ADMINISTRATION FIRES ALL MEMBERS OF MARITIME SAFETY ADVISORY COMMITTEES
The Department of Transportation has fired all members of its federal advisory committees, including the maritime committees that labor unions say are critical to the safety of US and global waterways.
The committees are made up of subject matter experts drawn from labor, the private sector and government, who work together to help draft new government regulations and proposals.
MM&P members, including MITAGS instructors, have served on a number of the maritime safety committees over the years.
In response to a February executive order that targeted the committees for elimination, MM&P and four other maritime unions asked Congress to take action to reactivate them.
“This decision raises profound concerns, especially in light of incidents such as the allision of the MV DALI with the Francis Scott Key Bridge,” the unions wrote in a Feb. 18 letter to the chairman and ranking member of the House Subcommittee on Coast Guard and Maritime Transportation.
“To ensure the continued safety of US and global waterways, the voices of those who work in the industry must be heard.”
Maritime safety—a core USCG mission—depends in large part on input from the federal advisory committees that the administration has eliminated, the unions wrote.
“These committees, composed of individuals with decades of direct, hands-on experience, are essential to safeguarding the future of maritime safety.”
“We urge you to take immediate action to reconvene them and restore the expertise they represent.”
The committees whose members were fired by the administration last week are:
— the National Maritime Security Advisory Committee (NMSAC), which advises the Department of Homeland Security and the Coast Guard on maritime security;
— the National Offshore Safety Advisory Committee (NOSAC), which advises DHS and the Coast Guard on safety and environmental issues related to offshore mineral and energy operations;
— the National Merchant Marine Personnel Advisory Committee (NMERPAC), which advises on matters related to the training, qualification, licensing, certification, and fitness of mariners;
— the National Merchant Mariner Medical Advisory Committee (NMEDMAC), which advises on medical certification and medical standards for merchant mariners;
— the National Towing Safety Advisory Committee (NTSAC), which provides advice on shallow-draft inland and coastal waterway navigation and towing safety;
— the Chemical Transportation Advisory Committee (CTAC), which offers recommendations on the safe transportation and handling of hazardous materials in bulk on US waterways and in related facilities;
— the Commercial Fishing Safety Advisory Committee, which advises on matters related to the safety of commercial fishing industry vessels;
— the Great Lakes Pilotage Advisory Committee (GLPAC), which advises on matters related to Great Lakes pilotage, including reviewing proposed regulations and policies; and
— the Maritime Advisory Committee for Occupational Safety and Health (MACOSH), which advises the Secretary of Labor and the Assistant Secretary of Labor for Occupational Safety and Health on issues relating to occupational safety and health in the maritime industry.
The AFL-CIO Transportation Trades Department released a statement on Thursday underlining the importance of the advisory committees in helping to ensure safe practices in maritime, aviation and rail.
“It is crucial that all those affected by safety issues are represented,” a TTD spokesperson said.

US TO BEGIN APPLYING FEES TO CHINA-LINKED SHIPS IN OCTOBER
US Customs and Border Protection is preparing to implement the administration’s new fees on Chinese shipping companies and on ships built in China that enter US ports.
Under guidance issued by the US Trade Representative, CBP will begin assessing the fees on Oct. 14.
The policy applies to ships owned or operated by Chinese entities or constructed in Chinese shipyards.
Several categories of vessels are exempt, including US-owned ships, small ships, short-sea services, ballast legs, and certain export carriers with specialized operations.
For shipowners whose vessels are required to pay the fees, failure to comply could result in consequences that include denial of access to American ports or denial of cargo handling.
The administration revised its original policy into a scaled, more targeted model in response to concerns over trade disruptions and complexity of implementation.
The final structure uses a tiered-fee model. Chinese-owned or operated vessels will be charged starting at $50 per net ton, with rates increasing gradually to $140 per ton by April 2028.
Ships operated by non-Chinese entities but built in China will be assessed lower fees, beginning at $18 per ton or $120 per container, whichever is greater, and rising to $33 per ton or $250 per container over time.
The fees are assessed per vessel voyage—up to five qualifying port calls per year—and will only be applied at the ship’s first US port of entry.

IN SURPRISE MOVE, TURKEY RELEASES CROATIAN CAPTAIN SENTENCED TO 30 YEARS IN PRISON FOR COCAINE IN CARGO
Authorities in Turkey have released Captain Marko Bekavac, 62, who was sentenced to 30 years in prison in 2023 after cocaine was found hidden in a cargo hold aboard his ship.
On Aug. 8, in a surprise move, Turkish authorities released the captain from prison and placed him on a flight home to Croatia.
The ship’s chief mate, Ali Albokhari, who was also sentenced to 30 years, is still in prison waiting for his appeal to be heard.
The case began in October 2023 when the Panama-flag bulker PHOENICIAN M arrived in the Turkish port of Eregli from Barranquilla, Colombia.
The captain testified later in court that before arriving in Colombia, he had contacted ship management to say the PHOENICIAN M did not have the resources necessary to guarantee the security of the loading operation.
He asked for additional security, including cameras, but management did not follow up on his request.
Before the ship departed Barranquilla, the Colombian authorities reportedly searched the ship and found a small amount of cocaine hidden in the aft peak tank.
Captain Bekavac is on record as telling Turkish authorities when the vessel docked in Eregli that he had been concerned about the lack of security in Colombia.
When a search of the vessel by the Turks uncovered 137 kg of cocaine hidden in a cargo hold under a pile of coal, the captain, the chief mate and eight other members of the crew were arrested.
The eight crewmembers were acquitted at trial, but the captain and the chief mate were found guilty based on the court’s assertion that they were responsible for what took place aboard the ship because they were the officers in charge.
The International Transport Workers’ Federation and the government of Croatia were among those who argued that the court proceedings were an example of unjust criminalization, and that the captain and the chief mate should have been acquitted along with the rest of the crew.
Journalists covering the trial reported that the prosecution did not provide any evidence linking any member of the crew to the cocaine.
Captain Bekavac and his family have attributed his surprise release and repatriation to the public outcry over the unjust sentence and the behind-the-scenes diplomatic efforts of the government of Croatia.

EXPLOSION IN CARGO HOLD OF LIBERIA-FLAG BULKER IN BALTIMORE HARBOR
Fire broke out following an explosion on Monday at 1830 aboard a Liberia-flag bulker departing the CSX Curtis Bay coal terminal in Baltimore’s inner harbor.
A web cam captured video of the event, which was posted online by Maritime Executive.
It showed a massive explosion aboard the bulker, the W-SAPPHIRE, shortly after it left the dock.
Multiple firefighting vessels responded immediately to the scene and began response efforts.
According to the Baltimore City Fire Department, no injuries were reported on board, but the vessel sustained signs of explosion and fire damage.
The Port of Baltimore released the following statement:
“The Fort McHenry Federal Channel remains closed following last evening’s incident involving the W-Sapphire.
“The U.S. Coast Guard is the lead agency in the response and will determine when the channel can safely reopen, as well as the timing of vessel arrivals and departures.
“We are working closely with the Coast Guard and our port partners to monitor the situation.”
The fire has been extinguished and plans for the vessel are still being arranged, according to the Coast Guard.
The captain of the port has established a 2,000-yard safety zone around the vessel.
The cause of the blast is under investigation.

CHINA’S COAST GUARD CONDUCTS MAN OVERBOARD SEARCH AFTER TWO SHIPS COLLIDE
Experts who have viewed footage taken after last week’s collision between two Chinese military vessels believe that the crew of one of them was conducting a man overboard search.
The collision took place as the Chinese vessels were attempting to harass two Philippine Coast Guard vessels and a supply ship traveling to the disputed area near Scarborough Shoal.
The incident happened around 0800 local time as the Philippine Coast Guard vessels and the supply ship were taking fuel, ice, and other supplies to Filipino fishing vessels.
A spokesperson for the Philippine Coast Guard told reporters in an Aug. 12 briefing that several people aboard one of the Chinese ships may have been killed in the collision.
“Four Chinese Coast Guard personnel [were] in front of the China Coast Guard vessel… and then immediately after the impact, we did not see four people in the front of the ship,” Commodore Jay Tarriela said.
He said that after the collision, Chinese ships were observed launching small boats and conducting search patterns in the area.
At least one China Coast Guard vessel and eight militia ships were conducting a search 15 to 25 nautical miles east of Scarborough Shoal on Monday afternoon, according to an article that appeared in GMA News Online.
“We have long warned the Chinese Coast Guard that dangerous maneuvers could lead to accidents,” said Tarriela.
He said that Filippino forces had observed another China Coast Guard vessel towing the damaged CCG 3104 away from the scene on the night of Aug. 11.
China issued a statement that did not mention the accident but said its vessels had taken necessary actions to “expel” the Philippine vessels.
