“Global trade depends on maritime workers, but the pandemic has thrust them into a humanitarian and economic crisis,” begins the lead article in the business section of the April 9 edition of The Washington Post.

The story, which takes its cue from interviews with members of Masters, Mates & Pilots, is titled, “Essential, invisible: COVID has 200,000 merchant sailors stuck at sea.”

The article begins with a fact that mariners are well aware of but that is probably news to most members of the general public: 90 percent of the world’s goods are transported by water, which makes their job essential.

It is also “risky and demanding,” write reporters Taylor Telford and Jacob Bogage in the article, which includes photos taken in the Oakland Hall of MM&P and MEBA members and dispatcher Veronica Schaible.

Besides “the pervasive dangers of life at sea” and the risk of burnout, they report, the pandemic has added new and unprecedented pressures: the breakdown in the crew change process, the risk of serious illness.

MM&P Captain Jake O’Boyle recounts how pandemic-related border restrictions forced some members of his crew to remain at sea for six months—despite efforts by their employer to repatriate them—until the US State Department intervened to finally get everyone home.

His career in maritime, he said, has taken him to more than 50 countries, but today, “the kind of life he has known on the water seems distant.”

Captain Brian Mossman detailed the measures he had to take early on in the pandemic to keep his crew safe as the ship traveled between New York and India on its 77-day run—a story that has also been the subject of a Wall Street Journal podcast.

“He was faced with a simple fact,” the Post reporters noted.

“If one crewmember became infected, the virus would spread greedily and easily in the close confines of the ship.”

MM&P member Elizabeth Livi was interviewed about her experiences last summer, when several of her shipmates became ill.

People were anxious and overworked, she said, and the ship was delayed.

“Every person’s job is important,” she told the reporters. “It’s not like somebody can sit out and the ship will just operate normally.”

The challenges mariners face in getting vaccinated to protect against Covid-19 are an additional factor that has not been given the necessary attention by governments, including in the US, said MM&P President Don Marcus.

“Most of our members work on board ships that are in continual motion,” he said.

“They fly to join their ships. Access is a problem. They fall between the cracks of state distribution.”

Also interviewed for the article were Sara Gasper, port dispatcher in the MM&P Houston Hall, her husband, Captain Nick Gasper, and Jason Woronowicz, who described the toll a maritime career takes in terms of separation from family and how the hardships have been immeasurably exacerbated by the pandemic.

In view of all these pressures, Jake O’Boyle expressed concern about the industry’s future, and in particular its ability to attract young people willing to embark on a maritime career.

What would be the impact on our national security of additional reductions in the already thinning ranks of American mariners?

“It’s frightening to me that we are such a small presence in the maritime world,” O’Boyle says.

“Once it’s dead, it’s dead. And we are on life support in the American Merchant Marine.”

Senator Joe Manchin has announced that he will co-sponsor the Protecting the Right to Organize (PRO) Act, saying it will “level the playing field” for working families.

The West Virginia Democrat made the announcement on Monday at a virtual meeting of the National Press Club.

AFL-CIO President Richard Trumka has called the PRO Act, which has already passed the House of Representatives, a “game-changer.”

“The PRO Act would protect and empower workers to exercise our freedom to organize and bargain,” Trumka said.

“If you really want to correct inequality in this country—wages and wealth inequality, opportunity and inequality of power—passing the PRO Act is absolutely essential to doing that.”

The PRO Act would block “right-to-work” laws, which allow free riders who don’t pay dues to benefit from union-negotiated pay and benefits.

It would also increase penalties on companies using tactics such as mandatory closed-door meetings to defeat union organizing campaigns.

Senate Majority Leader Chuck Schumer has said that he will bring the measure to the Senate floor when there are 50 cosponsors.

That shines a spotlight on the handful of Democrats who have yet to voice support for the measure: Arizona Senators Mark Kelly and Kyrsten Sinema, and Mark Warner of Virginia.

President Biden has said he supports the legislation.

MM&P has joined forces with all the AFL-CIO affiliates to move the legislation to the Senate floor and ultimately to Biden’s desk.

The union has reached out via email to every member and followed up with targeted communications, including phone calls to members in West Virginia and other key states.

MM&P President Don Marcus and Offshore Atlantic Ports Vice President Tom Larkin have written to officials in New York and New Jersey, asking them to support efforts to provide Covid-19 vaccinations on short notice at facilities that will accommodate vessel crews, including out-of-state US mariners.

Mariners in general and deep-sea merchant seamen in particular, they wrote, “have been almost completely ignored during the ongoing Covid-19 pandemic.”

“The members of our organization urge you to take effective action.”

The letters were sent on April 13 to New York State Governor Andrew Cuomo and New York State Health Commissioner Howard Zucker, and to New Jersey Governor Phil Murphy and New Jersey Department of Health Commissioner Judith Persichilli.

The MM&P officials said they were reaching out directly to states “because of the almost complete absence of any meaningful initiative by the federal government in providing US mariners access to vaccines.”

They noted that it is extremely hard to contain the spread of a virus within the close confines of a ship, and that “one infected crewmember may infect the entire crew, most often with no Medevac available.”

Of critical importance, they wrote, is also the fact that mariners at sea do not have access to doctors or advanced medical equipment like ventilators and that foreign governments have greatly restricted access to shoreside hospitals because of pandemic-related border closures.

The federal vaccine advisory committee overseeing the vaccination rollout has classified merchant seamen in priority phase 1c along with 57 million other workers and after the vaccination of approximately 30 million workers in Phase 1b.

Although eligibility has recently been expanded nationwide, the mobility of the maritime workforce remains a significant impediment to vaccine access.

“The ocean-going maritime workforce does not fall routinely under the jurisdiction of any one particular state,” Marcus and Larkin wrote, although many deep-sea mariners do transit the Port of New York/New Jersey.

MM&P has estimated that there are approximately 4,000 US mariners who transit New York to join or disembark their vessels or who call in the ports of New York and New Jersey.

“We seek your support in providing vaccinations at facilities that will accommodate vessel crews, including out-of-state US mariners who have registered for inoculation on short notice, ideally with the Johnson & Johnson vaccine, as scheduling a return to the same port within the appropriate time frame is exceedingly problematic.”

The MM&P officials said US-flag employers are standing by to assist in vaccination campaigns organized by the two states.

“Our numbers are not great, but we play an outsized role in maintaining the economic and military security of our nation,” they wrote.

“Without action by New York, New Jersey and other states, personnel losses due to Covid-19 will have a disproportionately grave impact on the movement of basic goods and commodities to and from our shores and to our military bases overseas.”

“In absence of a federal framework for vaccine distribution, we appeal to you for assistance in facilitating the distribution of vaccines to approved locations and medical providers for these essential workers who go to sea.”

The Chippewa County Health Department (CCHD), in collaboration with the Lake Carriers’ Association and the US Army Corps of Engineers, is helping to make sure crewmembers on Great Lakes’ area ships are vaccinated against Covid-19.

CCHD Health Officer Karen Senkus said they had been contacted by the Lake Carriers’ Association for help vaccinating crew members.

Some crewmembers had been called back to work before they were able to receive the vaccine in their own communities, she said.

In other cases, people had received their first dose of the Moderna vaccine and were trying to schedule a second dose while on the job.

As a first step in addressing the situation, CCHD met with representatives of the Lake Carriers’ Association and the Army Corps of Engineers at the Soo Locks.

The next morning, crewmembers on one Great Lakes ship were already receiving vaccines.

“I was impressed with our nurses,” Senkus said. “They weren’t scared to get on that ship. They stepped right up to the plate.”

As of last week, CCHD had already vaccinated about 70 people on seven different ships.

Senkus said 90 percent of those vaccinated on the ships are Michigan residents. Another 10 percent come from the Ohio area.

“At the start of the pandemic, we as public health prepared for and talked about what to do if there were an outbreak of Covid-19 on one of the vessels, how we would work with the crew in quarantine,” she said.

“We never expected to be the ones offering the vaccine.”

“It’s been really nice to do this because we do know how important the shipping industry is, not just to our community, not just to the state of Michigan, but nationwide and globally,” she said.

MM&P President Don Marcus is urging the City of Oakland Planning Bureau to reject the Oakland A’s proposal to build a new stadium and a luxury development on the site of Howard Terminal in the Port of Oakland.

Union members are among those fighting the plan, which would push maritime activities, local residents and small businesses out of the area in and around the Port to make space for an enormous stadium, upscale condos and offices.

Besides MM&P, the opponents of the proposal include the International Longshore and Warehouse Union, the Inland Boatmen’s Union, the Marine Engineers’ Beneficial Association, maritime employers, shipping organizations and religious, community and environmental groups.

“On behalf of the 200 merchant mariners from our organization serving aboard vessels of all types working on the Bay, transporting cargo to and from the Port of Oakland and seeking employment through our hiring hall in Oakland, we urge you to preserve Oakland’s priceless industrial waterfront,” Marcus wrote Tuesday to Peterson Vollmann of the City of Oakland Bureau of Planning.

“The economic engine of Oakland’s economy must come before a ballpark that can be built elsewhere.”

Opponents of the proposal want the Oakland A’s existing stadium in West Oakland to be renovated instead.

“While we all want to see the A’s stay in Oakland, building the new stadium at Howard Terminal is the wrong plan for Oakland and especially for all the workers whose jobs depend on the port’s operations,” says a spokesperson for the coalition opposing the plan.

“The A’s proposal threatens the competitiveness of Oakland’s top economic driver, the Port of Oakland, which generates $130 billion annually, and undermines future growth in favor of developers,” the MM&P President wrote.

He also warned that the development would attract small boats, in particular on game days, creating serious health and safety risks and impeding the transit of large ships.

The Coast Guard has stated that they cannot keep small passenger vessels safe in such circumstances.

The draft environmental impact report fails to propose concrete mitigation measures that guarantee maritime activity at the port could continue without interruption should the plan move forward.

The Coast Guard on Monday said it had suspended the search for the remaining eight crewmembers of the SEACOR POWER, a lift boat that capsized and sank last week in the Gulf of Mexico.

The agency said that Coast Guard personnel in boats and planes, local agency crews and good Samaritans searched for members of the crew over 9,200 square nautical miles for a cumulative 175 hours.

“Suspending a search is one of the toughest decisions the Coast Guard has to make,” said Captain Will Watson, commander of Coast Guard Sector New Orleans.

“Our crews searched continuously over the past six days with the hope of bringing the missing crewmembers home to their loved ones,” he said.

“I would like to extend my deepest and most sincere condolences to the families, friends and loved ones—all those impacted by this terrible tragedy.”

“I know that this is an immensely difficult time for you all, and for the entire maritime community.”

The 129-foot SEACOR POWER overturned in rough seas and hurricane force winds approximately eight miles south of Port Fourchon, La., on April 13.

At the time of the accident, the National Weather Service had issued a warning for severe weather, including high winds from a weather front with thunderstorms.

Six crewmembers were saved on the day of the accident, and the bodies of five others were recovered in the following days.

The incident has been declared a major marine casualty. The National Transportation Safety Board has joined the Coast Guard-led investigation, which is expected to last between 12 and 24 months.

The MITAGS West Coast Campus is seeking a part-time instructor responsible for presenting courses in the maritime field and providing quality classroom instruction to attendees.

Duties and responsibilities include, but are not limited to:

— Presenting firefighting courses, specifically the following Navy courses: Shipboard FFT A-495-0018; FFT, Gen SCBA A-495-0416; Adv Shipboard FF J-495-0419; Gen Shipboard/DC K-495-0045; and Shipboard DC/FF ETT A-495-0021.

— Assisting in set up and delivery of fire field training.

— Presenting required curriculum for each lesson in order to achieve learning objectives and meet both regulatory and contractual obligations.

— Setting up classrooms for training and ensuring necessary training aids are present and serviceable.

Desired qualifications include:

— USCG and/or NFPA approved instructor.

— Train the Trainer certification.

— In-depth knowledge of firefighting and maritime industry.

— In-depth knowledge and technical skills, including experience with applicable subject matter, such as first aid, firefighting, hazardous materials and damage control.

— Experience in teaching adults in a classroom and laboratory setting.

— Technical knowledge of firefighting techniques and hazardous materials.

— Demonstrated ability to work effectively with staff and clients at all levels.

— Basic computer skills with programs like Excel, PowerPoint and Word.

Minimum $30.50 per hour. Travel may be required to off-site locations within the United States.

Members may also reschedule their classes for later in the year when the infection rates are expected to drop.

MITAGS West currently does not require negative Covid-19 test results and does not have the ability to test.

MITAGS West continues to follow established Covid-19 protocols, including daily temperature screening, health checks, masking and physical distancing.
