    AMERICAN MERCHANT MARINE VETERANS CONVENE AT MITAGS

    Merchant marine veterans were honored at MITAGS last week at the 38th National Convention of the American Merchant Marine Veterans association.

    AMMV is a non-profit established in 1984 to gain public and government recognition for the service of America’s mariners in peace and war.

    Among the convention attendees were veterans of World War II—including longtime MM&P member Captain Pete Kurkimilis—and veterans of the Korean War, the Vietnam War, and Expeditionary Operations in the Middle East and Northeast Africa.

    Participants included the new national AMMV officers—Captain Darin Huggins, national president; Captain Chris Edyvean, national secretary; Kimberly King, national treasurer—and AMMV President Emeritus Dru Di Mattia.

    The keynote speech was given by MIRAID President C. James Patti, who expressed the nation’s “respect, admiration and gratitude for American mariners, who never hesitate to sail into harm’s way to support the United States.”

    Many American mariners, he noted, are currently working in conflict zones in the Middle East.

    “America’s maritime industry, led by America’s maritime unions, has once again sent its sons and daughters, husbands and wives, friends and colleagues into dangerous waters, serving aboard US-flag ships, ready to do their jobs without hesitation on our country’s behalf,” Patti said.

    The theme of the convention was “Preserving Our Legacy, Charting Our Future.”

    Participants in the three-day event underlined the opportunities created by the administration’s policy goal of revitalizing the domestic maritime industry and its recent issuance of a comprehensive Maritime Action Plan.

    In Congress, the industry is also the focus of renewed attention: The bipartisan SHIPS for America Act has a group of 127 cosponsors in the House of Representatives and 13 cosponsors in the Senate.

    “[F]or the first time since the enactment of the Merchant Marine Act of 1970,” Patti said, “we have the opportunity to put in place maritime policy initiatives to increase the number of vessels operating under the United States-flag; the share of America’s cargo—both government generated and commercial carried by these vessels; and the number of mariners ready to respond to our nation’s call whenever needed.”

    “Let us all seize this opportunity.”

    BOARD OF PILOT COMMISSIONERS FOR SAN FRANCISCO, SAN PABLO AND SUISUN OPENS APPLICATIONS

    The Board of Pilot Commissioners for the Bays of San Francisco, San Pablo and Suisun (BOPC) has opened applications for its 2026 Pilot Trainee Training Examination.

    The BOPC is seeking eligible mariners for its Pilot Trainee Training Exam—the gateway to qualifying for the BOPC’s pilot training program, and the pathway to become a BOPC licensed pilot.

    The application period for the 2026 Trainee Training Examination is open now through May 15, 2026, 5:00 P.M., Pacific Daylight Time. Here is the timeline:

    · On Monday, July 20, the BOPC will administer to qualified applicants a virtual proctored Knowledge-Based Test (formerly referred to as the Written Exam).

    · Applicants who meet or exceed the cut score set by the Board for the Knowledge-Based Test will be invited to participate in the Simulator Evaluation Exam to be held Aug. 11–14 at Cal Poly Maritime, located in Vallejo, Calif.

    · Applicants who pass the Simulator Evaluation Exam will sit for a Virtual Interview, which will be used to rank the list of applicants who have passed the Knowledge-Based Exam and the Simulator Evaluation Exam.

    Application Deadline

    · The complete application must be received at the Board office by May 15, 5:00 P.M., Pacific Daylight Time.

    FORTY COUNTRIES MEET TO DISCUSS REOPENING STRAIT OF HORMUZ

    The UK hosted a virtual meeting of 40 countries on April 2 to discuss steps to reopen the Strait of Hormuz once a ceasefire has been agreed.

    A partial list of the participating countries included France, Germany, Italy, Canada and the United Arab Emirates.

    An estimated 20,000 seafarers are currently trapped in the Persian Gulf on 2,000 to 3,000 ships, many of which are running low on water and fuel.

    Iran has blockaded the strait and attacked several vessels in the waterway since the war began on Feb. 28, prompting a global surge in energy prices.

    Britain’s defense ministry said in a statement issued after the meeting that the participants had discussed “viable options to make the Strait of Hormuz accessible and safe for navigation.”

    The virtual meeting was held after President Trump said in an address to the American public on April 1 that the strait could open naturally and that it was the responsibility of countries that rely on the waterway to ensure it was open.

    One European official told Reuters that the first phase of any plan for reopening the strait would be to ensure it was free of mines, followed by a second phase in which tankers traveling on the waterway were provided with protection.

    UK Prime Minister Keir Starmer told news outlets that reopening the waterway would require governments to work closely with the shipping industry and that the overall effort would take “a united front of military strength and diplomatic activity.”

    Military planners for the countries participating in the coalition will meet this week to discuss options, including potential mine-clearing work and providing escort vessels for transiting ships.

    The New York Times interviewed five Filipino seafarers for an article in its April 1 edition on the experiences of merchant seamen working aboard ships in the conflict zone.

    BLOOMBERG REPORTS IRAN HAS IMPLEMENTED A FORMAL TOLL SYSTEM FOR SHIPS

    Bloomberg News has reported that Iran’s Islamic Revolutionary Guard Corps has implemented a formal toll system for merchant ships requesting passage through the Strait of Hormuz.

    The charge for passage is agreed on a case-by-case basis, based on a tiered pricing system.

    Payment must be made in cryptocurrency or Chinese yuan, reportedly to reduce exposure to the US financial system.

    According to Bloomberg, an IRGC-linked “front company” receives an application from the shipowner, which is then sent to Iran’s Navy to ensure the ship has no links to the US or Israel.

    The parties to the transaction then negotiate a price starting from a five-tiered schedule of charges, with the best prices given to vessels operated by “favored nationalities.”

    Once payment in cryptocurrency or yuan is received, the IRGC provides the ship with a passcode valid for a single transit of the Strait of Hormuz.

    The ship navigates to the checkpoint between Qeshm and Larak islands, transmits the passcode over VHF and receives an Iranian security escort for the rest of its passage to the Gulf of Oman.

    Some nations, such as Pakistan, have negotiated no-fee transits for their vessels.

    China has also confirmed making arrangements for the passage of at least three Chinese ships.

    Freight Waves news has reported that more than 34,000 ships diverted routes in the first four weeks of disruptions through the Strait of Hormuz.

    TELL YOUR MEMBERS OF CONGRESS THAT YOU OPPOSE THE JONES ACT WAIVER

    The American Maritime Partnership, a coalition working to defend the Jones Act and support and strengthen the domestic maritime industry, is asking all of us to reach out to our elected representatives to express our opposition to the 60-day Jones Act waiver that was issued by the Trump Administration on March 17.

    MM&P and MIRAID are both members of AMP.

    “According to the White House, the effort is to lower gas prices by bringing foreign ships into domestic commerce,” AMP says.

    “But even the Jones Act’s most vocal opponents, like the CATO Institute, have told reporters that they do not think this waiver will impact prices.

    “Advocates for the 650,000 men and women who work in the American maritime industry quickly went on the offensive to share how this waiver hurts people like us.

    “America’s maritime unions, companies, and trade associations are all speaking with one voice on this.

    “But what’s more important,” AMP says, “is that hundreds of individual maritime industry workers took action and reached out to their senators and representatives to express their concerns about how this waiver could be abused by foreign companies, undermine America’s economy, and even cause gas prices to go even higher.

    “60 days is a long time. It is also an opportunity to really show Congress just how important voters like us are in these critical mid-term elections.”
