US-FLAG FLEET GOES TO CAPITOL HILL TO ADVOCATE FOR AMERICAN SHIPS AND CREWS
Representatives of labor unions, US-flag shipping companies, maritime trade associations and the maritime academies spent a day on Capitol Hill on April 8, advocating for the US-flag fleet.
They asked members of Congress to increase the number of jobs for American merchant mariners and the share of cargo carried aboard US-flag vessels.
The occasion was the “Maritime Industry Congressional Sail-In,” now in its 13th year.
The Sail-In is an opportunity to consolidate relationships with members of Congress who stand with maritime labor in defense of the US-flag fleet.
It is also an opportunity to establish ties with legislators who may have only moderate awareness of the role that American ships and crews play in our economy, our national security, and our national defense.
This year, 140 people took part, making this the largest Sail-In since 2012.
They had 135 meetings with members of Congress and staff.
Participants included MM&P and the other major seafaring unions; Jones Act companies and organizations; the state maritime academies; the AFL-CIO Transportation Trades Department; and the AFL-CIO Maritime Trades Department.

EXECUTIVE ORDER AIMS TO BOOST SHIPBUILDING AND INCREASE DEMAND FOR US VESSELS
President Trump last week signed an executive order aimed at revitalizing the maritime industry.
He had previewed parts of the executive order during his March 4 address to a joint session of Congress.
The order released by the White House last week includes new specifics, such as probable funding sources including fines, fees, tax revenues and tariffs on Chinese-built ships and cargo-handling equipment with Chinese components.
It calls for:
— a maritime security trust fund to provide incentives for shipbuilding;
— maritime opportunity zones to promote investments in shipbuilding; and
— certification that carriers offloading US-bound foreign cargo in Mexico or Canada pay the relevant charges and an additional 10 percent fee.
Under the terms of the order, the Maritime Administration will coordinate with stakeholders to create a detailed maritime action plan.
The executive order calls for increasing the size of the US-flag commercial fleet trading domestically and internationally, with the goal of promoting economic security.
It also directs the Secretary of Defense to conduct a review and issue guidance on the funding, retention, support, and mobilization of a robust inactive reserve fleet.

US SECRETARY OF TRANSPORTATION VOWS TO HELP REBUILD KINGS POINT
US Transportation Secretary Sean Duffy has pledged to help assemble the resources needed to renovate the US Merchant Marine Academy at Kings Point.
“You don’t deserve to have an academy that’s dilapidated,” Duffy told midshipmen in an April 6 speech.
“The problem is, you guys haven’t had the focus of a secretary to say, ‘We’re going to turn this around.’”
In the speech, Duffy pledged to help find the resources needed to restore campus systems and buildings, most of which are more than 80 years old.
He said he had been astonished to hear that some midshipmen have been living with mold in their accommodations and don’t have regular access to hot water.
Audits by the Government Accountability Office have repeatedly detailed the extent of the academy’s problems.
Kings Point trains licensed merchant marine officers who work in commercial and military transportation and serve as a vital link in America’s defense and supply chain.
Graduates must fulfill a service obligation of five years in the US maritime industry along with an eight-year military reserve officer obligation.
Alternatively, graduates may serve for five years on active military duty in any branch of the armed services.
Duffy, who was accompanied on his visit by Rep. Thomas Suozzi (D-N.Y.), said the academy’s deteriorating infrastructure is a bipartisan issue.
Suozzi and three other members of Congress from Long Island have introduced a bill to invest $1 billion in federal funding for infrastructure improvements on the campus over 10 years.
Duffy has declined to endorse a specific figure but has said that 10 years is too long, and that the academy needs to be rebuilt sooner.
He has pointed to China’s increasing dominance in shipping and shipbuilding as a cause for concern, noting that China built more tonnage last year than the entire production of all American shipyards since World War II.
“That is going to change—and you all are part of that change,” he told the midshipmen.

GLOBAL SEAFARER, A PUBLICATION OF THE NAUTILUS FEDERATION, IS NOW ONLINE
The new issue of Global Seafarer, the quarterly publication of the Nautilus Federation, has been posted on the MM&P website.
In this issue of Global Seafarer:
— Criminalization: After the bow ramp of a Croatian ferry fell, killing three people, investigators determined the company was probably at fault—but the government of Croatia blamed licensed deck officers and the bosun—who now faces up to 15 years in prison. Nautilus and its affiliate, the Seafarers’ Union of Croatia, are defending the union members who have been charged in the case.
— Exploitation: Nautilus/ITF inspector Matt Parsonage describes how he helps seafarers on FOC ships address problems that range from unpaid wages and unsafe working conditions to abandonment and the pressure to “adjust” records of work and rest.
— Aggression and Harassment: A new study published in the International Maritime Health Journal finds aggression and harassment remain at much higher levels for the world’s seafarers than for workers ashore—almost one in four of the 800 international seafarers who responded said they had been the victim of verbal or physical aggression in the previous 12 months.
MM&P is one of the 22 maritime unions that belong to the Nautilus Federation and one of the nearly 700 transport unions in 147 countries that belong to the ITF.

NATIONAL WEATHER SERVICE MAY DISCONTINUE UNIFIED SURFACE ANALYSIS
The National Weather Service is soliciting public comments through April 20, 2025, on the proposed discontinuation of the Unified Surface Analysis.
MM&P believes the Unified Surface Analysis should not be discontinued because it provides information that is useful to meteorologists and professional mariners.
The more information one has, the better the decision.

NATIONAL MARITIME CENTER WEB-BASED TOOLS NO LONGER AVAILABLE
The Coast Guard’s online public access portal, Homeport, was taken offline permanently on April 12.
Below are the primary mariner credentialing services affected by the change and alternative methods to access them.
Merchant Mariner Application Status: To check the status of an application for a merchant mariner credential or medical certificate, contact NMC at 1-888-427-5662, IASKNMC@uscg.mil, or Live Chat.
NMC customer service agents are available M-F, 8:00 a.m.-5:30 p.m. eastern time zone.
The NMC experiences its busiest times around midday. To avoid longer wait times, NMC recommends calling early in the morning when phone lines are less busy or using the Live Chat service, which during normal business hours will connect you with the NMC support team.
If emailing for application status, include “Status” in the subject line of your e-mail along with the mariner name(s) and mariner reference number(s) in the body of the email.
Processing times vary based on email volume.
Merchant Mariner Credential Verification: To verify the authenticity of an MMC, email IASKNMC@uscg.mil.
For a faster response, include “Credential Verification” in the subject line of your email along with mariner name(s) and mariner reference number(s) in the body of the email.
Mariner Training and Assessment Data (MTAD): Course curricula and course certificate modification requests should be sent to NMCCourses@uscg.mil.
To prevent delays in mariner applications, course and program completions should be documented through the issuance of completion certificates.
Completion certificate format and content should match that approved by the NMC during the approval process.

DEPENDENT ELIGIBILITY AUDIT
The Trustees of the MM&P Health & Benefit Plan are committed to managing the ever-increasing cost of health care so the Plan can continue to provide benefits to current and future participants.
To ensure that all benefit dollars are being spent according to the terms of the Plan and in light of the Trustees’ fiduciary duties, an audit will be conducted to verify the eligibility of dependents covered by the Plan.
The Plan has contracted with Part D Advisors, Inc. (PDA) to handle the details of the dependent eligibility audit.
In April, PDA will mail Plan participants a Dependent Eligibility Verification Form.
You will see the Plan logo on it, so you will know that it is a legitimate request and that your personal information is safe.
You will need to complete and return the form along with legal documents to verify that your dependents meet the Plan’s definition of an eligible dependent.
The mailing will include a list of the required documents.
Your participation in the dependent eligibility audit is mandatory.
If PDA does not receive your completed Dependent Eligibility Verification Form and the required documents before the deadline specified on the form, coverage for your dependent(s) will end.
If claims have been paid for someone who is not eligible for coverage, the Plan has the right to recover the amounts it has paid.
We suggest that you begin assembling documents now to help you comply by the audit deadline.
For example, if you cover your spouse and children, you will need to provide your marriage certificate, birth certificates for your children and your most recent federal tax return.
If you are divorced, you will need to provide court documents.
PDA and the Plan understand that protecting your personal information is of the utmost importance.
All participant data is kept confidential and private by PDA.
PDA will not disclose, sell, or share personal information with anyone other than the Plan.
All such information provided will be forwarded to the Plan upon completion of the project and any copies will be destroyed by PDA.
We realize that complying with this audit requires additional effort on your part, and we appreciate your cooperation in this important effort to ensure that our health care dollars are being spent according to the Plan’s eligibility rules.

WEST COAST MARITIME LABOR PANEL DISCUSSION ON APRIL 17
A discussion of the legal and historical forces that have shaped maritime labor on the West Coast will be held in person and virtually over Zoom on April 17.
The program will explore the role of the International Longshore and Warehouse Union (ILWU), mariner civil rights, and key legal battles that have defined waterfront labor.
The panelists include: MM&P President Emeritus Don Marcus; the Hon. Marsha Berzon of the Ninth Circuit Court of Appeals; Catherine Fisk, law professor at the University of California at Berkeley; and Reuel Schiller, law professor at the University of California College of Law, San Francisco.
