US FLEET HONORS REP. SALUD CARBAJAL WITH SALUTE TO CONGRESS AWARD

Rep. Salud Carbajal has been honored by the International Propeller Club of the United States for his years of advocacy for the American maritime industry.

Carbajal (D-Calif.) is the ranking member of the House Coast Guard and Maritime Transportation Subcommittee and a member of both the House Committee on Armed Services and the House Committee on Agriculture.

Along with his strong support for the US-flag fleet, he is known for his ability to work across the aisle to advance bipartisan legislation.

Along with Mississippi Republican Mike Ezell, chair of the Coast Guard and Maritime Transportation Subcommittee, Carbajal last year cosponsored legislation to increase cargo preference for all US Department of Transportation cargoes to 100 percent.

The two also cosponsored legislation to overhaul the Coast Guard credentialing exam in favor of a new and more streamlined process.

Officials of MM&P and MIRAID were among several hundred industry leaders who gathered on May 6 at the Army-Navy Club in Arlington, Va., to congratulate Carbajal and express their appreciation for his years of advocacy for the men and women of the American maritime industry.

“I am proud to support the Jones Act, the Maritime Security Program and Cargo Preference,” Carbal said in accepting the award.

“All of us here know the importance of the Jones Act,” he said, adding “I believe that Congress needs to strengthen it in the future” so that “broad, open-ended waivers” like the ones that have been issued by the Trump administration will not take place in the future.

In his remarks, Carbajal noted the strong support that the American maritime industry has traditionally received from lawmakers on both sides of the aisle.

“I noticed something about the list of former recipients of this award,” he said.

“It is bipartisan.

“There is nothing more bipartisan, or more American, than the American maritime industry.”

Carbajal asked those present to always consider him “a partner in the extremely worthwhile endeavor of ensuring that Americans can carry American cargo and that we are not beholding to foreign shipping interests.”

If the programs and policies necessary to advance the American maritime industry are supported by the administration and Congress, he added, “the US can once again be a maritime powerhouse.”

The Salute to Congress award is presented annually to a member of Congress who demonstrates a keen awareness of the importance of the maritime industry to the economic, homeland, and national security of the United States.

JONES ACT WAIVER CAUSING “MASSIVE UNCERTAINTY” AMONG CADETS

The administration’s broad Jones Act waiver is causing students and prospective students to rethink their decision to enter the maritime industry, leaders of the state maritime academies have told US Transportation Secretary Sean Duffy.

The heads of the six state maritime academies told the transportation secretary in an April 28 letter that the waiver is creating “massive uncertainty for students and prospective students” considering a maritime career.

Each year, the state maritime academies produce about 75 percent of US licensed officers.

Most of them go on to work in the domestic maritime industry in the Jones Act trades.

In their letter, the academy leaders thanked the administration for its gestures of support for maritime, while also expressing serious concerns about the negative impact of the waiver on those who are deciding whether or not to enter the industry.

“Thank you for your clear, strong interest in American mariner education and the need to address the national mariner shortage,” the academy leaders told Duffy.

“We are extremely grateful for the Trump Administration’s historic commitment to revitalizing the American maritime industry.

“Today, however, we write to you about the Administration’s recent decision to extend the 60-day Jones Act waiver by an additional 90 days for over 600 products.

“By outsourcing US mariner jobs to foreign mariners, this waiver is completely contrary to efforts to revitalize the American maritime industry,” they noted.

“[It] will undermine your efforts to address the national mariner shortage.

“Further, this broad waiver is particularly surprising because there are other, more narrowly scoped ways to waive the Jones Act when absolutely necessary, including requiring that American vessels are given the first chance to transport any necessary cargo, something the current waiver does not do.”

The letter was signed by the leaders of Great Lakes Maritime Academy, Cal Poly Maritime, State University of New York Maritime, Texas A.M. University at Galveston, Massachusetts Maritime Academy and Maine Maritime Academy.

The academy heads said they would welcome the opportunity to discuss the impact of the waiver on current students and prospective students who are considering a career in the American maritime industry.

US PAUSES MILITARY ESCORTS OF MERCHANT SHIPS; IRAN SEEKS TO FORMALIZE STRAIT OF HORMUZ TOLLS

President Trump said last week that he had decided to pause the deployment of military vessels to escort merchant ships through the Strait of Hormuz.

In the two-day period in which American military vessels were deployed as escorts—an operation known as Project Freedom—the MM&P-crewed Alliance Fairfax and a US-flag tanker became the first American vessels to exit the strait since the conflict began.

In the intervening week, there has been no discernible progress in US-Iran negotiations.

Iran last week told shipowners that they should use a dedicated email alias, info@PGSA.ir, to contact the Islamic Revolutionary Guard Corps for authorization to transit the strait and instructions on how to pay tolls.

The month-old ceasefire was interrupted last week by a series of small-scale military strikes.

American warships fired on military facilities along Iran’s coast.

On May 5, several members of the crew of a Maltese-flagged containership were injured when their vessel was struck by a projectile.

The United Arab Emirates said on May 10 that it had again been attacked by Iranian drones.

The US, meanwhile, has enforced a naval blockade on Iranian ports, ordering some ships away and warning shipping companies that they could face sanctions if they pay Iran for passage.

About a fifth of the world’s trade in oil, natural gas and fertilizer passed through the strait before it was effectively closed by Iran.

CREW OF USS FRANK CABLE TO RECEIVE CNO AFLOAT SAFETY AWARD

The crew of Military Sealift Command submarine tender USS Frank Cable has been selected to receive the 2025 Chief of Naval Operations Afloat Safety Award.

Recipients of the award are recognized for making significant contributions to Navy safety and occupational health.

The award is presented to the crews of Navy ships and submarines who demonstrate outstanding safety performance and comprehensive safety reporting throughout the fiscal year.

Frank Cable operates with a hybrid-crew of Civil Service mariners and US Navy sailors who carry out the specialized repair and support of submarine missions and vessel operations in the US 5th and 7th Fleet areas of responsibility.

The Civil Service mariners who sail aboard USS Frank Cable are represented by the MM&P Federal Employees Membership Group.

In recognition of their fiscal year 2025 accomplishments, the crew of Frank Cable will be presented with a commemorative plaque and the vessel will be authorized to display the prestigious Green Safety “S.”

“These award winners are recognized for their exceptional professionalism, commitment to excellence, solid leadership, teamwork, and an in-depth risk management culture which results in safe and effective operations,” says Rear Adm. Daniel P. Martin, commander, Naval Safety Command.

“All nominees are to be commended for the significant contribution they have made to reducing mishaps, increasing mission readiness and preserving our most precious asset: sailors and civilians.

“Congratulations to all for a job well done.”

MSC directs and supports operations for approximately 140 civilian-crewed ships that replenish US Navy ships at sea, conduct specialized missions, preposition combat cargo at sea around the world, perform a variety of support services, and move military equipment and supplies to deployed US forces.

MM&P represents the LDOs, Pursers and MSOs aboard all Military Sealift Command CIVMAR manned ships.

AUSTRALIA BANS FOC SHIP FOR NOT PAYING CREW, CHARGING FOR DRINKING WATER

The Australian Maritime Safety Authority banned a Liberia-flagged ship for six months for violating the Maritime Labor Convention after inspectors found the crew was not being paid and was being charged for potable water.

The vessel, FPMC B Forever, was banned from the country’s ports until Oct. 4 after AMSA inspectors who boarded it for a port state control inspection on April 23 found that members of the crew had been underpaid by the equivalent of almost $11,000.

The inspection team found numerous other violations of the Maritime Labor Convention, including that the crew was being charged for drinking water.

The 2010-built bulker is part of a fleet that is operated by Taiwan-based Formosa Plastics Group, which has more than 40 vessels, including chemical tankers, product tankers, bulk carriers and gas carriers.

“Underpaying seafarers—by any amount—is unlawful and will trigger enforcement,” said AMSA Acting Executive Director of Operations Greg Witherall.

“This action should serve as a warning to operators who think they can cut corners at the expense of the crew.

“If you underpay your crew, the cost to you will be far higher than the wages you tried to withhold.”

In April, AMSA also banned the Chinese-owned bulk carrier BBG Wuzhou for six months for MSC violations including unpaid wages.

Another Chinese-owned bulk carrier, Ocean Bright, received the same penalty for illegal wage withholding.

International law established under the MLC requires that crewmembers be paid on time.

It also requires that they be given adequate rest, access to support, crew transfer and safe accommodations.

APPLE CLOSING ITS ONLY UNIONIZED RETAIL STORE

Workers at Apple’s only unionized retail store filed an unfair labor practice charge against the tech giant after it said it will close the store and not allow people who work there to transfer to other Apple locations.

Workers at the company’s Towson, Md., location made history in June 2022 when they voted by a large margin to join the International Association of Machinists.

It then took them two years and the threat of a strike to get to a first contract.

Now the union is going head-to-head with the company, alleging in an unfair labor practice suit at the National Labor Relations Board that Apple illegally targeted the store for closure and is punishing those who work there for voting to unionize.

“Financially, we were doing fine; foot traffic [was] fine. So there’s no other reason to shut us down than to basically bust the union,” Eric Brown, who works at the Apple store, told a local news station, WMAR 2 Baltimore.

The Maryland congressional delegation sent Apple a letter on May 4 requesting “confirmation that displaced workers will not be left behind by the closure decision and will have the same access to support as other Apple employees.”

The union and its legal counsel, Bill Haller, claim that Apple is refusing to let the Towson employees transfer to nearby stores because the workers chose to unionize.

“To decide to take our people and segregate them out and say that you are not going to be allowed to transfer like every other Apple employee is despicable,” said IAM Eastern District Vice President David Sullivan.
