ADMINISTRATION WALKS BACK PLAN TO FIRE THOUSANDS OF USACE EMPLOYEES
The administration has stepped away from a plan to fire over 2,000 US Army Corps of Engineers workers in USACE districts nationwide who are considered as being on “probationary status.”
Federal employees who have worked in a role for less than a year, and in some cases for less than two years, are considered probationary.
Although USACE has a military mission, the vast majority of its employees are civilians.
The plan to fire probationary workers originated earlier this year in the Department of Government Efficiency (DOGE), which is run by Elon Musk.
Among those pushing back was the Pacific Northwest Waterways Association, whose 150+ members include ports, barge companies, ship operators, utilities, irrigation districts and cruise lines.
“PNWA strongly urges that the federal firing of USACE employees, and other federal employees critical to the safety and operation of a wide range of infrastructure in our region, be halted immediately,” the group wrote to the Idaho, Montana, Oregon and Washington state congressional delegations.
“USACE employees are experts who are essential in maintaining and operating our waterway infrastructure safely, protecting the millions of people who rely on its benefits including navigation, hydropower, irrigation, and flood control.”
“It can take years, and sometimes decades, for a USACE employee to gain the experience necessary to be successful in their field.”
“Losing these employees will dramatically affect the Corps’ ability to execute their mission safely and effectively.”
The letter was signed by PNWA Executive Director Neil Maunu and cc’d to Elon Musk and President Trump.
Unions, some of which are members of PNWA, were among those who expressed opposition to the plan.
“MM&P escalated our serious concerns to senior USACE HQ leaders and requested that floating plant members be excepted from this blanket, overreaching, unprecedented SOP,” said MM&P Government Fleet Representative Randi Ciszewski.
“Terminating MM&P members who provide critical manning for USACE’s floating plants will cripple its safe and successful mission accomplishment. “
“USACE HQ officials have requested exceptions by function and await DOD’s final determination.”
The MM&P Federal Employees Membership Group represents masters, mates and pilots employed by USACE.

TTD CONGRATULATES LABOR SECRETARY CHAVEZ-DEREMER ON SENATE CONFIRMATION
The AFL-CIO Transportation Trades Department, of which MM&P is a member, has congratulated Labor Secretary Lori Chavez-DeRemer on her Senate confirmation.
The former Republican congresswoman from Oregon is the daughter of a member of the Teamsters union, and during her one term in the House of Representatives she earned a reputation as pro-labor.
“During her time in Congress, Ms. Chavez-DeRemer showed a willingness to work across the aisle, engage with labor unions, and support policies that strengthen economic opportunities for hard-working Americans,” said TTD President Greg Regan and Secretary-Treasurer Shari Semelsberger in a statement.
“Her pragmatic approach and ability to navigate complex workforce issues make her well-suited to lead the Department of Labor.
“As America’s largest transportation labor federation, representing millions of card-carrying unionized transportation workers across the country, we have appreciated Ms. Chavez-DeRemer’s previous support for the PRO Act and her opposition to right-to-work laws.
“With the right leadership, the Department of Labor has played a vital role in protecting workers’ rights, enforcing labor laws, and ensuring safe workplaces.
“Amid profound challenges for working people, it is essential that this department is overseen by a leader with a demonstrated commitment to engaging on workforce issues in a serious and solutions-oriented manner.
“We look forward to working with Ms. Chavez-DeRemer to advance commonsense labor policies for all working people.”
US STRIKES HOUTHIS OVER THREATS TO SHIPPING
he US on Saturday struck multiple Houthi targets in Yemen following threats by the Iran-aligned terrorist group to resume strikes again ships.
The Houthis, who have taken control of most of Yemen over the past decade, said last week they would resume attacks on Israeli ships in the Red Sea if Israel did not lift its blockade on supplies entering Gaza.
US Defense Secretary Pete Hegseth said Sunday that the US response will continue if the Houthis make more threats.
“The minute the Houthis say we’ll stop shooting at your ships, we’ll stop shooting at your drones, this campaign will end, but until then it will be unrelenting,” Fox News quoted him as saying.
“This is about stopping the shooting at assets… in that critical waterway, to reopen freedom of navigation, which is a core national interest of the United States, and Iran has been enabling the Houthis for far too long,” he said, adding, “They better back off.”
The Houthis launched more than a year of attacks on shipping after the events of Oct. 7, 2023, triggered the start of Israel’s war with Hamas.
The group stopped the attacks when Israel and Hamas agreed on the terms of a ceasefire two months ago.
But last Wednesday, a Houthi spokesperson threatened more attacks unless Israel allowed food aid into Gaza.
A spokesperson for US Central Command described Saturday’s strikes as the beginning of a larger campaign across Yemen.

US COULD BAR SHIPS FROM COUNTRIES RESPONSIBLE FOR “MARITIME CHOKEPOINTS”
The Federal Maritime Commission has opened an investigation into transit constraints at international ports and in international shipping passages, with an emphasis on the impact of laws, regulations or practices that create “maritime chokepoints.”
The FMC is the independent federal agency responsible for regulating America’s international ocean transportation system.
The investigation into transit constraints was announced by the agency in a Federal Register Notice published on March 14.
The shipping passages under investigation are the English Channel, the Malacca Strait, the Northern Sea Passage, the Singapore Strait, the Panama Canal, the Strait of Gibraltar and the Suez Canal.
Details on conditions of transit through each are included in the Federal Register Notice.
In particular, the Commission seeks information on:
— the causes, nature, and effects, including financial and environmental effects, of constraints at one or more of the maritime chokepoints;
— the extent to which the constraints are caused by or attributable to the laws, regulations, practices, actions, or inactions of one or more foreign governments;
— the extent to which the constraints are caused by or attributable to the practices, actions, or inactions of owners or operators of foreign-flag vessels;
— the causes, nature, and effects, including financial and environmental effects, of any continued transit constraints through these passages during the rest of 2025;
— the best steps the Commission might take, over the short term and the long term, to alleviate transit constraints and their effects;
— the obstacles to implementing measures that would alleviate the above transit constraints and their effects, and how these can be addressed.
Interested parties may submit comments until May 13, 2025. Information on how to submit comments is included in the Federal Register Notice.

MORE GPS DISRUPTIONS REPORTED IN STRAIT OF HORMUZ
The Royal Navy’s maritime security arm said last week that it has received multiple reports of GPS jamming in the Strait of Hormuz.
GPS disruption thought to be linked to Iran and its proxies has occurred in the strait before.
The UK Maritime Trade Operations (UKMTO) office said that during the first week in March, it received reports from several vessels which had encountered GPS interference in the Strait of Hormuz.
The disruptions, which lasted several hours, affected navigation systems and required vessels to rely on traditional methods of navigation.
“Masters who experience disruption to electronic navigation systems (GPS/AIS /other PNT) anywhere within the UKMTO Voluntary Reporting Area (VRA) are requested to contact UKMTO watchkeepers,” the office said in a statement.
In August 2019, MARAD warned that vessels could encounter “GPS interference, bridge-to-bridge communications spoofing, and/or other communications jamming with little to no warning.”
MARAD also warned of VHF communications from vessels “falsely claiming to be US or coalition warships.”
CNN reported at the time that the 2019 jamming incidents were linked to Iranian electronic warfare outposts on Abu Musa Island, at the eastern entrance to the strait.

CAPTAIN OF SHIP THAT STRUCK THE STENA IMMACULATE APPEARS IN COURT
The captain of the Portuguese-flag containership SOLONG, which hit the US-flag tanker STENA IMMACULATE off the northeastern coast of England on March 10, appeared briefly in court on Saturday.
A crewmember who worked aboard the containership, 38-year-old Mark Angelo Pernia, is missing and presumed dead.
The day after the accident, British authorities arrested the captain of the SOLONG, 59-year-old Vladimir Motin of St Petersburg, Russia, charging him with gross negligence manslaughter.
During Saturday’s hearing, the captain, who was accompanied by an interpreter, did not enter a plea.
The court ordered him held and set a hearing date of April 14.
Prosecutor Amelia Katz told the court that Motin had assumed the watch about three hours before the allision and was in command when the SOLONG struck the STENA IMMACULATE.
She said that at the time of the accident, the evidence shows the SOLONG was traveling at a speed above 15 knots.
“For a period of over 40 minutes before the collision, the SOLONG was on a direct route for impact with the STENA IMMACULATE, which was anchored and stationary,” Reuters quoted her as telling the court.
“There were no communication attempts from the SOLONG to warn of the impending collision and the SOLONG did not adjust its course or speed at any point.”
Prosecutors have warned the press and the public against sharing information that could prejudice the proceedings, adding that the captain has the right to a fair trial.
The fires that broke out on both ships as a result of the collision are said to have been extinguished.
The STENA IMMACULATE remains where it had been anchored on Sunday, March 9, more than 15 hours before it was struck.
The SOLONG is being held in position by a tow line.

A recent agreement between Elon Musk and the Postmaster General raises serious questions about the future of the universal mail service on which Americans rely.
It gives Musk’s department, DOGE, access to USPS computer systems with the stated goal of “identifying and achieving certain efficiencies.”
The postal service was created by Congress as an independent government agency.
It is overseen by the Office of the Inspector General, the Postal Regulatory Commission, and the Postal Service Board of Governors, as well as by Congressional committees.
President Trump sought to privatize the postal service during his first term in office but stepped back in the face of strong opposition.
Now the unions that represent postal workers have raised the alarm that privatization is once again a threat.
“The law is clear: the Postal Service belongs to the people,” the unions said in a joint statement.
“Privatizing the Postal Service will threaten Americans’ ability to receive packages and letters ranging from Social Security checks, medications, government correspondence, and mail from loved ones.”
