PRESIDENT TRUMP EXTENDS JONES ACT WAIVER FOR ANOTHER 90 DAYS
President Donald Trump has extended for an additional 90 days his unprecedented waiver allowing foreign-flag ships to move commodities between American ports.
The waiver—which was first imposed for 60 days on March 17 and was later extended for an additional 90 days—covers more than 600 products.
The latest extension will take effect on Aug. 17, when the current extension expires.
The administration has said that going forward, rather than proceeding under blanket exemptions as in the past, individual voyages granted under the waiver will be subject to review by the Pentagon and the Maritime Administration and will focus on energy and agricultural commodities.
More than 200 voyages that would otherwise have been prohibited had taken place under the waiver as of July 31.
The American Maritime Partnership, of which MM&P and MIRAID are members, released the following statement.
“President Trump’s decision to require a case-by-case review before allowing foreign vessels to carry domestic maritime commerce is an improvement over the previous blanket Jones Act waiver, which took work from American mariners and shipbuilders and froze investment in the maritime industrial base.
“However, we are disappointed that the waiver has been extended when the public record is clear: the waiver has not lowered fuel prices for American consumers and has been used to increase oil traders’ margins, not meet military needs.”
The International Organization of Masters, Mates & Pilots strongly opposes the administration’s decision to again extend the unwarranted and failed waiver of the Jones Act.
Notwithstanding claims to the contrary, the waiver has not achieved its stated purpose of lowering the price of gasoline.
Rather, its impact thus far has only been to outsource American maritime jobs and undermine confidence in the future of America’s domestic maritime industry.
For well over a century, the Jones Act has been a cornerstone of American maritime policy: in fact, no domestic maritime policy does more to protect and strengthen America’s economic, military, and homeland security than the Jones Act.
It ensures that our coastal waters, rivers, non-contiguous trades and Great Lakes are navigated by vessels constructed and operated to the world’s highest safety standards and owned and operated by American citizens.
Most importantly, the Jones Act supports the development of a highly trained, skilled workforce that can be called upon in times of war and national emergency.

MM&P CONVENTION WRAPS UP
The 91st MM&P Convention ended on Aug. 5.
During the final two days of the convention, speakers included the MM&P vice presidents, the heads of MITAGS and Plans, representatives of leading maritime organizations and the union’s affiliate in Mexico:

STRAIT OF HORMUZ STALEMATE CONTINUES
A tanker owned by the Abu Dhabi national oil and gas company was struck by an Iranian missile on Saturday while transiting the Strait of Hormuz, a spokesperson for the Emirati government said.
No one aboard the tanker was injured.
Tehran on Friday released a new set of demands to end the conflict, dashing the international community’s hopes that last week’s direct negotiations between Iran and Oman would lead to the strait’s reopening.
Tens of thousands of mariners are currently blocked in the region, waiting for the standoff to be resolved.
The demands put forth by Iran on Friday include reparations for damages sustained in the current conflict and in the 2025 US-Israel bombing campaign, the unconditional elimination of all sanctions and the “unfreezing” of Iranian assets.
Under the interim agreement between the US and Iran that was signed in June, those issues were to be addressed only after the strait had been reopened.
News outlets have reported that no negotiations between the US and Iran took place over the weekend.

INDIAN CARGO VESSEL SINKS OFF HODEIDAH AFTER HOUTHI STRIKE
An India-flag cargo ship, the Faize Noore Oliya, sank on Aug. 4 off the coast of Yemen after it was hit by a boat laden with explosives. All 14 members of the crew were rescued.
A spokesman for the government of Yemen accused the Iran-backed Houthis of carrying out the attack.
The security consulting firm Windward said the ship went down about 13 nm to the south of Hodeidah, which is controlled by the rebels.
The Houthis have declared a blockade on Saudi ports but have not claimed responsibility for sinking the Faize Noore Oliya.
Although they have pledged to let non-Saudi ships transit the area freely, in past conflicts they have regularly struck unrelated targets.
Traffic on the Bab al-Mandeb security transit corridor was reportedly heavier on Aug. 9 than it had been a week previously—despite the Houthi blockade on Saudi ports, attacks on four Saudi vessels in July and continuing land battles between the Houthis and Yemen’s government.

UK CIVIL SERVICE MARINERS WIN PAY RAISES FOLLOWING YEARS OF LABOR STRIFE
The unions that represent England’s civil service mariners have reached an agreement with the government after years of strikes and other job actions.
The civilian mariners and their ships—supply vessels, support vessels, and tankers—are operated by the Royal Fleet Auxiliary, the logistics arm of the Royal Navy and the Royal Marines.
They are represented by Nautilus International and the National Union of Rail, Maritime and Transport Workers.
To win their new contract, they staged two 24-hour strikes in May.
They had scheduled another protest for June but called it off after the government signaled it was open to an additional wage increase.
The UK Consumer Price Index increased by about 40 percent between 2010 and 2023 and by an additional 3-4 percent last year and the year before.
The unions had engaged for years in negotiations over wages, calling for increases to reflect the impact of years of inflation on take-home pay.
Their situation has been exacerbated by the fact that RFA employees have consistently been paid less than other essential workers, such as members of the armed forces, the police, firefighters and ambulance personnel.
Under the newly signed agreement, more than 1,750 civilian ratings, officers and apprentices will receive a 4.5 percent pay raise backdated to April 1, 2025, and a 3.6 percent pay raise backdated to April 1 of this year.
The new contract also includes increased time off to compensate for time spent at sea, a bonus and a one-time option to sell unused leave back to the government.
Besides ending the labor disputes, the agreement is also expected to address the critical recruitment and retention problems that have been compromising the operations of the RFA for years by interfering with its ability to crew its vessels.

LONGSHOREMAN DIES IN ACCIDENT AT PORT OF BALTIMORE
David Deon Smith, 53, a longtime member of ILA Local 333, was killed at the Dundalk Marine Terminal in Baltimore on Aug. 3 when he was struck by a crane boom.
Despite life-saving efforts by first responders, he was pronounced dead after being transported to a nearby hospital.
Jonathan Daniels, executive director of the Maryland Port Administration, sent a message to port employees, saying:
“Earlier today, one of our International Longshoremen’s Association workers was fatally injured in a cargo-handling operation at the Dundalk Marine Terminal.
“Our ILA members are the backbone of the Port of Baltimore.
“We extend our deepest sympathies and condolences to his family, the ILA, and the entire Port of Baltimore community.”
The Maryland Transportation Authority is conducting an investigation into the accident, which authorities said was the first work-related fatality at the port of Baltimore in 20 years.

STATEN ISLAND FERRY WORKERS RALLY AT NEW YORK CITY HALL ON THURSDAY TO DEFEND RETIREE HEALTH CARE
Members of the MM&P Atlantic Maritime Group will join other New York City workers on Thursday, Aug. 13, at 9:30 at City Hall to show their support for a new bill that will keep the city from reneging on a promise to provide retirees with adequate health care.
The controversy revolves around the contract that guarantees that retirees will receive Medicare Part B with the premiums fully covered by the City and that the City will also pay for their supplemental insurance medical insurance.
But the City is trying to substitute the healthcare benefits guaranteed in the contract with a vastly inferior plan offered by an insurer known for denying pre-approvals and rejecting a high percentage of claims, as well as charging significantly higher premiums.
An appeals court in 2024 barred the City from forcing retirees to give up the health care benefits guaranteed by their union contracts, but the fight to defend retiree health benefits continues.
“The City has made clear, consistent, unambiguous representations over the course of more than 50 years that New York City municipal worker-retirees would have the option of receiving health care in the form of traditional Medicare with a City-paid supplemental plan,” the appeals court ruled.
“Consequently, the City cannot now mandate the proposed change eliminating that choice.”
The rally starts at 9:30 on Thursday while the council meeting begins at 1:30 pm.
