Pope Francis has expressed support for the thousands of mariners who are keeping the supply lines open in the face of the pandemic, and in particular for those who are stranded aboard their vessels due to the breakdown in the crew change process.

“These are difficult times for the world because we are dealing with the suffering caused by the coronavirus,” Pope Francis said in a videotaped address.

“Your work as mariners and fishermen has become even more important since it is providing our greater human family with food and other essential needs.”

“For this, we are grateful to you.”

“Over the course of recent months, your lives and your work have changed dramatically. You have had to make, and are continuing to make, many sacrifices: long periods spent aboard ships without being able to set foot on land; separation from families, friends and your home country; fear of infection.”

“All these things are a heavy burden to bear, now more than ever… Know that you are not alone and that you are not forgotten.”

“Your work at sea keeps you far away from me, but you are in my prayers and in my thoughts.”

“Today I want to send you a message and a prayer of hope, comfort and solace in the face of adversity.”

“May God bless each one of you, and bless your work and your families.”

“I bless you and pray for you as well. And please don’t forget to pray for me.”

Working people in cities nationwide joined forces on June 17 to demand that elected leaders take concrete steps to address the health, economic and social crises facing our nation.

In observation of social distancing guidelines, demonstrators remained in their cars and made their feelings known by means of banners, flags, bumper stickers and signs as they drove in formation around government buildings.

The “Workers First Caravan for Racial + Economic Justice” took place in all 50 states and Puerto Rico, according to the AFL-CIO.

In Alaska, there were rallies in Anchorage, Fairbanks and Juneau.

“We’re trying to draw attention to frontline workers and racial inequality at the same time,” said MM&P Regional Representative Shannon Adamson, who helped organize the caravan in Juneau.

Adamson, a member of the Juneau Central Labor Council, represents members of the MM&P United Inland Group who work on the ferries in the Alaska Marine Highway System.

She was interviewed by a local newspaper, the Juneau Empire, on the essential role that professional mariners play in America’s response to the Covid-19 pandemic, as well as the risks they face on the job.

The dangers now include exposure to the novel coronavirus, in particular for mariners like ferry workers whose jobs bring them into contact with members of the public.

Also participating in the Juneau rally were MM&P members Nic Adamson (with the AMHS Ferry float), Kris Mogel and Jimmy Brackett. They were joined by MEBA Alaska Rep Ben Goldrich.

The AFL-CIO organized the nationwide Day of Action around the following “Five Economic Essentials”:

— Keep front-line workers safe and secure;

— Keep workers employed and protect earned pension checks;

— Keep state and local governments, public schools and the US Postal Service solvent and working;

— Keep America healthy by protecting and expanding health insurance for all workers; and

— Keep America competitive by hiring people to build infrastructure.

In Juneau, a line of cars displaying pro-union and anti-racist slogans traversed downtown streets, their drivers honking and waving at passers-by.

Shortly after noon, cars and trucks bearing signs reading “Union members for black lives” and “State and local funding now” made their way past the Alaska State Capitol and State Office Building.

“I think it’s really important to join these folks and stand up for workers and for immigrants and for people of color, and I think it’s important that people from every walk of life join in,” said one of the participants, state Sen. Jesse Kiehl.

“When you look at people who have representation in the workplace, you have more equal pay, you have more equal promotion, you have more equal treatment and that’s what we’re all after.”

Dockworkers at ports nationwide engaged in peaceful work stoppages earlier this month to demonstrate their support for racial justice and their rejection of politics that seek to engender violence and division.

Longshore workers at the Port of Los Angeles and 29 ports up and down the West Coast walked off the job last Friday to honor Juneteenth, the day that commemorates the end of slavery in the United States.

“On June 19, ILWU workers and their local unions up and down the West Coast will take action to reject racism, hate, and intolerance at this unprecedented moment in time amid a global pandemic, domestic unrest made worse by a president who sows the seeds of division for his own personal gain, and systematic racism laid bare by the recent brutal murder of Mr. Floyd,” the ILWU said in a statement.

The International Longshoremen’s Association, along with employers belonging to the US Maritime Alliance, held a peaceful one-hour protest at APM Terminals, Port Elizabeth, N.J.

“In tribute to George Floyd, coupled with the deaths of Ahmaud Arbery, Breonna Taylor, Walter Scott and many other lives to racially motivated killings, the International Longshoremen’s Association and United States Maritime Alliance stopped work for one hour on Tuesday, June 9, 2020 between 12 noon and 1 pm at all ILA ports,” the union said in a statement.

ILA ports from Maine to Texas, Great Lakes, Puerto Rico and Canada joined in the one-hour work stoppage.

Transportation labor has long called for robust infrastructure investments to ensure America’s transportation network can meet the demands of a 21st-century economy.

The “Invest in America Act,” crafted by members of the House Transportation and Infrastructure Committee, would rebuild America’s transportation system and create and sustain good jobs, says Larry Willis, president of the AFL-CIO Transportation Trades Department.

The legislation was introduced in the House earlier this month by Rep. Peter DeFazio (D-Ore.), who chairs the House committee.

In addition to unprecedented funding levels, it contains a number of priorities transportation labor has long fought for, including:

— tools to help keep transit workers safe from assault;

— assurances that private, for-profit ride-hailing and autonomous vehicle companies are not diverting taxpayer funds from real public transportation;

— establishment of a national frontline workforce training center and appropriate funding levels to ensure its success;

— significant freight rail safety improvements, including a federal requirement mandating two qualified crewmembers–a certified conductor and engineer–operate most freight trains in the United States;

— a national strategy to improve grade crossing safety; and

— the addition to the Amtrak board of directors of a voting member who represents the interests of working people.

“We applaud Chairman DeFazio for his leadership in crafting legislation that prioritizes the needs of so many frontline transportation workers, and look forward to working with him and others to ensure the timely passage of highway, transit, and rail reauthorization,” Willis says.

“The people of Hawaii are lucky to have a loyal Jones Act US Merchant Marine supporting the islands during these times of coronavirus,” says MM&P member Jack Lutey.

“The ships have arrived as scheduled, with no disruptions of service. These Jones Act vessels will continue to deliver the goods to the people of Hawaii regardless of decreased cargo volumes.”

“Would you trust a foreign shipping company with an international crew to continue serving Hawaii when cargo volumes and profits fall?”

Lutey put pen to paper earlier this month to underline the importance of the Jones Act–in particular in times of national emergency—in a letter that was published by the Honolulu Star Advertiser on June 2.

“The people of Hawaii do not fully grasp how fragile our supply line is,” he told readers.

“Costco, Foodland, Safeway, Home Depot–none have warehouses.”

“The ships and shipping containers are their warehouses. The goods go from the container to the showroom floor.”

“If we were to go even one week with no ship arrivals, the shelves would be empty.”

The US has the worst record among G-7 countries when it comes to workers’ rights, according to a survey of labor unions published by the International Trade Union Congress.

Every other major economy is ranked higher than the US, which is ranked 4, for “systematic violations of rights.”

The other nations in the Group of Seven all rank 3 or higher.

The ITUC says that worldwide, the labor rights picture has worsened for working people. It said globally, labor rights violations are at a seven-year high.

The worst region is comprised of the Middle East and North Africa, where some countries have completely banned collective bargaining and strikes.

If you exclude countries where people have no rights at all because of a complete breakdown in the rule of law, the ITUC says the worst countries for labor rights are Bangladesh, Brazil, Colombia, Egypt, Honduras, India, Kazakhstan, the Philippines, Turkey and Zimbabwe.

All 10 are rated 5, for “no guarantee of rights.”

European countries are at the top of the ranking for guaranteeing labor rights, with Sweden, Italy, the Netherlands, Ireland and Germany ranking highest. The only non-European country in the highest ranked group is Uruguay.

The Coast Guard’s Office of Merchant Mariner Credentialing has published CG-MMC Policy Letter 01-20, which provides guidance on the affidavits required with an application for a duplicate merchant mariner credential and mariner medical certificate.

In accordance with Title 46 Code of Federal Regulations 10.229, mariners who have lost their MMC or medical certificate may be issued a duplicate.

Mariners applying for a duplicate credential must submit an affidavit describing the circumstances of the loss.

Once an affidavit is submitted as part of an application, it is evidence that the applicant is affirming that the information provided is true and correct.

The US Postal Service is in danger of going out of business: the coronavirus outbreak has decimated the volume of business and first class mail, greatly reducing its revenue.

Leaders of the Postal Service have told Congress that unless it receives additional funding, the system will be out of money to operate by September.

Today is the national Day of Action to Save the Post Office, and hundreds of thousands of petitions will be delivered to Capitol Hill.

There will be car caravans throughout the country filled with people demanding that the Post Office be saved from bankruptcy.

Make sure your voice is counted; sign the petition to Congress, find out more about actions today and/or call your Senator here.

Older Americans in particular rely on the mail to deliver their prescription medicines and for a link to the outside world.

The government has approved trillions of dollars in coronavirus “relief” for wealthy corporations, and tax breaks for the wealthiest Americans.

The Postal Service delivers the mail six days a week to every address in the country.

Let’s make sure it gets the help it needs to weather this crisis.

Libya has finally released 14 Ukrainian seafarers who were arrested in 2017.

The 14 were detained along with their vessel, the product tanker RUTA, for smuggling diesel fuel but they were never formally charged with a crime.

“All 14 crewmembers were held in a cramped cell and had to sleep in shifts,” according to a statement released by a Ukrainian seafarers’ charity.

“The incarceration conditions and psychological pressure had an effect on the sailors’ health. Two of them contracted hepatitis. Several others saw their chronic illnesses aggravated.”

Aid organizations and the Ukrainian government fought to secure their release, most recently on the grounds that they risked contracting Covid-19 in jail.

After the 14 threatened a hunger strike, a court approved their release and they were repatriated.

“Our task is to return Ukrainian citizens,” said Ukrainian President Volodymyr Zelenskyy in a statement.

“I am very glad that after almost three and a half years behind bars in Libya, 14 members of the crew of the RUTA tanker returned home. I am happy for them and for their families.”

Four other Ukrainian mariners who were arrested by Libya in early 2016 are still in captivity.

The four, who were working aboard the Sierra Leone-flagged oil tanker CAPTAIN KHAYYAM, are accused of illegally entering Libyan waters to smuggle gasoline.

Libya has two rival governments each backed by competing armed factions, and a UN-backed government of national unity that is trying to bring the sides together but faces resistance on the ground.

Each side accuses the other of illegally trying to smuggle oil or bring in weapons to arm Islamist militants or other fighting groups.

Tankers and ships are often seized off the coast, and have in the past been hit with air strikes.

The country has splintered, and since 2014 has been divided into competing political and military factions based in Tripoli and the east.

The authorities have published Maritime Advisory 2020-009 on the threat of violence due to regional conflict and piracy in the Red Sea, Gulf of Aden, Arabian Sea and Indian Ocean.

The advisory states that conflict in Yemen continues to pose potential risk to US flagged commercial vessels transiting the southern Red Sea, Bab al Mandeb Strait and Gulf of Aden.

Threats may come from a variety of sources including, but not limited to, missiles, rockets, projectiles, mines, small arms, unmanned aerial vehicles, unmanned surface vessels, or waterborne improvised explosive devices.

These threat vectors continue to pose a direct or collateral risk to US flagged commercial vessels operating in the region.

Additionally, piracy poses a threat in the Gulf of Aden, Western Arabian Sea and Western Indian Ocean.

Vessels operating in this area are advised to review security measures, ensure AIS is transmitting at all times (except in extraordinary circumstances, consistent with provisions of SOLAS), and monitor VHF Channel 16.

US flagged commercial vessels are advised to avoid entering or loitering near Yemen’s ports.

Vessels at anchor, operating in restricted maneuvering environments or proceeding at slow speeds should be especially vigilant.

US flagged commercial vessels transiting the conflict area should conduct a pre-voyage risk assessment and incorporate appropriate protective measures into their vessel security plans.

We now offer blended learning options ( for a variety of USCG and VA approved courses.

Blended learning involves online and in person learning. First, course materials will be delivered remotely, via an online platform.

The second portion of your course will be completed on campus since some USCG-approved courses require assessments (exams and practical exercises) to be completed in person.

Dates of in-person course completion will be determined at a later date.

MITAGS is currently able to offer the following blended learning courses.
