SAIL-IN TO FOCUS ON COAST GUARD FUNDING, MARITIME REVITALIZATION
MM&P officers and members will be making the rounds on Capitol Hill on Wednesday as part of the 14th Maritime Industry Congressional Sail-In.
The Sail-In is the only opportunity for maritime labor and carriers to jointly meet with members of the House of Representatives and the Senate to urge Congressional action on issues critically important to our union and to all of maritime labor.
Among the issues that will be raised in these meetings will be the impact the lapse in funding for the Coast Guard is having on our industry.
MM&P and other maritime unions will again emphasize to Congress that the slowdown in credentialing operations during the funding lapse is creating a worsening workforce crisis.
The unions are urging that the National Maritime Center’s credentialing and examination operations be designated as essential to national security and the defense industrial base, and that full National Maritime Center staffing be restored so that all pending applications, renewals and examinations can be processed without delay.

“LAPSE IN GOVERNMENT FUNDING IS INTERFERING WITH CRITICAL MARITIME OPERATIONS”
MM&P and MIRAID are part of a coalition of stakeholders who are warning that operations critical to the industry are being compromised by the Congressional stalemate over funding the Department of Homeland Security.
The funding lapse began over two months ago as a result of a dispute over immigration policy.
The maritime coalition last week sent an urgent appeal to Coast Guard Commandant Kevin Lunday calling for certain agency functions to be designated as “essential” so their operations can resume.
In the letter, the coalition warned that reduced operations are already having “immediate, serious, and compounding” effects on maritime safety, commerce, and national security.
The coalition is urging the Coast Guard to fully restore staffing for Vessel Traffic Services (VTS), merchant mariner credentialing and vessel documentation.
“The Merchant Marine is critical to national defense but depends on a functioning credentialing system to maintain readiness for both commercial and defense needs,” the coalition wrote.
“Since mariners must hold valid credentials to serve aboard US-flag vessels, any lapse or delay effectively sidelines qualified personnel.”
Vessel Traffic Services, which oversee ship movements in some of the nation’s busiest waterways, are also under dangerous pressure.
“Without active monitoring, the risk of collisions, groundings, and environmental incidents increases significantly, particularly in constrained channels where large vessels have limited maneuverability,” industry leaders warn.
The situation is also serious at the National Vessel Documentation Center, where reduced staffing has brought the issuance of vessel registrations, ownership transfers and mortgage recordings to a standstill.
“The backlog is creating uncertainty not only for vessel operators but also for financial institutions involved in maritime lending,” the coalition warns.
Maritime unions and employers argue that during government shutdowns, maritime safety must have the same priority as aviation safety.
They are calling on the Coast Guard to designate credentialing and documentation as critical to national security and commerce, and VTS operations as essential to the protection of life and property.

MM&P MEMBERS AT DOD PROTECTED AS LEGAL CASE PLAYS OUT
The collective bargaining agreements covering most Department of Defense employees have been officially terminated under the terms of a memo issued on April 9 by Defense Secretary Pete Hegseth.
The memo directed that all CBAs—with limited exceptions for certain categories of employees—be terminated within 24 hours.
MM&P members’ labor rights remain in effect under the terms of a preliminary injunction issued by federal Judge Paul Friedman on Sept. 30, 2025.
In that case, Judge Friedman granted the request made by MM&P and several other unions to block the application to their members of an Executive Order issued by President Trump that took away the labor rights of hundreds of thousands of DoD employees.
Judge Friedman found that President Trump had exceeded his authority when he tried to exclude MM&P FEMG members from federal sector labor law.
“[W]hen people are deprived for a substantial period of time of their right to arbitrate their grievances, to bargain collectively, and the unions are deprived of their ability to have dues withheld from paychecks, that harm is really… irreparable,” Judge Friedman said.
Federal civilian workers have had the legal right to collectively bargain with their government-agency employers since the early 1960s.
The Trump administration had argued that allowing federal workers to have union representation was a threat to national security.
Judge Friedman ruled, however, that the Executive Order’s “breadth was in furtherance of unrelated policy goals,” adding that the President “acted beyond the narrow national security related bounds of the exclusion provisions and did so to achieve improper goals, such as retaliating against unions and protected activities.”
“Congress explicitly found that collective bargaining, labor organizations and federal unions are in the public interest, and it is unlawful to undercut them by executive fiat,” said MM&P Government Fleet Representative Randi Ciszewski.
“MM&P remains steadfast in our mission to protect every member’s rights and to defend our power to bargain collectively on behalf of forgotten heroes—American merchant mariners who selflessly support our troops.”
“MM&P will challenge any attempt to take away our members’ right to collective bargaining,” said MM&P President Don Josberger.
US NAVY SEIZES IRAN-FLAG CARGO SHIP SEEKING TO BYPASS BLOCKADE
The US Navy on Sunday fired on and boarded an Iranian containership near the Strait of Hormuz.
US Central Command said in a statement that it had repeatedly ordered the vessel, MV Touska, to turn around because it was approaching the blockaded area.
After six hours, US forces instructed the crew of the Iranian ship to evacuate the engine room, at which point the Arleigh-Burke class destroyer USS Spruance opened fire on it.
US Marines later rappelled onto the deck of the Touska, taking control of the ship and its cargo.
In a statement, Iran’s joint military command said the attack on the ship was a violation of the ceasefire agreement and pledged that it would retaliate “soon.”
It also said it was reimposing “strict control” on the Strait of Hormuz.
Negotiations scheduled to take place in Islamabad between the US and Iran on Tuesday have not yet been confirmed.

COAST GUARD LOCATES OVERTURNED HULL OF US-FLAG SUPPLY SHIP LOST IN TYPHOON
The Coast Guard said Saturday that the crew of an HC-130 Hercules had spotted the overturned hull of the Mariana, a US-registered supply ship that went missing off Saipan with six people on board.
The search team spotted the hull approximately 100 nautical miles from the Mariana’s last known position.
After receiving a report from the vessel manager that the ship had lost its starboard engine, Joint Rescue Coordination Center Honolulu established a one-hour communication schedule with the Mariana’s crew.
They remained in contact for several hours before transmissions stopped that evening.
A plane dispatched to search for the ship on Thursday turned back because of poor weather, with strong winds from the super typhoon limiting visibility and flight operations, the Coast Guard said in a press release.
Early Saturday, the Coast Guard conducted another aerial search pattern based on the Mariana’s last known position.
The HC-130 Hercules aircrew spotted the capsized vessel’s hull at a position about 34 nautical miles northeast of Pagan Island.

BOARD OF PILOT COMMISSIONERS FOR SAN FRANCISCO, SAN PABLO AND SUISUN OPENS APPLICATIONS
The Board of Pilot Commissioners for the Bays of San Francisco, San Pablo and Suisun (BOPC) has opened applications for its 2026 Pilot Trainee Training Examination.
The BOPC is seeking eligible mariners for its Pilot Trainee Training Exam—the gateway to qualifying for the BOPC’s pilot training program, and the pathway to become a BOPC licensed pilot.
The application period for the 2026 Trainee Training Examination is open now through May 15, 2026, 5:00 P.M., Pacific Daylight Time. Here is the timeline:
· On Monday, July 20, the BOPC will administer to qualified applicants a virtual proctored Knowledge-Based Test (formerly referred to as the Written Exam).
· Applicants who meet or exceed the cut score set by the Board for the Knowledge-Based Test will be invited to participate in the Simulator Evaluation Exam to be held Aug. 11–14 at Cal Poly Maritime, located in Vallejo, Calif.
· Applicants who pass the Simulator Evaluation Exam will sit for a Virtual Interview, which will be used to rank the list of applicants who have passed the Knowledge-Based Exam and the Simulator Evaluation Exam.
Application Deadline
· The complete application must be received at the Board office by May 15, 5:00 P.M., Pacific Daylight Time.
