NEW PLAN ADMINISTRATOR SELECTED

The Trustees of the MM&P Plans have selected Valerie Verrecchio to serve as the new Administrator for the Plan effective January 1, 2001. Lisa De Simone, who has served as Administrator since 1994, and who has been employed with the Plans since 1969, announced earlier this year that she would retire at year-end. A search and interview process for a new Administrator has been underway for some time.

Ms. Verrecchio is scheduled to come on board November 6 and work with Lisa De Simone through year’s end to ensure a smooth transition of responsibilities. Ms. Verrecchio brings with her more than 20 years of health and employee benefits experience, and is expanding her expertise through the International Foundation of Employee Benefit Plans’ Certified Employee Benefit Specialist certification program.

She is a Magna Cum Laude graduate of the University of Baltimore with a BA in Psychology. Ms. Verrecchio presently serves as Administrator of the MM&P’s Atlantic & Gulf Region Pension and Welfare Plans through her current employer, which gives her familiarity with some of the MM&P membership and the unique needs of mariners.

MM&P PLANS TRUSTEES IMPROVE HEALTH AND PENSION BENEFITS

As a result of trustee action last week, the following improvements in the health and pension plans were taken:

  • Medicare Part B Covered: Effective Jan. 1, 2001, all co-pay pensioners with gross pensions of $2000 per month or less will be provided with reimbursement for Medicare Part B. This payment will be made from the health plan and provided to the participants with a separate check from the Health and Benefit Trust. This program is reviewable at the third trust meeting of the year.
  • 11th COLA: For all pensioners retiring on or after Jan.1, 2001, the Pension Plan will provide an 11th COLA instead of the current limit of 10 COLAs.
  • Pension Plan Partial Lump Sum: Effective immediately, the partial lump sum can be provided for 12 months, 24 months, or 36 months with benefits actuarially reduced accordingly. The Trustees have agreed to waive the current six month notification rule until March 1, 2001.

MM&P SIGNS NEW CONTRACT WITH MCALLISTER TOWING IN PUERTO RICO

The MM&P signed a new five year contract with McAllister Brothers Towing of Puerto Rico for offshore towing. This contract is totally separate from the harbor contract and will bring new opportunities for MM&P members on the island. The company provides towing service throughout the Caribbean.

NEW ENERGY ENTERPRISE FIVE YEAR CONTRACT AGREEMENT REACHED

A new five-year contract agreement covering the ENERGY ENTERPRISE was reached this week. It incorporates improvements in wages and vacation benefits and safeguards all benefit plans. The new accord would become effective retroactive to July 1 of this year. Wages as well as wage-related increases would rise four percent dating back to July 1, with additional four percent annual increases every July 1 for the duration of the agreement.

Advances were also made in vacation days with a total of five days per month added over the life of the contract. Other improvements include an increase in the IRAP contribution rate.

ASPHALT COMMANDER TO BE REMOVED FROM SPECIAL CONTRACTS LIST

MM&P’s three Offshore Vice Presidents have determined that the ASPHALT COMMANDER should be removed from the “special contracts” list. As of Oct.9, 2000, it will be treated like any other contracted vessel. The Union will continue to honor its commitment to those persons onboard prior to the 9th.

MM&P SUPPORTED TAX LEGISLATION MOVES FORWARD

On Thursday, September 28 the Senate passed by unanimous consent S.893, the MM&P-supported Transportation Employee Fair Taxation Act. This is the bill that would protect MM&P members, especially those who live in Washington State and work in interstate commerce, from being taxed by the State of Oregon. The bill was introduced in the Senate by Senator Slade Gorton (D-WA).

S.893 has now been sent to the House of Representatives for a vote. Already, both House Committees with jurisdiction have cleared the legislation and recommended passage. A final vote could occur next week — clearing the bill for the President to sign into law.

MARINE PREDICTION CENTER PROVIDES TWO NEW WEATHER CHARTS

The Marine Prediction Center is now providing two new products for mariners, a 96 hour wave period chart and 96 hour wind/wave chart. These products are critical for advanced route planning, especially in determining areas to avoid when synchronous rolling is a possibility.

Synchronous rolling occurs when the wave period is equal or nearly equal to the ship’s roll period. It places excessive “G” forces on container lashings and as such, becomes a critical limiting factor in the routing matrix.

“All MM&P members should be made aware of these two new products and we should collectively thank the MPC for aggressively pursuing new and innovative products which support the US Merchant Marine,” says MITAGS Heavy Weather Avoidance Instructor Michael Carr.

Descriptions of these products follow:

96 Hour Period Forecast: Computer generated chart which is manually edited and generated once a day from the 00Z computer model runs. The forecast relies on guidance from WaveWATCH III. The peak period identifies either the locally generated `wind
sea’ (in cases with strong local winds) or the dominant wave system (‘swell’) that is generated elsewhere. Note that the peak period field shows discontinuities. These discontinuities can loosely be interpreted as swell fronts, although in reality many swell systems overlap at most locations and times. Arrows on the chart point toward the prevailing swell direction.

96 Hour Wind/Wave Forecast: Manually produced forecasts of Sea State are produced once a day. These charts depict the expected significant sea state with a one meter height contour interval. Where appropriate, relative maximum and minimum wave
heights are centrally depicted with a sea state value in a box. Also included are forecast winds (knots) greater than 25 kt.

USCG REOPENS COMMENT PERIOD ON LOWER MISS. VTS PROPOSED RULES

The USCG has decided to reopen the comment period and schedule a public meeting as related to its proposed rules concerning Vessel Traffic Services on the Lower Mississippi River. The proposal was first published on April 26. Comments are due on Dec. 1. The rule would not only establish a VTS on the lower part of the river, but would also transfer certain vessel traffic management provisions of the Mississippi River, LA regulated Navigation Area to the VTS. Comments should be addressed to the Docket Management Facility, [USCG-1998-4933], USDOT, Room PL-401, 400 Seventh Street SW., Washington, DC 20590-0001. Fax comments are to go to: (202) 493-2251. Ballots were mailed to all members eligible to vote in the MM&P 2000 election on Aug.21.
