LAPSE IN APPROPRIATIONS AND GOVERNMENT SHUTDOWN
Due to the government shutdown, the National Maritime Center and all Regional Examination Centers are closed until further notice.
Customer walk-in service at the RECs is suspended. Examinations and other REC appointments are cancelled.
The following applies during the government shutdown:
The Customer Service Center will be open from 8:00 a.m. to 5:30 p.m. EST, Monday through Friday.
You can reach the Customer Service Center via the NMC online chat system, by emailing IASKNMC@uscg.mil or by calling 1-888-IASKNMC (427-5662).
The Application Submission Portal (ASAP) for submission of applications and supporting documentation will remain active for the duration of the government shutdown.
Processing will resume once appropriations are restored.
The NMC website will provide updates on NMC and REC operating status.
For questions regarding credentialing issues related to national defense, employers are advised to contact the Customer Service Center.
The NMC understands the shutdown will affect stakeholders and apologizes in advance for any inconvenience.

MM&P MEMBERS BACK AT WORK AFTER COURTS ALLOW OFFSHORE WIND PROJECTS TO RESTART
Members of the MM&P Atlantic Maritime Group (AMG) are back on the job after federal judges lifted the halt placed by the administration on a number of offshore wind projects.
The most recent ruling, by Judge Brian E. Murphy of the US District Court for the District of Massachusetts, allows developers of Vineyard Wind to restart construction while the case plays out in court.
With Judge Murphy’s ruling, four of the five offshore wind projects that were shut down by the administration on Dec. 22 have won court orders allowing them to resume activities.
The administration is seeking to permanently halt the projects, arguing that wind farms are a risk to national security because of radar clutter.
AMG members employed by WindServe Marine Services, a subsidiary of Reinauer, operate the crew transfer vessels (CTVs) that service six offshore wind installations: Empire Wind, Coastal Virginia Offshore Wind, Vineyard Wind, Sunrise Wind, South Fork Wind and Revolution Wind.
“It’s nice to see our members back to work,” said MM&P AMG Vice President Keith Poissant.
About 50 AMG members operate WindServe’s six CTVs.
“As the legal process proceeds, Vineyard Wind will continue to work with the administration to understand the matters raised in the court order,” a spokesperson for Vineyard Wine said.
[We] “will focus on working in coordination with our contractors, the federal government, and other relevant stakeholders and authorities to safely restart activities, as [we] continue to deliver a critical source of new power to the New England region.”

USCG NAVIGATION CENTER LAUNCHES NEW HOME PAGE
The Coast Guard Navigation Center (NAVCEN) has launched a newly redesigned homepage at https://navcen.uscg.gov.
The new homepage was designed to provide faster and more intuitive access to critical safety information and operational services, along with improved navigation and information discovery, enabling mariners, industry partners, and stakeholders to access content with fewer clicks.
The new homepage places emphasis on operationally relevant tools and services that support timely decision-making and maritime domain awareness.
New features that are highlighted on the homepage include:
— Marine Safety Information Bulletins (MSIBs): NAVCEN now provides centralized access to Marine Safety Information Bulletins, making it easier for mariners to find national-level MSIBs addressing policy and regulatory-driven safety matters issued by Coast Guard Headquarters offices.
— US Search and Rescue Satellite-Aided Tracking (SARSAT) Program: The redesigned homepage improves the visibility of the US SARSAT Program, which supports global search and rescue operations through satellite-based distress alert detection and coordination.
The Coast Guard says the updates reflect NAVCEN’s continued commitment to modernizing maritime safety information delivery and providing reliable, user-focused services to the maritime community.
It encourages users to explore the new homepage and submit feedback via the Contact Us page.

SEAFARER ABANDONMENTS UP SHARPLY IN 2025
For the fourth year in a row, the number of abandoned seafarers set a new record in 2025: 6,233 seafarers aboard 410 ships were abandoned in 2025, the International Transport Workers’ Federation reports, up 32 percent compared to the previous year.
“Yet again, we are seeing record numbers of seafarers abandoned by unscrupulous ship owners,” an ITF spokesperson said in a statement.
According to the ITF, the worst region for abandonment was the Middle East, followed by Europe.
The highest number of abandonments were reported in Turkey (61), followed by the United Arab Emirates (54).
The vast majority of abandoned ships—82 percent—were flying a flag-of-convenience.
Seafarers from India were the worst-affected, with 1,125 abandoned last year.
Filipino seafarers were next, with 539 abandoned, followed by Syrians (309).
The ITF is calling for industry-wide cooperation and the involvement of flag states to end or at least limit owners’ ability to abandon seafarers by introducing the requirement for flag states to log the details of a ship’s beneficial owner, including contact details, as a precondition for registration.
The International Maritime Organization Legal Committee is set to take action on the situation at its meeting in April.
“Every case of abandonment is a disgrace,” says the ITF’s Steven Trowsdale, “and the failure to end abandonment exposes a systemic problem in the maritime industry.”
The law defines abandonment as leaving a seafarer stranded without wages, food or medical care for more than two months.
Cases of abandonment may drag on for months, or even years.
Lack of enforcement by flag and port states and lack of adequate vessel insurance are major contributors to the problem.
In the US, the Federal Maritime Commission has announced the launch of an investigation into the lax practices of some registries.
The commission has also raised concerns about unfavorable business conditions created by flags of convenience and their impact on US trade.
The EU has launched a program of insurance checks for FOC vessels sailing in Northern Europe and the Baltic in response to specific incidents and fears of a major environmental disaster.
India has said it would begin blacklisting ships with a record of abandonment.
“Much more must be done to crack down on rogue shipowners,” Trowsdale says.
“They must be shown that there are consequences for their actions.”
MM&P is one of the 670 transport unions in 147 countries that belong to the ITF.

TWO YEARS AFTER BRIDGE COLLAPSE, MV DALI OFFICERS STILL DETAINED IN BALTIMORE
Four officers working aboard the MV Dali when it struck the Francis Scott Key Bridge in March 2024 are still being detained in Baltimore.
Four of the ship’s officers—the captain, chief engineer, chief electrician, and second officer—have remained in the city as part of the ongoing investigation, according to anonymous government sources cited by The Guardian, a British news outlet.
No criminal charges have been brought against them. A report published by the National Transportation Safety Board in November 2025 found that the crash was caused by a loss of electrical power stemming from a loose signal wire.
According to the NTSB, the wire had been incorrectly installed.
The safety board also concluded that vulnerabilities in the construction of the Francis Scott Key Bridge itself contributed to its collapse, as did issues in the vessel’s configuration and safety systems.
The NTSB did not attribute fault to any member of the crew.
Some of the four officers who remain in Baltimore have not seen their families in nearly two years.
Four additional members of the crew were allowed to return home in late November on the condition that they come back to Baltimore next month.
Members of the crew—who are from India and Sri Lanka—are allowed to move freely around Baltimore but their passports have been confiscated to restrict travel.
Synergy Marine Group, the vessel operator, is paying for the men’s accommodations and salaries while they are detained in the US.
“They have been far from their homes and families for almost two years,” said Bobbi Shipley, an inspector with the International Transport Workers’ Federation.
“It is our hope that they are exonerated and repatriated as soon as possible.”

MITAGS SEEKS DEPARTMENT HEAD FOR LICENSE ADVANCEMENT PROGRAM
MITAGS is seeking a department head for the License Advancement Program at the East Coast campus who can develop and deliver IMO-STCW and USCG-approved courses, ensuring quality classroom instruction based on up-to-date training methodologies and references.
The department head will coordinate with the director of MITAGS and be the primary liaison between the academic director and instructional staff.
Department heads are responsible for the content and quality of the courses in their department.
When required, they will work directly with specific companies for curriculum development or special projects, assist in audits and train instructors.
They will also recruit staff and review the performance of staff on a regular basis.
Required qualifications include:
— USCG officer level license; experience sailing under his/her highest-level license and similar experience are a plus–may be substituted with equivalent uniformed service experience (NOAA, USCG, USN);
— minimum five years’ experience teaching adults in professional subjects;
— experience, training, and qualifications required to obtain USCG approval to teach courses in the field;
— excellent computer skills;
— strong interpersonal, writing and communication skills;
— STCW Train the Trainer;
— USCG simulation TTT.
Desired qualifications include: a degree in adult education, maritime sciences or related field: two years of experience supervising and managing a team in a maritime or education environment; and experience delivering online training through a learning management system.
The work schedule is Monday-Friday between the hours of 7 a.m. and 5:30 p.m., pending operational needs. The base wage is $57.50/hourly. This is a full time Offshore Membership Group position.
