LICENSED DECK OFFICERS AT OSG VOTE FOR MM&P REPRESENTATION!

Licensed deck officers at OSG have voted to be represented by the International Organization of Masters, Mates & Pilots.

OSG chief mates, floating chief mates, second mates, and third mates voted in the representation election.

The ballots were counted on Oct. 22 at the Region 12 office of the National Labor Relations Board, which is located in Tampa.

Turnout was high: Over 90 percent of the OSG LDOS voted in the election, which MM&P won by a wide margin.

OSG is a wholly owned subsidiary of OSG Ship Management Inc.

In January 2024, licensed deck officers at Alaska Tanker Company (ATC)— another wholly owned subsidiary of OSG Ship Management Inc.—also voted by a wide margin in favor of MM&P representation.

ATC operates three U.S.-flag Alaska-class crude oil tankers transporting crude oil from Alaska to refineries along the West Coast.

OSG operates another 13 vessels that are part of this successful organizing effort.

The MM&P Offshore Membership Group campaign to represent the OSG and ATC LDOs was led by MM&P Atlantic Ports Vice President Captain Tom Larkin, with the support and assistance of the other members of the MM&P Offshore Advisory Committee, pensioner member Captain Shawn Tucy, and numerous others.

“Thank you to all the licensed deck officers at OSG for staying the course,” Larkin said.

“Your resolve and support have brought us to the next leg of our voyage. MM&P will not waiver in protecting and promoting your interests.”

OSG is headquartered in Tampa. It owns and operates ten U.S.-flag Jones Act tankers licensed to transport crude oil and refined petroleum products between ports within the United States.

It also owns and operates three U.S.-flag tankers licensed to transport petroleum products between foreign ports and U.S. ports.

“The overwhelming votes in favor of MM&P representation are a testament to the determination and solidarity of the licensed deck officers of ATC and OSG, as well as to the personal initiative and commitment of MM&P Vice President Captain Tom Larkin and the expertise of the MM&P legal team,” said MM&P President Don Marcus.

“Unquestionably, this is the largest successful bottom-up organizing effort of licensed deck officers in the U.S. merchant marine in at least fifty years.”

“All the resources of MM&P will be utilized to see this through to ratified ATC and OSG first-contracts.”

“THE APA AND STATE-LICENSED PILOTS WILL ALWAYS HAVE MM&P’S FULL SUPPORT”

The American Pilots’ Association and its affiliated state-pilot groups will always have the full support of the International Organization of Masters, Mates & Pilots, MM&P President Don Marcus told APA officers, members and staff at their annual Convention, which took place last week in New Orleans.

The two organizations were founded within three years of each other, he noted, and “share a long history of protecting and advancing the welfare of those responsible for the safe navigation of ships.”

In his speech, Marcus remembered longtime MM&P Pilots Group Vice President Captain George Quick, who passed away last year after more than four decades at the helm of the union’s pilot group.

He was “recognized as one of the world’s foremost experts in maritime regulation,” Marcus noted, adding that in recognition of his advocacy for seafarers, Quick had recently been honored posthumously with the International Transport Workers’ Federation Gold Badge Award.

“The concerns of all seafarers were always included in George’s portfolio,” Marcus said, but “pilots were his constituency, and he never, ever forgot them.”

MM&P President-Elect Don Josberger and MM&P Pilots Membership Group Vice President Kip Carlson also attended the Convention.

Carlson introduced current and incoming leaders of the MM&P Pilots Membership Group: Vice President-Elect Tim Ferrie, and Regional Representatives Thomas Evans (At-Large), Zack Kellerman (West Coast), Kristi Taylor (Gulf Coast), and John Traut (East Coast).

“MM&P is committed to advancing the interests of state licensed pilots,” Marcus said.

“As an independent affiliate of the AFL-CIO, we are well positioned to serve you in Congress, in state and local legislatures, in the House of Labor itself, in national and international regulatory forums, and, of course, on our own General Executive Board and on our Board of Trustees.”

“We pledge our full cooperation with the American Pilots’ Association and with the pilots who bring such tremendous credit to both of our organizations and to the maritime profession as a whole.”

AWARD FOR HEROISM TO MM&P MEMBERS ABOARD STATEN ISLAND FERRY DOROTHY DAY

MM&P members sailing aboard the Staten Island Ferry DOROTHY DAY were honored at the Admiral of the Ocean Sea awards ceremony for extinguishing a fire that had broken out near the ferry and yards away from a fuel barge in the early morning hours of July 13.

Deckhands Anthony Gallo and Kirill Samoilenko accepted the award, the AOTOS Mariners’ Plaque, on behalf of the crew of the DOROTHY DAY.

“With complete disregard for their own safety, our deckhands jumped into action and pulled four fire hoses out within a minute of the alarm bells being sounded,” said MM&P City Representative Anthony Turzio.

“Their outstanding performance had the fire out in less than five minutes, with no damage to the vessel, the pier or the fuel barge.”

“Our members deserve the highest praise for their instantaneous and professional response to this emergency,” said MM&P President Captain Don Marcus.

“Their performance is in the highest tradition of Masters, Mates & Pilots.”

The Honored Seafarer awards commend the heroism of American seafarers who have risked their lives to save others and the outstanding seamanship of officers and crews of vessels participating in rescue operations.

Nearly 800 maritime industry leaders gathered at the AOTOS ceremony in New York City this year to recognize the distinguished group of honorees.

Among those honored was Seafarers International Union Executive Vice President Augustin “Augie” Tellez, who was recognized for his lifelong commitment to protecting the well-being of seafarers.

“A hearty congratulations from all at MM&P to Augie Tellez,” said MM&P President Don Marcus.

“His leadership at countless government forums and during the pandemic showcased his unwavering dedication to the maritime workforce.”

During the ceremony, an AOTOS Special Recognition Plaque was awarded to ILWU Local 142 and Hawaii Longshore Division for their heroic response to the Maui wildfires.

TOTE Group President and CEO Tim Nolan and Fairwater CEO Daniel J. Thorogood were also recognized at the event.

APL CONTINUES FLEET RENEWAL WITHOUT REGARD TO SAFETY OF LIFE AT SEA

U.S.-government-subsidized American President Lines, a division of France’s CMA-CGM, is flagging another 837-foot, 6552-TEU newbuilt container vessel into the Maritime Security Program.

The M/V PRESIDENT MONROE is the fourth of up to seven new ships (following the PRESIDENT REAGAN, the PRESIDENT JOHN QUINCY ADAMS, and the PRESIDENT GRANT) that APL is adding to its fleet to replace older vessels.

While MM&P salutes new tonnage being brought into the U.S. Merchant Marine, the unsafe way APL is doing so is deplorable.

Notwithstanding a $5.3m-per-vessel annual federal subsidy, APL has chosen to downgrade the safe navigation of its fleet.

While CMA-CGM vessels of similar size and in similar trades flying the flag of France or flag-of-convenience countries—including Malta—typically carry five Licensed Deck Officers, including the Master and a day-working Chief Mate, local U.S. management has made what it calls a “business decision” to eliminate one navigation officer.

The result is that the Chief Mate must stand the missing officer’s navigation watch as well as complete the multitude of standard Chief Mate duties required under the company’s safety management system (SMS).

While the remaining officers struggle to carry out their required duties during permitted hours of work and comply with the company SMS—failure to complete one SMS item may lead to termination—the company has implemented the following “innovative” ways to increase productivity:

— Downgrading its once highly regarded Bridge Team Management system. This system was implemented some twenty years ago after careful analysis of several tragic marine casualties. Fewer Deck Officers will now be on duty during operationally challenging times. Safety is being compromised.

— Chief Mates must attend to their many administrative duties while on navigation watch at sea. Doing so while a vessel is underway is inherently unsafe.

— Chief Mates are advised to conduct their morning maintenance planning meetings with other crew members while on navigation watch at sea.

— Chief Mates are expected to work through their breakfast to complete their duties within the unofficial 90- to 98-hour work week.

— Masters who scrupulously maintain and enforce work/rest requirements or register safety concerns are chastised as being poor managers and are subject to coercive “Performance Improvement Plans.”

— No training provided to Deck Officers for an entirely new Wartsila Bridge Navigation Suite.

— Unceasing revisions of ISM/SMS requirements that are geared to shifting all responsibility from the company to the Master.

APL continues to fail to include 46 CFR Section 8104(a) as part of its SMS. This safety regulation has been a federal requirement for decades.

It requires the following: An owner, charterer, managing operator, master, individual in charge or other person having authority may permit an officer to take charge of the deck watch on a vessel when leaving or immediately after leaving port only if the officer has been off duty for at least 6 hours within the 12 hours immediately before the time of leaving.

These and other unilateral changes to the working conditions, health and safety of MM&P Deck Officers are the subject of Unfair Labor Practice charges filed with Region 21 of the National Labor Relations Board.

Among the eight separate counts of failing to bargain in good faith is “[d]ealing directly with employees regarding work/rest hours, safety, and crewing in derogation of the Union by meeting with groups of employees regarding those topics over the specific objection of the Union and despite demands that the Employer bargain only with the Union on those topics.”

MM&P and affected vessel Masters have also brought this to the attention of the highest level of the U.S. Coast Guard.

We urge every member aboard ship, whether employed at APL or at any other company, to put their health, their safety, their license and their livelihood first.

No job or company faux approval is worth risking any of those.

NMC TO REJECT INCOMPLETE MMC APPLICATIONS DURING INITIAL SCREENING

The National Maritime Center says that beginning on Dec. 1, 2024, it will reject merchant mariner credential applications that are incomplete.

Incomplete applications are those that are missing the following required items:

— a complete CG-719B on the current version of the form;

— evidence that the applicant holds a TWIC card or has applied for one;

— evidence of payment of the required evaluation fee (use of pay.gov is the preferred method of fee payment);

— evidence of satisfying applicable drug testing requirements.

If an application package is found during initial screening to be missing any of these items, the applicant will be emailed a Notice of Rejected Incomplete Application that indicates what is missing.

If the original submission is rejected, the applicant will have to resubmit the entire application package and include the missing item(s).

The documentation in the incomplete application will not be retained by the NMC or returned to the applicant.

COLUMBIA RIVER BAR PILOTS ACCEPTING APPLICANTS

The Oregon Board of Maritime Pilots and the Columbia River Bar Pilots are accepting applicants to fill expected vacancies in the next few years.

Applicants must have at least one year of sea time as Master on commercial ships over 5,000 GT to apply and two years of sea time to be accepted.

The Pilots are an equal opportunity organization looking for Captains with a broad range of experience who are interested in piloting on the demanding Columbia River Bar.

Candidates must have a command personality with strong decision-making skills.
