JONES ACT ALERT—SPECIAL EDITION
The Trump Administration has extended its broad Jones Act waiver.
This hands domestic business to foreign ships, stifles investment in U.S. shipyards, and hurts America’s maritime workforce.
Congress must oppose the extension. There is no need for broad waivers like this when targeted options already exist.
The law is clear: waivers exist strictly “in the interest of national defense” and “to address an immediate adverse effect on military operations.”
The last 41 days have proven this waiver is being misused, abused and confused with an open-ended handout.

NATIONAL MARITIME CENTER RESUMES SOME FUNCTIONS
The Coast Guard’s National Maritime Center has issued the following update on mitigation efforts in the wake of the government shutdown and lapse in appropriations.
While DHS and USCG remain without an appropriation providing full FY26 funding, NMC civilian staff have returned to work under alternative funding arrangements.
As this funding stream is not a full appropriation and the duration of funding is uncertain, NMC staff have resumed normal operations with some exceptions.
Applications for MMCs, medical certificates, and course approvals and related requests will be processed on a first-in/first-out basis.
Requests for national security-related expedite requests will continue to be evaluated as they are received.
Regional exam centers are still closed. Mariners who have scheduled appointments for future dates will be able to test as long as REC staff remain in an exempted status.
Depending on the availability of funds, mariners with cancelled appointments between Feb. 17 and April 18 will be contacted to reschedule.
The application submission portal for submission of applications and supporting documents is active.
MMCs (National endorsements only) and medical certificates (National and Pilot expiration dates only) that expire between Jan. 1 and May 31 are valid until July 31.
Mariners who are actively working on expired credentials that meet the expiration criteria must carry the expired credential and a copy of the attached letter.
STCW Dispensations for MMCs and Medical Certificates
For MMCs, dispensations may be granted for continued service for mariners operating on endorsements that expired on or after Jan. 1 if a renewal application was submitted to NMC and the employer applied to the Coast Guard for dispensation.
STCW dispensations that are approved will expire up to Aug. 31.
Once the STCW dispensation letter is issued, mariners shall carry the letter and a copy of this bulletin with the MMC.
Requests for dispensation must be submitted by email with the subject line “STCW Dispensation” to STCWDispensations@uscg.mil and must include: ship name, IMO number, ship tonnage, mariner name, mariner reference number, capacity per STCW regulations, credential issuance and expiration dates, company name, company point of contact, and valid mariner email address.
For medical certificates: When the STCW expiration date of a medical certificate occurs during a voyage, the certificate remains valid for three months from the expiration date.
Additional information letters, approval to test letters, course completion certificates, and drug test letters that expire between February and May are extended until July 31.
Qualified assessor and designated examiner certification letters and course approvals that expire between February and May are extended until July 31.
Mariners who began but did not complete all modules of an exam prior to Feb. 13 may resume testing without penalty once the NMC reopens.
Testing should be completed within 60 days of reopening. Contact the NMC regarding waivers due to sea service.
Ninety-day retest periods are paused beginning on Feb. 13 and will restart upon reopening. Contact the NMC regarding waivers due to sea service.
For questions regarding credentialing issues related to National Defense, employers are advised to contact the NMC Customer Service Center.
Note: MM&P is currently working with employers to honor the USCG dispensation protocol.
Those with expired credentials may work with their MM&P Vice Presidents to sail on vessels in the continental US and its territories as options.
If the vessel you are assigned to gets underway or is expected to get underway in any capacity, whether coastwise or international, you must obtain an STCW dispensation letter, which can only be requested by the company by which you are currently employed.

PCS WINS MSC T-AGOS BID
MM&P-contracted Patriot is the winner of a Military Sealift Command six-ship contract for the management and operation of MSC ocean surveillance (T-AGOS) vessels and a range instrumentation (T-AGM) ship.
T-AGOS ships support Navy antisubmarine warfare operations.
The six vessels that are part of the award include:
— USNS Able (T-AGOS – Ocean Surveillance)
— USNS Victorious (T-AGOS – Ocean Surveillance)
— USNS Effective (T-AGOS – Ocean Surveillance)
— USNS Loyal (T-AGOS – Ocean Surveillance)
— USNS Impeccable (T-AGOS – Ocean Surveillance)
— USNS Howard O. Lorenzen
The contract includes a 12-month base period with four one-year option periods.
Patriot is expected to take over the ships on June 1.
The T-AGM range instrumentation vessel, USNS Howard O. Lorenzen, tracks, monitors and collects data on missile launches and weapons tests worldwide.
Patriot will continue to operate the six Watson-class Army Vessels after they all transition into MARAD, a process that is ongoing.
The Cape Henry, Cape Horn and Cape Hudson will leave the MM&P fleet in the coming months.
US-FLAG FLEET GOES TO CAPITOL HILL TO ADVOCATE FOR AMERICAN SHIPS AND CREWS
Representatives of MM&P and the other maritime unions, US-flag shipping companies, trade associations and the maritime academies spent the day on Capitol Hill on April 22, advocating for the US-flag fleet and the American Merchant Marine.
This year, 153 people took part, making it the largest Sail-In since 2011.
The participants were organized into 30 groups, which met over the course of the day with legislators and staff in 115 Congressional offices.
In every meeting, the members of each group delivered the same message, urging members of the Senate and House:
— to take action to restore operations at the National Maritime Center, where serious backlogs have been caused by the partial government shutdown;
— to oppose extension or expansion of the administration’s Jones Act waiver;
— to support full funding for the Maritime Security Program and the Tanker Security Program;
— to support and cosponsor the SHIPS for AMERICA Act; and
— to ensure that the state maritime academies and Kings’ Point are adequately funded.
MM&P was represented by: President Don Josberger; Atlantic Ports Vice President Tom Larkin; Great Lakes & Gulf Vice President Ed Lulko; Federal Employees Membership Group Vice President Dave Narby; United Inland Group-Pacific Maritime Region Vice President Dan Twohig; MM&P Organizer Daniel Ginsberg-Jaeckle and MM&P Captain Brett Cowan.
This year, as in previous years, the Maritime Industry Congressional Sail-In was organized by MIRAID President C. James Patti.
MIRAID Counsel Steve Wines and Legislative Representative James Patti also participated in the event, as did officers and staff from the AFL-CIO Transportation Trades Department and the AFL-CIO Maritime Trades Department.

DOD TERMINATES COLLECTIVE BARGAINING AGREEMENTS AT PORTSMOUTH NAVAL SHIPYARD
The Department of Defense has terminated the collective bargaining agreements covering members of two unions at Portsmouth Naval Shipyard in Kittery, Maine.
Nathan Proper, president of United Brotherhood of Carpenters and Joiners Local 3073, said DOD had notified the union that its CBA had been terminated under an Executive Order issued by President Trump.
The CBAs of shipyard workers represented by the American Federation of Government Employees have also been terminated.
Union officials warned that taking away their members’ labor rights could have immediate negative consequences on workforce stability and mission readiness.
Proper said the loss of union protections would directly affect the skilled workforce that is responsible for maintaining critical shipyard infrastructure.
“It’s going to cause material harm to the people who are fixing the machines that are enabling us to execute the mission of national defense,” he said.
The terminated agreements covered workplace standards including safety protocols, compensation, benefits, and leave policies.
Portsmouth Naval Shipyard, one of the region’s largest employers, plays a vital role in the maintenance of the US Navy’s submarine fleet.
Some legislators in Maine were critical of the termination of the shipyard workers’ contracts.
“The right to unionize is foundational to our democracy,” said US Representative Chellie Pingree (D-Maine).
“Stripping federal workers of their collective bargaining power won’t make our country safer.”
She added that she would do everything in her power to get the policy reversed and “to ensure that the people who keep [the shipyard] running are given the rights—and the respect—they deserve.”
Pingree says legislation that she introduced in December 2025 to ensure shipyard workers retain their union rights was approved on a bipartisan basis in the House of Representatives but had not yet made it through the Senate.

MORE MIDDLE EAST TURMOIL AS IRAN SEIZES SHIPS, US BOARDS SHADOW TANKERSP
US CENTCOM has reported that as part of the US blockade of Iran’s ports, as of April 23, a total of 31 tankers have been ordered to turn around or return to port.
US forces have also disabled an Iranian containership and boarded two shadow fleet tankers, the Majestic X and the Tifani.
Last week, Iran seized two containerships linked to Mediterranean Shipping Company which were attempting to exit the Persian Gulf.
The vessels, the MSC Francesca and the Greek-owned Epaminondas, reported being fired on by fighters in small gun boats before being seized.
Thousands of seafarers remain stuck in proximity to the conflict zone, facing both physical danger and psychological exhaustion.
Many are running dangerously low on food and water, and aid organizations are getting an increasing number of calls for assistance.
With desalination plants unable to run while vessels are stationary, crews have become entirely reliant on supply vessels for water.
Given conditions in the area, the delivery of critical supplies has become a logistical nightmare.
The situation is especially grave for the crews of 14 vessels that were abandoned by their owners before the conflict even began: without salaries or employer support, they are surviving solely on charity.
“Crewmembers report increased anxiety about personal security, contract stability, and the ability to communicate with families, compounded by the fatigue from 24-hour watches,” said a spokesperson for the Mission to Seafarers.
“For many, disembarkation is now a logistical impossibility.”
“There is no precedent in the modern age for the stranding of so many seafarers,” said Damien Chevallier, director of the International Maritime Organization’s Maritime Safety Division.
“One can only imagine the psychological stress they are under.”
The long-term health of the industry is at stake, he warned, noting that it may be impossible to attract the next generation to the profession if seafarers do not feel safe.

AIR FORCE RESCUE DIVERS RECOVER A BODY FROM CAPSIZED US-FLAG SUPPLY SHIP
The US Coast Guard reported that rescue teams had recovered the body of one seafarer from the capsized US-flag supply ship Mariana, which lost power after Super Typhoon Sinlaku struck the Northern Mariana Islands.
Rescuers said they were continuing to search at the site of the wreck and across the region for the other five members of the crew.
The Coast Guard lost contact with the vessel on April 16, after the crew reported it had lost its starboard engine as the storm was approaching.
The overturned hull of the 145-foot ship was located on April 18.
The crew of the USCGC Frederick Hatch completed a comprehensive subsurface evaluation and used drones on the interior of the vessel to locate and recover the deceased crewmember on April 20.
Diving operations resumed the following day with the arrival of the Japan Coast Guard vessel Akitsushima.
Rescuers located one raft partially inflated and partially submerged approximately 95 nautical miles northeast of the overturned vessel.
An inflatable, 12-person orange life raft is still missing.
