BIPARTISAN GROUP OF LAWMAKERS RELEASE PLAN TO REVITALIZE MARITIME SECTOR

Two senators and two members of the House of Representatives have joined together to release a wide-ranging plan aimed at revitalizing the nation’s maritime industry.

They are Sen. Mark Kelly, Rep. Mike Walz, Sen. Marco Rubio, and Rep. John Garamendi.

Their plan, which is subtitled Reversing the Decline of America’s Maritime Power, sets out a series of strategies, objectives, and actionable steps to address the challenges the industry faces.

“Decades of neglect by the U.S. government and private industry have weakened our shipbuilding capacity and maritime workforce,” it begins, “contributing to a declining U.S.-flag shipping fleet to bring American goods to market and support the U.S. military during wartime.”

They note that China now boasts “230 times more commercial shipbuilding capacity than the United States.”

“American shipyards and mariners are ready, willing, and able to do the job but can no longer be expected to compete against heavily subsidized foreign competitors in mainland China and elsewhere,” says California Democrat Garamendi.

“Congress and the U.S. military must rebuild our domestic commercial shipbuilding and maritime industrial base so we can continue to project American sea power abroad during peacetime or war.”

The key, the lawmakers assert, is a “long-term national maritime strategy” that:

— guarantees the peacetime flow to U.S. ships of U.S.-government cargo;

— provides for multi-year authorizations of critical maritime programs; and

— includes new programs that leverage tax incentives, enhanced cargo preference, operational subsidization, and federal financing to incentivize companies to ship their products on U.S.-flag ships.

MM&P, other maritime labor unions, and U.S. Secretary of the Navy Carlos Del Toro are among those who have called repeatedly for a national maritime strategy.

Among many emerging challenges, Del Toro lists competition over the industrialization of the oceans, the need to “re-define territorial waters and economic exclusive zones as sea levels rise,” and China’s rapid expansion.

“We must renew our commitment to recapitalizing national maritime power,” Del Toro says.

Walz, Republican of Florida and one of the members of Congress who developed the bipartisan plan, agrees.

“We must act now, before it is too late,” he says, “and make a once in a generation investment in the future of America’s maritime power.”

“It won’t be easy, but America has always been a maritime nation—and the stakes are too high for us to fail,” says Arizona Democrat Mark Kelly.

U.S.-FLAG MARITIME INDUSTRY HONORS CONGRESSMAN SAM GRAVES

Missouri Republican Sam Graves has been honored by The International Propeller Club of the United States with the Salute to Congress Award.

The award is presented each year to a member of Congress who supports the U.S.-flag maritime industry.

Graves is the chair of the House Transportation and Infrastructure Committee, which has jurisdiction over all modes of transportation: maritime, aviation, highways, bridges, railways, and pipelines.

A small businessman and a sixth-generation family farmer, Graves is a lifelong resident of Missouri’s Sixth Congressional District.

“I grew up on a farm on the Missouri River,” he told representatives of the U.S.-flag maritime industry who gathered on April 30 at the Army-Navy Club in Arlington, Va., to thank him for his advocacy.

“You all make things happen on the rivers and the waterways throughout the United States.”

This year’s Salute to Congress is the 4oth time representatives of the U.S.-flag maritime industry have gathered to honor a member of Congress who recognizes the importance of maritime to the economic, homeland, and national security of the United States.

The first Salute to Congress awardee, in 1985, was five-term Speaker of the House Thomas “Tip” O’Neill, a Massachusetts Democrat who served in the U.S. House of Representatives for over 30 years.

LIVING CONDITIONS ABOARD LIBERIA-FLAG BULKER “UNBEARABLE,” UNIONS SAY

The International Transport Workers Federation and authorities in Australia are working together to resolve the case of a Liberia-flag bulk carrier that has been detained in a number of ports for maintenance and safety problems, wage theft and deficient living conditions.

The ELEEN SOFIA, which is currently under arrest in Gladstone, Australia, is controlled by a beneficial owner in Bulgaria.

“The ITF’s inspectors have met this ship at a number of Australian ports to check crew welfare and safety, examine payment records, and enforce the Maritime Labor Convention standards for provisioning aboard the ship,” said ITF Australian Inspectorate Coordinator Ian Bray.

Before its current detention, authorities in Australia had targeted the vessel for frequent follow-up inspections for serious mistreatment of the crew.

A review of its records shows a March 2022 detention in New Orleans by the U.S. Coast Guard for “excessive fuel oil leaking from oil tanks, manifolds, and all high-pressure fuel lines and pumps on the main diesel engine.”

In February 2024, while the ELEEN SOFIA was docked in Port Adelaide and later in Portland, Victoria, the ITF says inspectors became aware of overdue or unpaid wages.

Inspectors were able to get the crew paid and the ship provisioned, but when it returned to Mackay, Australia, the same issues were once again identified.

In late April, ITF inspectors found the crew had “no access to food.”

They have also alleged that there was no air-conditioning in the crew cabin areas while the ship was at anchor in Bangladesh for over three months.

Additionally, the ITF says, there are “unanswered questions” about the disappearance and presumed death of the ship’s cook, who went overboard at an anchorage in South China.

The ITF is working closely with regulators, the Australian Border Force, and local port authorities in Queensland to ensure that while the vessel is under arrest in Gladstone, the remaining crew are living in healthy conditions and have access to food, shore leave, medical attention, and—potentially—repatriation.

MM&P is one of the nearly 700 transport unions in 147 countries that belong to the ITF, which represents almost 20 million workers worldwide.

MM&P MOURNS CAPTAIN MIKE MURRAY: FRIEND, MENTOR AND UNION BROTHER

The MM&P community is deeply mourning Mike Murray, a longtime and most highly respected Washington State Ferries (WSF) captain who came ashore in 2007.

After representing MM&P members employed at WSF, Captain Murray was soon elected Vice President of the United Inland Group.

As Vice President, he was known for his dedication to his duties and fairness in serving our members.

After service as Vice President, Captain Murray continued to represent our members working on the Alaska Marine Highway System and the Ketchikan Ferry.

Mike passed away peacefully at his home in Kingston, Wash., on May 7 at the age of 74, surrounded by his family.

An MM&P member for 52 years, he sailed for Washington State Ferries for 30 years before stepping into the role of United Inland Group Vice President, a job that took him from the Pacific West Coast, including Alaska, to Puerto Rico and the Great Lakes.

He was warm and friendly, modest, and reserved: a private person who didn’t speak much about himself but gave generously to his union brothers and sisters as a friend and mentor.

“Mike represented all that is best in MM&P, a true professional in his craft, a man of unflagging personal integrity and a man possessing the truest of hearts,” said MM&P President Don Marcus.

“We are devastated by his loss and mourn together with his grief-stricken family.”

UNIFIED COMMAND PREPARES TO REFLOAT MV DALI

Preparations were underway Tuesday to move the MV DALI back to the port of Baltimore after the controlled explosion of a section of bridge that had fallen across the bow of the Singapore-flag vessel.

The ship has been trapped since March 26, when it struck a pylon of the Francis Scott Key Bridge, destroying it.

The 21-member crew of the DALI remained onboard during the controlled explosion, sheltering in place.

Once the ship is out of the way, a 45-foot-deep channel can be made operational, the Unified Command said in a statement, to allow the transit of deeper draft ships into and out of the port.

The new channel will have a 300-foot horizontal clearance and a vertical clearance of 214 feet.

Vessel transits will be subject to weather conditions, the progress of salvage operations, and the Captain of the Port’s discretion, a Coast Guard spokesperson said.

A spokesperson for the Army Corps said that, in accordance with its original timeline, it expects to reopen the main shipping channel—measuring 50 feet deep and 700 feet wide—by the end of the month.

MITAGS-WEST SEEKS FULL-TIME LEAD INSTRUCTOR

MITAGS-West is seeking a full-time lead instructor, responsible for presenting courses and providing quality classroom instruction.

The position entails ensuring that course content is current, consistent with the latest directives from regulatory authorities and best practices in the maritime industry.

The lead instructor shall act as a course content expert and:

— assist in development of curriculum and professional training;

— collaborate with colleagues to ensure courses meet the needs of students and standards set by the USCG, IMO, and or other regulatory authorities;

— participate in professional development, such as conferences and training;

— brief instructors on any changes to the course curriculum or content prior to instructors teaching any course under the lead instructor’s purview;

— give feedback to the department head on the qualifications and effectiveness of instructors teaching courses under the lead instructor’s purview;

— assist the department head and, as appropriate, the assistant academic director in sourcing and recommending qualified instructors.

The lead instructor may be designated to work directly with specific companies for curriculum development or special projects.

Desired qualifications include:

— USCG Officer Level License, with experience sailing under his/her highest-level license and similar experience are a plus—may be substituted with equivalent uniformed service experience (NOAA, USCG, USN);

— if not holding a Chief Mate-Master’s license, working diligently towards that certification;

— degree in Adult Education, Maritime Sciences, or related field desired;

— two years’ experience supervising subordinates in a similar environment desired;

— experience teaching adults professional subjects for minimum of two or more years;

— experience, training, and qualifications required to obtain approval to teach the courses in the field from the U.S. Coast Guard is required;

— excellent computer skills, including MS Office Suite (Word, Excel, PowerPoint) and related information systems;

— demonstrated sound judgment and decision-making skills;

— capable of developing sound, detailed analyses to support actions and/or recommendations;

— strong interpersonal, writing and communication skills required, as well as ability to work effectively with all levels of the organization.

Position may require moderate physical activity, as well as some travel, to MITAGS-East campus or other sites and company locations as directed.

This is a full-time job with full benefits. The starting salary is $90,854.40.
