STRONG SUPPORT FROM LABOR ORGANIZATIONS FOR MM&P MEMBERS AT SALTCHUK

Labor organizations are calling on Saltchuk and its affiliates OSG and ATC to come to the table and bargain a fair contract with licensed deck officers who voted overwhelmingly last year for MM&P representation.

Both the Transportation Trades Department and MLK Labor have written to Saltchuk CEO Mark Tabbutt, urging him to respect the votes of the licensed deck officers at OSG and ATC who have chosen to be represented by MM&P.

The AFL-CIO Transportation Trades Department is comprised of 37 unions, including MM&P, which together represent millions of transportation workers nationwide.

MLK Labor, AFL-CIO, represents more than 150 affiliate unions and 150,000 union workers in King County, Wash., including MM&P members.

“We stand in full solidarity with Masters, Mates & Pilots members who have been trying to bargain in good faith,” wrote TTD President Greg Regan in an April 2 letter to Tabbutt.

“Engaging in fair, good-faith negotiations with MM&P is not only legally required—it is a fundamental test of the company’s commitment to the values of integrity, honesty, and fairness that it espouses.”

Katie Garrow, executive secretary-treasurer of MLK Labor, told Tabbutt that support for MM&P members at OSG and ATC runs deep.

“Continuing to refuse to negotiate in good faith with unionized workers will prompt us to rally support,” she said.

“We will encourage public officials, union members, community partners, and their families to take all legally permissible actions in solidarity with MM&P.”

IMPACT ON SHIPPING OF SWEEPING NEW TARIFFS REMAINS UNCLEAR

President Donald Trump announced tariffs on goods imported from most countries last week in an effort to increase manufacturing in the US.

US trading partners hit by the tariffs are expected to announce their own reciprocal tariffs on April 9.

The President has said he will modify US tariffs on imports either up or down depending on how other nations respond.

He has also said he is open to changing the level of tariffs for countries that bring something “phenomenal” to the table.

The President’s initial 10 percent tariffs on all countries came into effect on April 5.

“The impact on the shipping industry of what is shaping up to be a global trade war remains unclear,” writes shipping expert Sam Chambers, a longtime correspondent for publications that include Lloyd’s List and The Economist.

“Shipping equities came under intense pressure last week, with the average stock covered by Jefferies, an American investment bank, dropping 15.5 percent,” he wrote in the April 7 edition of Splash 247.com.

“No sector was spared,” Chambers added, “as tankers, containers, dry bulk, LNG and LPG were sold off.”

DC CIRCUIT COURT RULES NLRB BOARD MEMBER MUST BE REINSTATED PENDING APPEAL

There has been a new development in the case of National Labor Relations Board Member Gwynne Wilcox, who was fired by President Trump in February.

The NLRB—the independent agency tasked with protecting the rights of working people—has been unable to rule on any cases since Wilcox was fired because it no longer has a quorum.

Under Supreme Court case law dating back to 1935, NLRB members are appointed for set terms and can only be removed for malfeasance following a proper investigation.

In this case, no such investigation took place.

The case is now headed to the Supreme Court.

In the meantime, Wilcox has been reinstated by the US Court of Appeals for the District of Columbia Circuit.

USACE DREDGE MCFARLAND DECK OFFICERS INTERVIEWED ON TV NEWS

MM&P members employed by the US Army Corps of Engineers have been hard at work off the North Carolina coast since the beginning of March, deepening the Cape Fear River.

Their goal is to restore the depth of the channel leading to the Port of Wilmington to allow larger ships to come and go.

“We are effectively removing the high spots in the channel,” Captain Stanley Kostka told Conor Doherty, a reporter for WWAY3 News.

“The goal is to maintain a project depth of 44 feet.”

“We are actively removing anything that’s above that so ships can safely make passage to Wilmington.”

Kostka said that when the MCFARLAND arrived, parts of the river were as shallow as 38 feet due to storms, runoff and water currents.

“Many people don’t realize the amount of work done to make sure those ships can safely navigate throughout the Cape Fear River,” the journalist reported.

“Every day, tens of thousands of cubic yards of sand, mud and other material are being dredged from the seabed at the river’s entrance.”

To clear material from the seabed, MCFARLAND, a 300-foot-long hopper dredge, uses two large drag-heads that can hold more than 3,000 cubic yards of material.

The ship’s second in command, Chris Demello, said no other dredge along the East Coast could handle this job right now.

“The Army Corps dredges are doing work that commercial dredges cannot,” Demello told the reporter.

The MCFARLAND will continue dredging around the clock until April 15.

“DESPITE FOG, NO LOOKOUTS WERE ON DUTY ABOARD SHIP THAT HIT STENA IMMACULATE”

The UK’s Marine Accident Investigation Branch has released the initial results of its investigation into the collision between the Portuguese-flag containership SOLONG and the US-flag tanker STENA IMMACULATE.

The STENA IMMACULATE was anchored off the northeastern coast of England on March 10 when it was struck by the SOLONG, which was traveling at a speed of 16 knots.

Investigators have said that the master of the SOLONG was alone on the bridge when the accident occurred and was functioning on fewer than seven hours of sleep between watches.

The SOLONG had left Grangemouth, Scotland, the previous evening on a voyage to Rotterdam following a route it had used in the past.

Visibility was spotty due to foggy conditions.

The master of the containership, Vladimir Motin, was on the bridge when the ship departed around 2000 on March 9.

He handed over the bridge at around 2400 to the second officer and returned to the bridge at 0700 to assume the watch.

He was the lone watchkeeper, despite requirements for a lookout at night and in foggy conditions.

MAIB states that among the factors it will be exploring are “the navigation and watchkeeping practices on board both vessels, manning, and fatigue management.”

Other issues that will be considered in preparing the final report include the use of the offshore area as an anchorage for vessels waiting to enter the Humber Estuary and the environmental conditions at the time of the collision.

MAIB is also reviewing the condition and maintenance of the vessels.

A crewmember who worked aboard the containership, 38-year-old Mark Angelo Pernia, died in the accident.

The master of the SOLONG has been charged with gross negligent manslaughter and placed under arrest.

KEEL-LAYING OF FINAL MARITIME ACADEMY TRAINING SHIP, GOLDEN STATE

Work has officially begun on the fifth and final vessel in the Maritime Administration’s National Security Multi-Mission Vessel program.

The “grand block” for the GOLDEN STATE was placed into dry dock on March 5 at Hanwha Philly Shipyard.

The new ship is expected to be delivered in late 2026 to California State University Maritime Academy.

“[The academy] is honored to be part of a distinguished fleet of purpose-built training ships designed to meet the evolving needs of America’s maritime education while also providing the US with ships that can support disaster response and other critical national needs,” said Vice Admiral (Ret.) Michael J. Dumont, interim president of Cal Maritime, at the keel-laying ceremony.

“This vessel stands as a testament to innovation, resilience, and the nation’s unwavering commitment to preparing the next generation of mariners.”

“It will be proudly operated by the crew, cadets, and faculty of the only state maritime academy on the West Coast.”

The NSMVs have classrooms and a fully equipped bridge, a modern diesel power plant, RoRo capabilities and the ability to handle containers.

The first and second NSMVs, EMPIRE STATE and PATRIOT STATE, were delivered in September 2023 and 2024.

Both have undertaken their first training voyages at SUNY Maritime College in New York and Massachusetts Maritime Academy.

The STATE OF MAINE is in the final stages of outfitting and will be delivered later this year to Maine Maritime Academy.

The fourth vessel, LONE STAR STATE, was launched on Jan. 25 and is scheduled to be delivered to Texas A&M Maritime Academy in Galveston later this year.

MM&P CAPTAIN MIKE VINIK ON TOWING THE SS UNITED STATES TO MOBILE

On April 11 at 6:30 PM EST, in a free, online presentation, MM&P Captain Mike Vinik tells the story of how the crew of the tug VINIK No. 6 towed the historic ocean liner SS UNITED STATES from Philadelphia to Mobile.

The MM&P Atlantic Maritime Group represents the mariners who work at Vinik Marine.

The 1,000-foot SS UNITED STATES, a ship on which MM&P members once sailed, had been moored at Pier 82 in Philadelphia since 1996.

After remediation in Mobile, it will be sunk off the coast of Florida as the world’s largest artificial reef.

You do not need a Zoom account to view the presentation, but you must register in advance with a valid email address.

The presentation was produced by the World Ship Society’s Ports of NY/NJ Branch.

WEST COAST MARITIME LABOR PANEL DISCUSSION ON APRIL 17

A discussion of the legal and historical forces that have shaped maritime labor on the West Coast will be held in person and virtually over Zoom on April 17.

The program will explore the role of the International Longshore and Warehouse Union (ILWU), mariner civil rights, and key legal battles that have defined waterfront labor.

The panelists include: MM&P President Emeritus Don Marcus; the Hon. Marsha Berzon of the Ninth Circuit Court of Appeals; Catherine Fisk, law professor at the University of California at Berkeley; and Reuel Schiller, law professor at the University of California College of Law, San Francisco.
