first time ever.

Between 2010 and October 2023, the Consumer Price Index in the UK increased by approximately 40 percent.

The unions have demanded a pay raise based on inflation and a history of low increases. They contend that, since 2010, their members’ wages have shrunk by 30 percent in real terms.

The government has responded with a pay increase of only 4.5 percent, so the unions are heading back to the picket line.

“The mandate for industrial action is now even stronger after the government’s failure to put forward a serious pay offer,” said Nautilus Director of Organizing Martyn Gray.

“With this vote, our members have sent the strongest possible message to the government that they will no longer be ignored, and their hard work and dedication can no longer be taken for granted.”

“This issue will not go away, and the only way for the government to settle it is to present our hardworking members—who play an essential and increasing role in national defense—with a serious pay offer that RFA officers feel able to accept.’

The new Labor government has indicated a willingness to negotiate but highlights the financial challenges it faces.

The unions have not yet set a new date for future strikes or job actions.

MITAGS-East in Linthicum Heights, MD, is recruiting in anticipation of full-time instructor openings in the new year.

The positions are covered by the OFMG collective bargaining agreement. The minimum base salary is $73,800.

Instructors are responsible for delivering content provided by the organization, providing quality classroom instruction, and mentoring, educating and guiding attendees.

Desired qualifications include:

— USCG Officer Level License with experience sailing under his/her highest level license (may be substituted with equivalent uniformed service experience);

— degree in adult education, maritime sciences or related field;

— two years’ experience supervising subordinates in a similar environment;

— experience teaching adults, including cadets, professional subjects for one or more years.

Required qualifications include:

— experience, training and qualifications necessary to obtain USCG approval to teach courses:

— excellent computer skills, including MS Office Suite and related information systems;

— sound judgment and decision-making, strong interpersonal, writing and communications skills.

Position requires moderate physical activity and may require some travel.
